Abstract

Since the founding of the American nation, the position of vice presidency has largely been regarded as one of lesser importance. Despite this, as a result of many notable changes in the 20th century, the vice presidency now commands an entirely different perspective from that of the past. Particularly preceding the 1950s there has been a steady increase in the substantial duties of the vice presidency. Not only does this position command significance in the form of collaborator with the president in affairs of state, it is also the successor to presidency during times of crisis. Although there is a diverse range of research studying the changes in responsibility and significance of the vice presidency, there has been little research touching upon specific cases studies on post 20th century changes in the status and role of the vice presidency in the U.S. This research aims to investigate the specific changes of the American vice presidency by focusing on Richard Nixon's service as vice president. The Nixon legacy plays a crucial role in its emphasis of the responsibility and influence of post 20th century American vice presidency. More specifically, this study considers the following three research questions. First, there is an analysis of factors that determine the level of status and role of the vice presidency within the administration. Second, there is a study on the achievements of Vice President Nixon and their effects on increasing the significance of vice presidency. Third, an assessment is made as to whether Nixon's vice presidency has actually strengthened the political significance of this position. During the course of this study, the first and secondary literary documents from the Eisenhower administration will be used for literary document analysis. The eight years of vice presidency in the Eisenhower administration saw Nixon establish a prototype defining the role and responsibilities of the vice presidency in the U.S. In all fronts both domestic and foreign, Nixon has proven just how diverse and significant this position can be, as never demonstrated before. This has become the catalyst to creating a more substantial vice presidential distribution of duty within the modern day administration. Such an establishment on Nixon's part has rid past prejudice concerning the vice presidency as one that is merely symbolic. As such, this study shows that unlike the traditional view of the vice presidency as a mere part of the legislative body, it is also one of useful significance active within the administration.;건국 이래 명목뿐인 한직으로 여겨져 온 미국의 부통령직은 20세기 이후 여러 변화를 경험하면서 새롭게 조망되기 시작하였다. 특히 1950년대 이후 부통령직의 실질적 역할 및 기능이 점차 증가해 왔으며, 이에 따라 대통령의 국정운영의 협력자이자 위기시 대통령직 계승자로서 부통령직이 보다 중요한 의미를 지니게 되었다. 그러나 최근 들어 변화하고 있는 부통령직의 책임과 위상을 다루는 다양한 연구가 이루어져 왔음에도 불구하고 20세기 이후 달라진 부통령직의 역할과 위상을 반영하는 구체적 사례 연구는 거의 없었다. 본 연구는 이러한 현상에 주목하여 20세기 이후 부통령직의 책임과 영향력을 증대시키는 데 있어 선구적인 역할을 한 것으로 평가될 수 있는 닉슨 부통령의 사례를 통해 미국 부통령직의 변화하는 위상과 역할을 구체적으로 밝히는 것을 목적으로 한다. 이 논문은 보다 구체적으로 다음과 같은 세 가지의 연구주제를 고찰한다. 첫 번째는 행정부 내에서 부통령의 위상과 역할 수준을 결정하는 요인은 무엇인가를 분석하는 것이다. 두 번째는 닉슨 부통령이 수행한 역할들이 부통령직의 역할 증대에 어떠한 영향을 미쳤는가를 밝히는 것이다. 세 번째는 닉슨 부통령이 역할이 부통령직의 정치적 위상을 강화시켰는가를 평가하는 것이다. 이를 위해 본 연구에서는 1차 문헌과 2차 문헌들을 통해 아이젠하워 행정부 내에서 닉슨 부통령의 위상과 역할을 분석하는 문헌분석의 연구방법을 이용할 것이다. 닉슨은 아이젠하워 행정부에서 8년간 부통령으로 재직하며 부통령직의 책임과 역할에 대한 원형을 수립하였다. 닉슨은 내정과 외교의 전 분야에서 부통령으로서는 전례가 없는 여러 역할을 수행함으로써 부통령직의 활용가치를 입증하였으며, 이는 행정부 내에서 보다 실질적인 부통령직의 임무 배분을 위한 원동력으로 작용하였다. 또한 이러한 닉슨의 역할수행은 부통령이 단순히 의례적이고 상징적인 존재에 지나지 않는다는 기존의 인식을 재고시킴으로써 부통령직의 위상을 격상시켰다. 이러한 점에서 본 논문은 전통적으로 부통령의 역할이 입법부에 속하는 것으로 여겨져 온 것과는 달리 부통령이 행정부의 역할을 수행함으로써 보다 유용한 자리로 발전할 수 있음을 보여준다고 하겠다.
