BUILDING CAPACITY FOR SUSTAINABLE DEVELOPMENT

Abstract

This thesis analyses the impact of Korea’s ODA specifically by assessing its technical assistance component deployed through capacity building initiatives for government officials in Cameroon. Since 2004, KOICA has invited 145 Cameroon government officials for training in Korea in areas such as; planning and social policy, agricultural and rural development, health and nutrition, gender and development, environment and sanitation, governance and e-policy and international relations. By prioritizing a considerably wide spectrum of important development areas for human resource capacity building, Korea’s ODA is beginning to emerge as a vital link in Cameroon’s government current struggle to improve the country’s standing in terms of social, economic and political governance. Building on primary data from the research, this study argues that Korea’s ODA is emerging as an effective tool for development because by targeting individuals and functionaries who are responsible in implementing change, the programme has the capacity of inducing a positive trickle-down effect across relevant sectors of public service governance in Cameroon. This study also looks at the contribution of this KOICA training program in promoting gender equality in Cameroon. Seventy two Cameroonian women have benefited from this training which has helped them to gain promotion. Thus the study concludes that development aid can be part of the problem in developing countries especially Cameroon.;이 논문은 한국 ODA, 특히 기술협력 프로그램이 카메룬 공무원의 역량강화에 미친 영향을 분석한다. 2004년 이후 현재까지 145명의 카메룬 공무원이 한국에서 실시하는 KOICA의 초청연수 프로그램에 참가하였다. 이들 공무원들은 기획 및 사회정책, 농업과 농촌 개발, 보건과 영양, 여성과 개발, 환경과 위생, 거버넌스, 전자정부, 국제관계 등 다양한 프로그램에 참가하였다. 이 논문은 이들 초청연수생들을 대상으로 실시한 설문 조사를 바탕으로 한국의 대 카메룬 원조사업의 효과성을 논의하고 있다. 개발에 중요한 인적자원 역량강화 분야에 우선 순위를 둠으로써, 한국의 ODA는 사회, 경제, 정치 분야의 발전을 달성하기 위한 카메룬 정부의 노력에 핵심적인 연결고리 역할을 하게 되었다. 이 논문에서 저자는 한국의 ODA가 카메룬의 변화를 집행하고 책임지는 개인과 공무원을 대상으로 하고 있고, 연수프로그램이 카메룬 공공 정책 및 행정제도 전반에 긍정적인 trickle-down 효과를 가져올 수 있게 되기 때문에 개발의 효과적인 역할을 담당하고 있다고 주장한다. 이 논문은 또한 KOCA의 초청연수프로그램이 카메룬의 성 평등 제고에도 기여한다는 점을 밝히고 있다. 현재까지 72명의 카메룬 여성 공무원이 KOICA 연수프로그램에 참여하였으며, 이들이 승진하는데 한국에서의 연수경험이 도움이 되었다는 점을 밝히고 있다.
