The Role of Vocational Training Programmes (VTP) in Empowering Women

Abstract

Poverty, illiteracy, traditional cultural values and associated low self esteem are seen as key obstacles in preventing girls and women from attending school. These are the main contributing factors in preventing the empowerment of women because of the accompanying lack of knowledge and skills which are obstacles in preventing them from being able to participate in the labour force, raise their income, or make their own life choices. The Cambodian Government has created robust and relevant vocational training programmes (VTP) that reflect the needs of the labour market to help such vulnerable women This study seeks to identify the impact of these training programmes on the living conditions of women before undergoing and after graduating from a programme. This study will attempt to answer whether a woman’s status is greatly improved after completing Government appropriate training programmes. It will endeavor to demonstrate if these women are empowered when their economic status is improved and also if they are seen to be empowered. The training programmes provided by the Government have assisted women through expansion for livelihood training skills, knowledge, and aptitude. The skills and knowledge gained through participating in these training programmes has in turn increased productivity by allowing existing jobs to be performed more effectively and efficiently and by ensuring that more value is added to jobs within given industries for rural underemployed and displaced factory workers. Programmes such as the VTP’s offered by the Government provides the means for women to build good quality and efficient skills in accordance with the needs of the labour markets and allows them the opportunity to find jobs or respectable and more appropriate quality of work more easily. All of these factors contribute towards the improvement of women’s standard of living providing them with the ability to make important life choices and take control over their own lives giving them the confidence to support future generations of women to participate in training programmes for the betterment of their futures.;낮은 자아존중감에 더하여 가난, 문맹, 전통적인 사회 문화적 편견은 여성의 교육기회를 저해시키는 요인들이다. 이 밖에도 지식과 기술의 부족은 여성들의 노동 시장 참여, 수입의 증가, 그리고 자신의 삶에 대한 선택권에 대한 기회를 박탈시키면서 여성들의 역량 증가를 방해하는 요소로 작용하고 있다. 노동 시장의 요구에 부응하기 위해서 캄보디아 정부는 이러한 여성들의 역량강화를 도모할 수 있는 직업훈련 프로그램을 제공해왔다. 이 논문은 정부가 직업훈련 프로그램은 제공할 때 여성들의 지위 향상에 영향에 어떠한 영향을 미치는지에 관한 연구이다. 연구의 결과 여성들은 경제적 지위가 향상될 때 여성들의 역량이 강화되었다. 정부가 제공하는 직업훈련 프로그램은 생활 기술, 지식, 능력의 증가를 통해 여성의 역량강화를 도모해왔다. 이러한 직업훈련 프로그램을 통해 습득한 지식과 기술은 현재 직업 활동을 능률적이고 효과적으로 수행할 수 있도록 하고, 기존 산업들과 관련된 직종에 더욱 가치를 부여함으로써 지방의 실직한 노동자들에게 도움을 주면서 노동 생산성을 향상시켰다. 또한, 정부가 제공한 직업훈련 프로그램은 여성들이 노동시장의 요구에 부응하는 높은 질의 기술을 습득할 수 있도록 도와주고, 더 좋은 직업을 찾을 수 있는 기회를 제공해 주었다. 결과적으로 이러한 모든 요소들은 여성들의 자신의 삶에 대해 선택할 수 있는 능력을 증가시키고, 이 프로그램에 참여할 다음 세대의 여성들을 지원해 줄 수 있는 자신감을 제공해줌으로써 여성의 삶의 수준을 향상 시키는데 기여하였다.
