Abstract
이 논문의 목적은 민주노동당의 분당 사례를 통해 진보정당의 분당이 갖는 원인과 의미를 규명하는 것이다. 민주노동당은 2000년 1월 창당한 이후 현재까지 정당지속성을 유지하고 있는 한국의 대표적인 진보정당이다. 2000년 창당 이후 민주노동당은 2004년 17대 총선을 통해 원내에 첫 진출하였다. 하지만 원내진출 이후 당내 갈등 관리의 실패와 연속된 선거에서의 실패로 침체기를 겪고 2008년에 분당하였다. 한국의 정당사에서 처음으로 원내진출에 성공한 대표적 진보정당이 어떠한 원인에 의해 분당하게 되었는가? 진보정당과 기존 거대정당들의 이합집산과 분당이 갖는 차이와 특성은 무엇인가? 이 논문은 이러한 문제에 주목하여 진보정당과 보수정당의 분당을 비교·분석하고 이를 통해 ‘민주노동당 분당’의 원인과 그 경로를 분석하고자 한다. 이 논문은 민주노동당의 분당 원인을 이념과 이에 따른 파벌간의 갈등에 초점을 두어 분석하였다. 민주노동당은 당의 강령을 통해 스스로 이념정당임을 밝히고 있으며, 여러 진보세력간의 연합으로 구성된 정파연합의 성격을 갖는다. 하지만 이념은 당내 세력을 자주파와 평등파라는 파벌로 양분화시켰고 원내진출 이후 파벌간의 갈등이 더욱 고착화되는 현상을 보였다. 이 논문이 제시하는 함의는 세 가지로 요약할 수 있다. 첫째, 이념과 파벌간 갈등이 민주노동당 분당의 가장 큰 원인으로 작동하였음을 발견하였다. 자주파와 평등파는 각기 추구하는 가치와 북한 문제를 두고 인식의 차이점을 보였으며, 이는 당내 지도부 구성과 선거에 영향력을 행사할 만큼 갈등의 큰 원인으로 작용하였다. 둘째, 민주노동당이 경험한 선거의 결과, 17대 국회 의정활동을 포함하는 정당활동의 변화와 평가가 분당에 영향을 행사하였다. 원내진출 이후 잇따른 선거에서의 패배와 책임론에 대한 논란은 갈등을 증폭시켰으며, 17대 의회 내에서의 정당 평가는 당을 침체의 기로로 접어들게 하였다. 셋째, 당직-공직 분리제의 도입과 폐지, 진성당원제의 약화와 같은 당 내부의 제도적 변화가 분당을 촉진시키는 촉매제의 역할을 수행하였다. 2004년 도입된 당직-공직 분리제는 논란 끝에 2007년에 폐지되어 갈등 관리에 실패하였음을 증명하였고, 진성당원제의 약화와 쇠퇴는 당내의 회의적인 의견과 분당의 목소리를 대두시켰다. 이 논문은 한국의 대표적 진보정당인 민주노동당의 분당원인으로 이와 같은 세 가지를 제시함으로써, 그들의 분당원인과 경로를 분석하였다. 분석의 결과, 민주노동당 분당의 가장 큰 원인으로 이념과 파벌간 갈등이 존재하였음을 확인하였다. 그 외에 선거를 포함하는 정당의 활동과 평가, 제도적 변화와 같은 복합적인 요소들이 분당을 촉진시키는 촉매제의 역할을 수행하였음을 규명하였다.;This study investigates the cause and meaning of the party split of progressive parties through the division of the Korean Democratic Labor Party (KDLP) in South Korea. The Korean Democratic Labor Party (KDLP) is a representing progressive party in South Korea which maintained its continuity from its organization in January 2001 to the present day. Through the 17th General Election in 2004, KDLP has made inroads into the parliament. However, KDLP has split due to failure of conflict management and continuous election failures. What was the cause of the party split of Korea’s major progressive party which has even succeeded to advance into the parliament for the first time in Korea’s party history? What are the differences and characteristics of party splits and party alignments between progressive parties and the existing major parties? By focusing on such questions, this study aims to analyze the cause and process of the ‘split of the Korean Democratic Labor Party’ through a comparative method. This thesis focuses on the ideology and factional conflicts which caused the split of the KDLP. Through its party platform, the KLDP defines itself as an ideological party which has been formed based on the alliance of progressive parties in a form of a party coalition. However, the party ideology has caused the power inside the party to polarize into National Liberation(NL) and People’s Democracy(PD). Such division has settled stronger after the KDLP’s advance into the parliament. There are three implications which this thesis delivers. First of all, ideological and factional conflict is seen to be the main cause of the party split. NL and PD had shown perspective difference on pursuit of values and on issues related to North Korea. Such difference was the core cause of conflict which influenced the leadership formation and election. Second of all, the changes and valuation of the parliamentary politics of the 17th National Assembly which the KDLP has taken action has influenced the party split. The failure in election and the responsibility followed after the inroads into the parliament has increased to the conflict. Such evaluation has caused the recession of the party during the 17th National Assembly. Third of all, institutional changes such as the introduction and abolition of the KDLP party-leader from getting both party-executive and public office and the weakening of the real-party members which the KDLP has enforced acted as a accelerator in expediting the party split. The KDLP party-leader from getting both party-executive and public office which was introduced in 2004 and abolished in 2007 verifies the failure of conflict management. Moreover, the weakening and declining of the real-party members has increased the skeptical opinions and voices for the party split. This thesis analyzes the cause and process of the party slip by focusing on such three reasons for the separation of the KDLP. As a result, ideological and factional conflict is shown to be the main cause to split the KDLP. Moreover, this study investigates the party activities and evaluations including elections and complex factors such as institutional changes to have accelerated the party split.
