정치문화와 민주주의의 관계에 관한 연구

Abstract

이 글의 목적은 민주주의와 정치문화에 관한 Almond-Verba의 이론을 비판하고 이론적 재구성을 시도하려는 것이다. 이를 위해서 먼저 2장에서 정치문화의 개념과 정치연구에 이 개념을 도입한 Almond의 연구를 살펴보았다. 통용되는 정치문화의 개념은 거의 Almond의 정의를 따르는 것이었다. 다음으로 3장에서는 민주주의 발전을 위한 조건중 정치문화적인 조건에 관한 연구들을 고찰하였으며, 그중 대표적인 것으로 간주되는 Almond-Verba의 「시민문화」이론을 설명하였다. 그들이 민주주의 발전에 중요한 정치문화로 본 것은 시민들의 정치적 자신감이었다. 그 다음 4장에서 이 이론의 문제점을 서구와 비서구 국가별로 나누어 비판하고, 보다 중요한 것은 민주적 가치와 규범에 대한 시민들의 합리라는 것을 여러학자들의 이론을 뒷받침하였으며, 이 관점의 타당성을 설명하기 위해, 5장에서 정치적 자신감, 민주적 가치지향, 민주적 규범 정향, 민주적 정치참여 성향등 4가지 태도변수간의 가설을 설정하고, 그것을 증명하기 위해 실태조사를 시행하였다. 그 결과 정치적 자신감과 민주적 규범정향은 역 상관관계이며, 민주적 규범정향과 민주적 참여성향은 긍정적인 관계임이 밝혀져 민주적 정치참여를 위해서는 민주적 가치나 규범이 시민들간에 내명화되어 있어야 한다는 본 논문의 관점이 그 타당성을 인정받을 수 있었다.;The aim of this study is to test the validity of the hypothesis of Almond-Verba on political culture and democracy. According to their hypothesis, political competence has a close relation to political participation and democracy. But in my view, political competence does not lay foundation of democracy. What is still more needed is democratic value orientation or democratic norm orientation. In this article, I criticize and extend their hypothesis by analysing the correlations between value orientation, democratic norm orientation, political competence and democratic participatory tendency. Hypothesis I: The higher political competence is, the higher democratic participatory tendency. Hypothesis Ⅱ: The higher political competence is, the higher democratic value orientation and democratic norm orientation. Hypothesis Ⅲ: The higher democratic value orientation and democratic norm orientation is, the higher democratic participatory tendency. As a result of my empirical study, hypothesis I, Ⅲ are affirmed, and Ⅱ is rejected. In sum, hypothesis of Almond-Verba maintains a meaningful contribution but should be extended and reformulated.
