韓國女性團體의 政治參與에 관한 硏究

Abstract

本 論文의 目的은 韓國 女性團體가 女性의 政治參與를 이끄는 하나의 채널로서 壓力團體의 역할을 하지 못한 원인을 밝히고 이를 극복할 수 있는 條件들을 考察하려는 데에 있다. 오늘날 우리나라에 있어서, 女性의 권익을 옹호하려는 目的으로 政治社會에 參與하고 있는 女性團體에 대해서 그들이 壓力團體의 機能을 해야한다는 當爲性이 제기되어지고 있다. 그러나 이렇게 當爲性만이 제기되어지고 있지 그 실천방안에 대한 구체적인 硏究는 되어 있지 않다. 本 論文은 韓國 女性團體가 壓力團體의 機能을 하지 못하는 原因을 分析하고 이에 대한 처방을 시도한다는 점에서 의의가 있다고 본다. 지금까지 女性의 政治參與에 대한 硏究는 有權者로서의 투표형태 조사나 다소의 엘리뜨 硏究가 되어 있을 뿐이며 집단수준에서 다루어진 것은 거의 없는 형편이다. 韓國 女性團體가 壓力團體 역할을 해야한다는 입장에서는 이러한 집단적 접근법을 사용하는 것이 타당하리라 본다. 또 政治參與 硏究가 주로 단편적이고 정태적인 이익 투입의 측면에 한정되어 왔으나 여기서는 연속적인 政治過程 속에서 인과관계를 다룸으로써 동태적인 硏究를 시도하였다. 이와같은 이론적 입장에서 지금까지의 韓國 女性團體의 政治參與를 그 歷史的배경부터, 구체적으로 團體의 수와 종류, 그리고 參與의 유형과 방법등을 서술하였다. 그 결과 韓國 女性團體는 韓國 女性의 권익을 옹호하여 政府의 정책결정에 반영시키는 壓力團體로서의 역할을 제대로 못하고 있는 것으로 나타났다. 그래서 다음으로 이렇게 된 原因, 즉 韓國 女性團體가 壓力團體의 역할을 하는데 있어서의 저해요인을 환경적 요인과 女性團體 내적요인으로 크게 둘로 나누어 환경적 요인으로는 政治文化·이익집단구조 정책결정기구·정당을, 내적요인으로는 리더쉽·조직·재정력·단체간의 분화와 통합을 들어 살펴보았다. 여기서 韓國 政治社會의 일반적 이익집단의 자율성을 저해하는 요인이 韓國 女性團體에도 저해요인이 되고 있음을 발견했다. 그러므로 이러한 저해요인들을 극복할 때에만 韓國 女性團體가 韓國 女性의 政治參與 동원자로서 壓力團體의 역할을 충실히 할 수 있으리라 생각하고, 韓國 女性團體가 壓力團體로 機能할 수 있는 條件들을 이 저해요인들로 부터 도출하여 보았다.;The objective of this research is to analyze the causes which prohibit women's groups in Korea from functioning as pressure groups, and to provide essential conditions with which the above obstacles can be overcome. Today, the activities of women are expanding outside home into voluntary associations and occupations. These have made it the urgent problem that the women's right should be protected, and womens should be participated in social as well as political decision making processes. Generally these problems are regarded as the majermiseion of women's groups and further are required to be performed by them. Whether women's groups in Korea have performed these requirements or not is the major concern of this research. But as is widely known, there have been very linlitedand studies on proceding this research. Investigations are made on the group level, and political participaticn of women's group with their historical background, their numbers and types, and forms and methods of their political participation are analyzed. As a result of these analyses, it is concluded that women's groups in Korea have not, and even been unable to play the role of pressure groups. Then analyses are focused on the environmental causes and causes within the women's groups, both of which prevent them from playing the role of pressure groups. The political culture, the structure of the policy making system, and political parties are the factors of the environmental causes. Leadership, organization, finance, and the devision and the integration among groups are the factors of the internal causes. Finally, are suggested the essential conditions that enable women's groups to play the role of pressure groups.
