헝가리의 사회주의 개혁 실패에 관한 연구

Abstract

본 논문은 헝가리 사회주의의 범위 내에서 실시된 1970년대의 개혁이 사회주의 정치체제의 고유한 특성으로 인하여 실패하였고' 1970년대 개혁의 실패가 정치체제의 기반을 잠식하였으며 사회주의의 경계를 넘어서는 보다 강력한 1980년대의 개혁을 유발함으로써 체제 전환의 길을 열어 주었음을 밝히고자 한다. 우선 개혁실패와 개혁실패의 원인들을 검토하기에 앞서서 개혁의 실패가 체제의 안정성과 연계되고 있었다는 점이 명확하게 드러나야 할 것이다. 카다르는 정치적 정당성의 기반을 확보하고 체제의 공고화 방안으로써 각종 개혁안, 특히 경제 개혁 방안을 마련하였다. 사회주의 원칙에서 벗어나는 정치 개혁은 소련의 개입을 초래할 수 있으므로 제한적, 형식적인 범위 안에서만 이루어졌다. 본 논문에서는 개혁의 성채가 카다르 정전의 정당성과 깊은 관련을 가진다고 간주하며, 카다르 정권에서 개혁이 큰 비중을 차지했었던 점을 전제로 하여 개혁 실패의 원인을 규명하고자 한다. 1970년대와 1980년대의 두 차례에 걸친 개혁 추진 중 1970년대의 개혁 실패에도 불구하고 헝가리 사회주의 체제는 건재하였다. 그러나 그 정치체제에 의해 주도되었던 개혁의 한계가 바로 개혁의 실천자였던 정치체제였음이 분명하게 드러났다. 또한 1980년대 정치체제의 통제가 완화됨에 따라, 그리고 완전한 시장의 기능을 수용함으로써 점차 경제상황이 호전되는 양상으로써 정치체제가 개혁의 성과를 저해하였음이 입증되었다. 이같은 분석은 본문에서 1970년대와 1980년대의 구체적인 4개혁 내용과 그 시기의 정치체제와의 상호 작용을 논의함으로써 검토하고자 한다. 그리고 체제 전환 이후의 헝가리에서 발견할 수 있는 사회주의 체제의 잔재들이 현 개혁 정책이 추진되는데 있어서 영향을 미치고 있는지의 논의가 결언를 대신할 것이다.;The Hungarian reform of 1970s appeared to be failure. From then on, this failure caused the corruption of the Hungarian socialist system, and the corruption, in turn, then triggered further political, economic and social reform in the I980s, allowing the transition from a socialist to democratic system. It should be noted that the failure of the reform was closely associated with the rigidity of the political system. The Kadar regime had been established by the USSR who crushed the Hungarian movement toward democracy by military intervention. Therefore, the Kadar regime did not have popular support. To secure legitimacy and to consolidate political system, Kadar, in parallel with its system alignment, declared political and economic reform, and the reform was partially successed. Thus, the reform came to be the core policy of the Kadar regime and helped to provide justification for the legitimacy for his regime. Given that the Kadar regime attached importance to reform, the cause of its failure should be studied. While undergoing political and economic reform, even though the first reform was failed, the Hungarian socialist system was kept firmly. However, it appeared apparently that the reform was limited by nature of Hungarian socialist political system which, in turn, restricted thr reformers. In sight of the relaxation of the restriction over the political sector relaxed in the 1980s and the improvement of the economic situation as Hungary increasingly adopted a market-oriented mechanism, it proves that the political system jeopardized the share of achievement of the reform. In this paper, based on the analysis mentioned above, the interaction between the details of the reform and the political system in the 1970s and the 1980s respectively, and the political system in corresponding periods, will be analyzeded. Finally the discussion on the influences inflicted by socialist experience on the current progress of reform policy now undergoing will be presented as a conclusion of this study.
