韓國社會福祉政策에 관한 硏究

Abstract

The common goal of most modern countries is the realization of social welfare state. This thesis attempts to examine the whole concepts of social welfare for understanding the level of Korean social welfare policy. Because it is impossible adequately to carry out the social welfare policy without understand the value of social welfare. To illustrate this attempts, required consideration with wide range of historical background of social welfare policy and compare with the concepts of social insurance, social work which are confused with social welfare frequently. And discuss the order of priority in social welfare policy that connected with the concept of development. The result of this consideration shows that the view-point of which taking a serious stress on the economic growth must be changed, and social welfare state will be possible only in the democratic countries where are accomplished the political development. Finally, we compare the present status of Korean social welfare policy data with foreign data. Therefore, the writer suggests some possible alternatives to raise the fund needed for settlement of social welfare policy in Korea. ;本 論文의 目的은 韓國社會의 變動과 연관하여 韓國社會福祉政策의 水準을 파악하고자 하는 것이다. 이를 위하여 西歐에서 發達된 近代的 意味의 社會福祉의 槪念을 고찰하고, 西歐社會의 構造的 變動과 社會福祉理念의 受容 背景, 社會福祉政策에 있어서의 一般的이 問題點 등을 基礎的 認識을 돕기 위하여 먼저 살펴보고자 한다. 여기에서 社會福祉와 社會保障, 社會事業의 槪念이 區別되고 있으며 이에 입각하여 韓國의 社會福祉政策의 現 水準은 협의의 社會保障段階에 불과함을 알 수 있다. 韓國의 社會福祉政策의 發達은 다른 新生諸國과 마찬가지로 第2次世界大戰 以後 政治的 獨立을 이룬 후, 經濟成長政策에 치중한 結果로 나타나는 社會的인 부작용을 해결하려는 시도로서 발전되는 것임을 韓國社會構造의 變動과 연관하여 考察할 수 있었다. 또한 西歐諸國에서의 社會福祉槪念의 受容은 대체로 그 國家의 社會經濟史的 發展過程 및 政治文化와 密接히 연관되었으나 一般 新生諸國들의 경우와 같이 韓國에서는 갑작스로운 政治的 獨立에 따르는 經濟成長優先의 체제하에서 임기응변적이고 事後的이며 전시효과적인 면이 강조되는 社會福祉理念受容의 양상을 띠었던 것이다. 韓國의 社會福祉理念受容의 歷史는 해방후부터 1948년 8월까지의 美軍政期, 1948년 8월의 政府樹立으로부터 1960년의 4.19까지의 期間, 1960년대 이후의 期間으로 나누어 고찰하고 있는데, 결론은 政府樹立직후 어느 정도 체계적이고 자발적인 社會福祉政策이 樹立될 可能性이 엿보였으나 1950년의 6.25로 인해 모든 것이 무산되었고, 그로부터 시작된 외국의 원조에 주로 의존하는 依賴的인 구제방식이 심화되게 되어 社會保障部分을 빼고는 그러한 현상이 심각하다는 것이다. 또한 社會福祉에 대한 인식이 아직도 政策決定者들의 전시효과적인 의도에 머무르고 있어 國家豫算의 面에서 볼 때 지극히 저조한 상태에 있으며, 그나마 社會福祉豫算의 構成比率에서 거의 70%를 차지하고 있는 社會保障費는 公務員年金이나 軍人年金으로 반이상이 使用되며, 社會保險 중 특히 一般國民과 관계가 있다고 볼 수 있는 醫療保險도 실제로는 低所得層에 惠澤을 준다기 보다는 公務員, 軍人, 敎員등의 기존수혜층 중심으로 그 혜택이 돌아가고 있는 실정이다. 또한 社會福祉서어비스의 부문도 극히 저조한 실태의 施設支援에 그치고 있는 상태이다. 그리하여 본 논문에서는 이와 같은 韓國의 社會福祉水準을 여러 資料를 비교분석하여 파악하고, 나아가 그 財源의 確保方案에 대하여 간략히 考察하고 있다.
