한국경찰 성격 연구

Abstract

이 논문은 초창기 한국경찰의 정치적 성격을 밝히는 것을 목적으로 한다. 연구의 시간적 범위는 1945년 해방직후부터 1960년 제 1 공화국의 몰락시기까지로 한정하였다. 해방후 정치사의 흐름에 따라 한국경찰의 형성과 전개과정을 기술하고 그 정치적 성격과 위상을 분석하였다. 해방과 미·소의 남·북 분할 점령, 냉전체제로의 한반도 편입이라는 급격한 국·내외적 정치변동과정에서 친미우호정권을 세우고자 하는 미국의 요구는 자신의 정치적 존립기반을 찾고 있던 이승만, 한민당의 필요와 부합하여 남한 단정을 수립시켰다. 당시 미군정하에서 설립된 한국경찰은 그 조직, 구성원 그리고 이념에 있어서 동질적인 세력으로서 단정반대세력을 물리력을 동원하여 배제해 나간 능동적 행위자였다. 대한민국의 설립과 함께 내무부 산하기관이 된 한국경찰의 정치적 역할은 한국전쟁과 자유당정권 시기를 관통하여 지속적으로 유지, 활용되어졌다. 한국전쟁을 수행하면서 조직력과 물리력이 확장된 한국경찰은 내무부 보조기관으로 전후 자유당정권의 정권수호를 위한 물리적 도구로서 특히, 선거시에 그 역할을 뚜렷이 드러내곤 했다. 초창기 한국경찰은 정치세력간의 힘 관계를 적극적으로 변화시켜 반이승만세력을 정치권력으로부터 배제시킴으로써 초기 한국국가형성에 능동적 역할을 담당한 조직적·물리적 정치세력이었다. 대한민국수립이후 전쟁을 거쳐 확립된 자유당정권 하에서 한국경찰은 일방의 정치세력만을 위한 물리력으로 기능함으로써 자유당정권의 수호자라는 역할을 수행했다.;This thesis has a purpose to analyse the political role of the Korean Police in an early stage. The period of the thesis was limited from soon after the 1945 Liberation of Korea to the collapse of the First Republic of Korea in 1960. Most of all, along the political history of Korea after the Liberation, Formation and development of the Korean Police were descripted and then their Political character were analysed. In the process of the political change, such as the Liberation, military occupations divided into the south and the north by U.S and U.S.S.R., involving with the cold war, the need of U.S. intending to set up Pro-American government in the south was resulted in the establishment the seperated government with the cooperation of Rhee, Syng-Man and the Korean Democratic Party. They were looking for the political basis for existence themselves. At that time, the Korean Police founded under the control of U.S. Military Government excluded anti-Rhee, Syng-Man groups by force. They were the only group which were unified from the point of their organization, members and ideology. After establishment of the Republic of Korea, belonged to the Ministry of Affairs, the Korean Police had kept continueously their political role, which had been used since the foundation of the Republic of Korea through the Korean War. During the Korean War, their organizing ability and force had been strengthened. After the War, they supported the regim of the Liberty Party, especially their role would appear obviously in election. In an early stage, the Korean Police made the power relations between the political groups change actively so that they could exclude anti-Ree, Syng-Man groups from the political power. Therfore, they were a political power participating in the establishment of the Republic of Korea. After the national establishment, under the regim of the Liberty Party founded during the War, the Korean Police bolsted up a special power group by force, so they carried out the role of guard for the regim of the Liberty Party.
