네덜란드 사회적 합의체제와 정부역할

Abstract

본 논문은 네덜란드 사회적 합의(social corporatism)체제에서 나타나는 정부역할을 분석한다. 이를 통해 네덜란드 사회적 합의체제가 성공적으로 작동하기 위해서는 정부역할이 중요함을 밝히는데 목적이 있다. 이러한 내용을 보다 구체적으로 살펴보기 위해서 바세나르 협약(1982), 유연안정 협약(1996), 가을 협약(2004)을 사례로 선택했다. 사회협약(social pact)은 노사정 간 합의의 결과물이라고 할 수 있기 때문에 협약의 체결과 이행과정을 살펴봄으로써 네덜란드 사회적 합의체제가 어떻게 운용되는지 확인할 수 있었다. 바세나르 협약이 체결되었던 1982년은 네덜란드 사회적 합의체제의 전환점으로 볼 수 있다. 이전의 사회적 합의체제가 케인즈주의를 바탕으로 하고 중앙집권적이었던 반면에 1982년 이후에는 신자유주의와 케인즈주의 간의 조화를 통해 보다 분권적이고 유연화 되었기 때문이다. 따라서 이를 기점으로 새로운 형태의 네덜란드 사회적 합의체제는 약화되었던 코포라티즘을 부활시켰고 신자유주의 시기 경제 위기를 극복할 수 있는 대안으로서 주목받았다. 이처럼 독특한 네덜란드의 사회적 합의체제를 형성하고 성공적으로 이를 운용할 수 있었던 요인으로 본 논문은 정부역할에 주목하는 것이다. 더불어 1982년 이후 사회적 합의체제에서 정부가 보다 적극적인 역할을 수행할 수 있었던 이유도 살펴보았다. 분석 결과 세 개의 사회협약 체결과 이행과정에서 나타난 정부역할은 크게 네 가지이다. 역할은 각각 노사 간 사회협약의 유인 역할, 노사와 대립 시 빠른 대응 역할, 객관적인 정보 제공 역할, 그리고 노사 간 중재를 위한 보상 역할이 있다. 정부가 이러한 역할을 충실히 수행했기 때문에 노사 간 사회협약이 더욱 원활하게 체결될 수 있었고 이는 곧 경제 위기 극복으로 이어질 수 있었다. 사회협약의 내용은 경제 위기와 관련한 노사 간 임금, 고용, 복지 등의 문제를 포함하고 있었기 때문이다. 이처럼 약화되었던 사회적 합의체제가 네덜란드에서 성공적으로 부활할 수 있었던 이유는 바로 정부가 사회적 합의체제에서 보다 적극적인 역할을 수행했기 때문이다. 특히 1982년 이후에 정부역할이 확대되었던 이유는 새로운 연립정부의 등장과 노동조합의 약화와 밀접한 관련이 있다.;This thesis analyzes the role of government which is shown in the Netherlands’ social corporatism. The purpose is to clarify that the government’s role is significant in order to make the Netherlands’ social corporatism work successfully. To examine this more specifically, I selected Wassenaar Agreement (1982), Flexibility and Security Agreement (1996), and Autumn Agreement (2004) as examples. Since social pacts are the result of an agreement between labor and management, I could confirm how the Netherlands’ social corporatism works by looking into the process of making an agreement and the process of implementation. The year of 1982, when Wassenaar Agreement was made, can be seen as a turning point of Netherlands’ social corporatism because after 1982, the social corporatism became more decentralized and flexible in the harmony of Neo liberalism and Keynesian economics, contrary to the formal social corporatism which was highly centralized based on Keynesian economics. Therefore, starting from this time, the new form of Netherlands’ social corporatism brought back the weakened corporatism and began to receive attention as an alternative that can help to overcome the economic crisis in the era of neo liberalism. This thesis focuses on the role of government as a factor that could form the unique Netherlands’ social corporatism and operate the system. In addition, I examined how the government could play a more active role in the latter social corporatism that started from 1982. There are largely four types of government’s roles that were seen in the process of social pact agreement and its implementation. They are as follows; the role of leading to the social pact between labor and management, the role of making a swift response in case of a conflict between labor and management, the role of providing objective information, and the role of compensating for arbitration between labor and management. Since the government was faithful in performing those roles, the social pacts between labor and management could be made peacefully and it could lead to overcoming the economic crisis. It's because the details of the social pact included the matters of wages, employment, welfare and etc. between labor and management, which were related to the economic crisis. The reason why the weakened social corporatism could be revived in the Netherlands was that the government played a more active role in the system of social corporatism. Also the fact that the government’s role was expanded especially after 1982 is closely associated with the advent of a federal government and weakening of a labor union.
