Analysis in the Development Process of UNFCCC’s Kyoto Protocol

Abstract

The protection of the global environment is becoming an important issue in the 21st century. Many international environment regimes changed after the 1990s. The purpose of this thesis is to analyze the importance of the use of technology seen in today’s international environmental regime, focusing on the specific case of the 1997 Kyoto Protocol. This international environment protocol is the latest international environmental regime; how it differs from previous efforts is that it requires countries to reduce greenhouse gases. The thesis explores the creation and process regarding the protocol and compares it with earlier efforts. The first international environmental regime was the Stockholm Conference of the 1970s. From this regime, many others were created. Examples include the Rio Declaration, Montreal Protocol, and Agenda 21. Internationally, those environmental regimes all share similar goals regarding the protection of the environment. However, each of those regimes is unique, because each of its mechanisms and bodies has developed over time. This thesis asserts that, among many changes made to international environment agreements, the implementation of technology has been the most influential factor that has affected international environmental regimes. Many characteristics define today’s international environmental regime, including enforcement, participation of Third World countries, and so on. This thesis asserts that the use of technology and new science is the most important of the characteristics. The thesis defines three steps regarding the use and implementation of technology within the Kyoto Protocol: consideration, implementation, and expansion. In conclusion, the thesis explains the significance and meaning of technology used in today’s international environmental regime. There are enormous amount of constitutions and declarations regarding international environment conferences and protocols within the United Nations. The thesis has value, because this thesis provides analysis and comparison regarding context of those constitutions and declarations.;이 연구는 교토의정서 창설 과정과 배경을 통해서 오늘 날 국제 환경 레짐에 있어서 가장 중요하고 급진적인 특성-국제 환경 협약에 있어서 “과학 기술의 중요성”을 밝히는 것을 목적으로 한다. 교토의정서는 몬트리올 의정서를 시작으로 현재까지 진행되고 있는 공식적인 국제 환경 협약이다. 몬트리올의정서전의환경관련논의는, 스탁홀롬 회의를 시작으로 리오의정서, 아젠다 21등의 크고 작은 회의에서 다루어져 그 비중이 상대적으로 적었다. 몬트리올 의정서는 온실효과에 영향을 미치는 약 20개의 위험한 물질들의 양을 줄이자고 만든 의정서로서 기술과 과학의 이용에 그 해법을 담고는 있지만, 교토 의정서만큼 비중 있게 과학 기술을 다루지는 않고 있다. 본 연구는 교토 의정서가 오늘 날 환경보호를 위해 과학 기술 사용을 선택하였다는 것을 밝혀내기 위해 교토 의정서 창설 과정에 있어서 세가지를 단계별로 분류하는데 첫 번째 의의가 있다. 그 세가지 단계는 스톡홀롬 회의서부터 시작된 여러 회의들의 선언문과 협정문, 교토의정서 웹사이트의 1차 자료 내용 비교분석 등을 토대로 만들어졌다. 불확실성으로 인해 과학기술을 배제하려고 한 과거의 환경회의들의 결정과는 달리, 오늘 날 교토의정서는 몬트리올 의정서의 목적을 이어받아 과감하고 실질적이며 자체적으로 “과학기술 이용”을 채택함으로써 지구환경 보호를 위한 해법으로 시행하기로 결정했다. 첫 번째 단계는 교토의정서 창설 과정 중 과학기술 발전은 유엔이 자체적으로 과학기술을 이용하기로 함으로서 선택, 결정 하는 단계이다. 발리 액션플랜과 부에노스 아이리스 플랜 협정문을 통하여, 유엔이 자체적으로 책임을 지고 환경 보호를 대상으로 과학기술의 발전을 위해 노력하고자 공식적으로 결정을 하였다. 또한 마레퀘시 협정, 교토의정서 28선언의 내용을 창설하면서 자체적으로 과학기술의 사용을 확실히 규정하였다. 두 번째 단계는 실질적인 이행과정이다. 유엔의 교토의정서의 COP(최고본부) 는 그 밑에 두 가지 산하기구를 창설하였는데 이는 과학 기술 연구를 자체적으로 개발, 이행하는 기구이다. 두 가지 산하기구 중 하나-SBSTA에는 또 5가지 주요 산하 기구들이 있는데 이 기구들은 과학과 기술 리서치를 담당하는 기구들이다. 교토의정서가 가지는 과학 기술 관련 협력과 상호의존 또한 흥미로운 특성 중 하나이다. 다른 과학관련 기구들과 기타 외부에 의존을 하며 다양한 방법으로 과학기술의 발달을 위한 방법을 모색하였다. 즉, 교토의정서는 자체적으로 기구를 만드는 것에 그치지 않고, 더 나아가 외부 기타 기구들과 협약을 조성 후 자체적인 과학기술 발전을 이행하였다. 세 번째 단계는 교토의정서 이후의 공식화되고 세계적으로 확산 시켜나가는 단계이다. 포스트 교토의정서라 불리는 코펜하겐 협약을 통해 다시 한번 과학기술 사용의 필요성이 강하게 강조되었으며, 교토의정서는 IPCC라는 기구 창설을 통해 수천 명의 과학자를 고용하여 교토의정서의 목적과 의의를 계승하고자 노력하였다. 9개의 대표 국가들(교토 의정서 비준 국가)은 주기적으로 유엔에서 만나 어떻게 과학기술을 접목하여 환경을 보호하고자 하는지 보고 및 발표를 하였다. 이 논문에서는 유엔이 환경보호의 해법으로 과학기술 사용을 채택했다는 것을 규정함으로써 오늘 날 환경보호에 있어 과학/신기술 사용의 중요성을 논하는 생태현대화론자들과 의견을 공유하고자 한다. 또한30년 동안 진행되어온 유엔의 환경협약 관련 공식문서를 기술사용의 관점에서 체계적인 분류와 그 특성을 분석 하였다는데 주요한 의의가 있다.
