Obstacles to Attracting Foreign Direct Investment in Kenya

Abstract

해외직접투자(FDI)는 경제발전을 촉진시키는데 있어 중요한 역할을 한다. 이러한 이유로 케냐정부는 해외직접투자를 케냐의 산업화라는 경제적 청사진을 달성하기 위한 필요 요건으로 지정하였다. 그러나 케냐로의 해외직접투자 자본 유입은 저조하고 불규칙적이었다. 해외직접투자 가능성을 나타내는 지표에 의하면 케냐의 해외직접투자 유입 가능성은 매우 낮았을 뿐 아니라 지난 수년간 오히려 감소하였다. 이 논문은 케냐로의 해외직접투자가 왜 저조했는지를 분석하고, 해외직접투자가 제대로 이뤄지지 않은 이유를 케냐의 낮은 거버넌스 때문이라고 밝히고 있다. 세계 거버넌스 지표에 따르면 케냐 정부는 효과적인 정책 형성과 집행을 행하지 못하였다. 케냐에는 열악한 비즈니스 규제 제도, 법률에 기반한 정책실행의 미비, 부패, 그리고 정치적 불안정이 존재한다. 낮은 거버넌스로 인해 행정적인 제약이 만연하게 되었고, 그 결과 케냐의 비즈니스 환경이 다른 나라에 비해 경쟁력을 잃게 되었으며, 이것이 해외직접투자에 부정적인 영향을 미치게 되었다. 정치적 불안정은 투자의 위험성과 예측불가능성이라는 불리한 비즈니스 환경을 만들었다. 그밖에, 외국기업의 특정 부문 진입을 제약하는 FDI 법규로 인해 잠재적 투자자들을 몰아내는 결과를 낳게 되었다. 또한, 해외투자자들을 유인할 수 있는 통합된 접근 방법 또는 국가전략의 부재로 인해 해외직접투자를 유치하려는 노력이 어려워지게 되었다.;Foreign Direct Investment (FDI) is instrumental in facilitating economic development. For this reason, the government of Kenya has identified FDI as a necessity for the successful implementation of Kenya’s economic blue print for industrialization. However, FDI inflows in Kenya have been low and erratic. The FDI potential index indicates that Kenya’s potential for attracting FDI has not only been poor but has also been declining over the years. This study investigates why the inflow of FDI in Kenya has been low and attributes that poor performance to the poor state of governance in the country. The Worldwide Governance Indicators show that the government has been ineffective in formulating and implementing policies. There is a poor business regulatory system, poor implementation of the rule of law, corruption and political instability. Poor governance has negatively affected FDI by creating administrative barriers that have made the business environment in Kenya uncompetitive as compared to other countries. The business environment has also been negatively affected by political instability that has created insecurity and unpredictability for investors. In addition, the laws relating to FDI restrict the entry of foreign firms in some sectors thus locking out potential investors. Lastly, efforts to attract FDI have also been hampered by lack of a unified approach or country strategy for engaging and attracting foreign investors.
