Abstract
The object of this research is to analyze the contents and attitudes of the corrupt behavior of the line public servants in relation with general public in Korea. For this study some independent variables are usued as follows; value orientation of the public servants and businessmen, assigned tasks and discretionary power of the public servant, mutual expeetation in discharging public service, frequency of contact in civil service and corruption, and environments(involving background of both parties and reference group) This research limited its scope to those three agencies as follows; (1) two tax offices, (2) one ward office, (3) three health centers, and businessmen of entertainment in Seoul. For this research the writer prepared questionaire for the public servants, and interviewed the businessmen. And then some new findings have been revealed and some hypothesis thereby Beet up through the analysis as follows; 1) Find ins and their tendencies a) Institutionalized corruption is made among the puplic servants and businessmen as a habitude. b) Amount of illegal money paid in exchange of service rendered by public sextants is comparatively fixed. c) There are some mutual. mechanism in the institutionalized corruption. d) Public servants and businessmen are doing corrupted transaction without feeling of criminal consciousness. 2) Nypothesis a) if the greater the size of organization sets and the transaction is routinized, the corruption is to be institutionalized. b) The greater the complementary of functions among the public servants and the membership of its sets, the greater the liklihood of institutionalized corruption. c) The greater the degree of similarity of goals and the utilitarian value to be formed in both parties, the greater the liklihood of institutionalized corruption. d) The more, the public servants do business transaction out of Public office, the more the liklihood toward positive attitude to the corruption. e) If the regular frequency of contact and corruption with public servants and membership of its sets, the corruption will easily institutionalized.
