Robert A. Dahl의 多元主義 엘리뜨론에 대한 硏究

Abstract

In general, Robert A. Dahl was regarded as a pluralist, behavioral political scientist, scholar who was interested in empirical study. Because Dahl analyzed the power in micro-level, he thought that in democratic society the elites act as various interest groups. R.A. Dahl's political theory can be reduced to three points of views. First, the general recognition about politics and political science. Second, the recognition about concept of power and influence. Third, the recognition about power structure and democracy. R.A. Dahl's theory puts emphasis on the equilibrium state of a society. R.A. Dahl's theory also included the ideas of pluralist elitists. There are three critical points about Dahl's theory. First, classical elitist criticized that pluralist elitist confused their analytical view with political reality. Secondary critic is that pluralist elitists so overemphasised the integrity and stability of a society that they couldn't explain social change. Third, though R.A. Dahl's study contrubuted to scientification of politics, it was filled with his value of polyarchy. Thus, it was criticized that his assertion which plural power structure existed in the community studied by him. In this point of view, it is my view that R.A. Dahl's theory has a problem originating from the lack of social structural analysis. In other word, R.A. Dahl seems to fail in clarifying the structural characteristics of modern society which means that elite and mass have gradually a tendency, to reveal a intrinsic attribute of class. From my stand-point, R.A. Dahl couldn't execute multi-demensional social structural analysis. In this thesis, R.A. Dahl's theory and critical theory about his study is sealt. The main purpose of this study is to try multi-dimensional social structural analysis, and then to criticised R.A. Dahl's theory with conflict theory.;이 論文의 目的은 R.A.Dahl의 多元主義的 政治理論의 性格을 엘리뜨 이론적인 측면에서 批判的으로 考察하려는 것이다. R.A.Dahl 理論을 살펴보기에 앞서, 엘리뜨 理論의 一般的인 展開를 개관한 다음, 이를 배경으로 등장한 R.A.Dahl 理論의 內容을 살펴보았다. R.A.Dahl 理論은 多元主義 엘리뜨론에 입각한 構造機能主義理論의 性格을 띠고 있다는 점을 밝히고, 이에 대해 다음과 같이 세가지 觀点에서 제기되는 批判論을 살펴보았다. 첫째, Dahl理論이 前提하고 있는 權力槪念에 대한 認識의 적절성 문제, 둘째, 多元主義 엘리뜨論의 주장처럼, 民主主義의 價値와 엘리뜨의 存在가 양립할 수 있는가 하는 問題, 세째, 構造機能主義 立場에서 現實을 分析할 때 現代社會의 본질을 밝힐 수 있는가 하는 점이다. 이 論文에서는 民主主義와 엘리뜨理論의 性格을 考察하는 구체적인 작업의 하나로서 R.A.Dahl의 주장을 그것에 대한 批判과 함께 살펴봄과 동시에 構造機能主義에 속하는 Dahl理論이 갈등론적 시각에서는 어떠한 問題点을 가지고 있나 하는 점을 밝혀보려 했다. 이와같은 立場에서의 分析結果는 다음과 같다. R.A.Dahl 理論은 關係論的인 權力槪念을 수용하여 政治를 包括的으로 認識하고 民主主義的 社會는 政治權力을 갖고 있는 엘리뜨들이 多元的, 流動的, 開放的 特性을 갖고 있다고 說明한다. 또한 그는 開放的인 엘리뜨 流動化라는 측면을 중시하여 政治를 독립변수로, 경제, 사회를 종속변수로 理解하고 있다. 그러나 이 論文에서는 現代社會에서 階級構造的 層性이 深化되어간다는 점을 고려할 때, Dahl이 多次元的으로 社會構造를 分析하지 못했다는 점을 강조해서 지적하고 있다. 즉, 엘리뜨와 대중이라는 개념을 통하여, 특히 엘리뜨를 政治行爲의 主體로 본 Dahl의 분석은 엘리뜨 階級, 대중 階級이라는 개념이 보완되고, 이들을 같은 비중으로 分析하며, 政治 뿐만아니라, 經濟, 社會, 文化的인 측면도 동시에 고려되어야 한다는 것이다. 그리고 社會變動의 認識을 重視한 갈등론적 관점에서 볼 때 Dahl理論은 社會變動에 대해서는 주의를 기울이지 않고 있다는 점도 비판되어 진다.
