韓國 政黨의 機能에 대한 大學生들의 認識

Abstract

이 논문의 목적은 한국에서의 정당의 기능에 대한 대학생들의 평가를 통해 한국 정당정치의 실태를 파악해보고자 하는 데 있다. 이론적 배경으로는 먼저 현대 민주주의하에서의 정당의 중요성이 논의되고 있다. 현대의 민주주의는 이른바 대의제 민주주의를 의미하며, 대의제 민주주의는 곧 여론을 기초로 하는 것이다. 따라서 대의제 민주주의가 올바르게 이루어지기 위해서는 여론의 조직화, 통일화, 가치화가 필요한데 정당은 이러한 여론의 조직화, 통일화, 가치화를 위한 필수적인 존재인 것이다. 이런 의미에서 볼 때 대의제 민주주의하에서 정당은 매우 중요한 의미를 지닌다. 그런데 어떤 정치체제의 정당정치가 어느 정도로 민주적인가를 판단하는 기준은 그 정치체제내에 존재하는 제정당들이 어느 정도로 민주적으로 기능하고 있는가에 달려있는 것이다. 특히 노이만(S. Neumann)교수의 견해에 의거하여 민주적 정당의 기능을 살펴보면, 첫째 이익집약기능, 둘째 정치사회화 기능, 세째 국민사회와 정부기구의 매개적 기능, 네째 정치적 충원 기능, 다섯째 권력비판기능이다. 본 연구는 이러한 인식을 토대로 하여 한국의 정당들이 민주적 기능들을 어느 정도 수행하고 있는가를 고찰하였다. 그 방법의 한가지로써 대학생들이 한국의 제정당들이 민주적 기능을 어느 정도로 수행하고 있는 것으로 평가하고 있는지를 조사하였다. 조사결과 대학생들은 한국 정당들의 제기능에 대해 매우 부정적으로 평가하고 있는 것으로 나타났으며, 그 경향은 각 정당에 대한 선호도와 매우 밀접한 관련을 보이는 것으로 나타났다. 그러나 이런 차이점에도 불구하고 정당의 필요성에 대해서는 대다수의 대학생들이 인정을 하고 있어서, 정당 그 자체를 문제시하고 있는 것이기 보다는 그 기능들이 올바르게 수행되기를 바라고 있는 것으로 나타났다.;This thesis aims at analyzing the actual condition of party politics through the valuation of the university students on the functions of political parties in Korea. First of all, the importance of political parties under modern democracy is mentioned. Modern democracy is so-called representative democracy, which is based on public opinion. Thus for the sake of successful accomplishment of representative democracy systematization, unification and valuablization of public opinion is needed and political parties are essential to accomplish this function. In this sense political Parties are very important in representative democracy, By the way, the standard to estimate how much democratic a given political system is depends on how much democratic the functions of political parties in the given political system are. Especially, Sigmund Neumann points out five functions of the democratic political parties : interst aggregation, political socialization, connecting link between public opinion and government, political recruitment and constraint to the government authorities. In this study, on the basis of this recognition, it is considered how much the political parties in korea accomplish its democratic functions well. As one method, the estimation of university students on the reality of its actual functions is examined. According to findings on survey, university students estimate' the functions of Political Parties in korea negatively, and it have a tendency to conned closely with party preference. Nevertheless the majority of university students recognizee the necessity of political parties, thus they do not deny the political party itself but desire that the functions of it is accomplished well.
