政治發展 理論과 從屬理論의 比較 硏究

Abstract

After the World War Ⅱ, the field of Comparative Politics emerged as intellectual revolution, In the field of Comparative Politics, especially Political Development Theory was actively studied by Western scholars. Most of political developmentalist tried to explain the New States' development of political system in the light of modernized western style model. As these theories developed, there has been appearing many critical theories in the other side of the world particularly in the Third World. There are some critical points. First political developmentalists used the Tradition-Modernity dichotomy to explain the difference between the developed countries and the underdeveloped countries. Second, they confused the term of political development with modernization. Third, consequently they approached to the western style development model as a ideal type to explain the political development. And fourth, they considered economic development as quantitative growth. Following these critics, Dependency Theory, focused on the problem of underdevelopment in the Third World, was emerged. Contrast to political developmentalists, dependency theoriests attempt to solve the problem through the analysis of the World System. Dependency theory can be reduced to two basic approaches. On the one hand, a frqouent approach has been to conceptualise dependency as some form of boundary interchange, as the dependence of one system on the other. This may be labelled 'external dependency' or 'dependency as a relationship'. It is possible to view dependency as a conditioning factor which alters the internal functioning and articulation of the elements of the dependent social formation. The main purpose of this study is to criticize the political development theory and then to find the relationship between the political development theory and dependency theory.;이 論文의 目的은 低開發國을 硏究하는 理論으로서 政治發開理論과 從屬理論을 각기 考察하고 比較하여 두 理論의 聯關點과 대치되는 점을 살펴 보려는 것이다. 두 理論을 比較하는 側面을 주로 槪念에 있어서의 比較, 發展의 目標에 있어서의 比較를 中心으로 하였으며, 두 理論의 批判을 각각 다른 理論에 비추어 봄으로써 理論을 補完해 줄 수 있는가의 與否를 살펴 보았다. 政治發開理論은 그 槪念에 있어서는 從屬變數로서의 政治發展, 獨立變數로서의 政治發展으로 나누어 살펴본 뒤, 政治發展理論에서 指向하는 發展의 方向을 살펴보고 批判을 考察하였다. 從屬理論은 從屬의 外的인 要因으로서 世界體系內에서 低開發이 생성되는 것과 內的인 從屬의 원인으로 低開發의 內容構造를 分析해 보았다. 그리고 從屬理論이 指向하는 發展의 目標와 限界點을 살펴보았다. 위와같이 두 理論을 각각 考察한 후 比較한 結果는 다음과 같다. 槪念의 比較에 있어서 政治發展理論에서는 低開發을 歷史의 普遍的的인 過程으로 보아, 이미 先進國도 經驗한 過程이며, 低開發國도 先進國과 같은 段階를 거쳐 發展에 도달한다고 주장하는 반면 從屬理論에서는 低開發을 오늘날의 低開發國만이 가지는 特殊한 歷史過程으로 보고 있다는 점이다. 또 指向하는 發展의 目標에 있어서의 比較는 政治發展論이 體系의 技能維持를 原則으로 하여 政治參與를 通한 平等과 外部로의 擴散을 主張하는 것에 비해 從屬理論에서는 旣存秩序의 거부, 外部의 從屬에서 脫皮한 自立經濟, 大衆의 主體的인 參與와 공평한 分配를 통한 平等을 目標로 하고 있음을 알 수 있었다. 이와 같은 比較의 結果 두 理論은 거의 代置되는 理論이라는 結論을 내릴 수 있었으며, 限界點의 補完에 있어서는 從屬理論이 政治發展理論이 西歐式 接近法l라는 點을 克服해 줄 수 있었고, 經濟發展의 限定된 意味를 補完해 줄 수 있었다. 그리고 政治發展理論이 經驗的 硏究가 不足한 從屬理論을 補完해 줄 수 있었으며, 經濟的인 側面에 치우친 面을 獨立變數로서의 政治發展의 硏究가 뛰어 넘고 있었다.
