AN ANALYSIS OF WOMEN’S REPRESENTATION IN LOCAL GOVERNMENT COUNCILS IN SRI LANKA

Abstract

Low representation of women in the local government councils, which is the administration body of rural areas, is a major obstacle in the development of rural women. The aim of this study is to find out the factors that cause low women representation in the local government councils in Sri Lanka. From this study, the main findings are that male dominant culture, election violence during the election period has discouraged women’s involvement in politics and no quota/reservation of seats for women, has led to low women representation. The study recommends the allocation of 33% seats for women, punishment for those involved in election violence, creating code of ethics for the candidates and the representatives and implementation of electronic and printed media programmes to create awareness on the importance of women representation. These will help increase women representation in local government councils.;스리랑카 농촌지역의 행정기구인 지방정부 위원회에서 여성의 비율이 낮은 것은 농촌 여성 개발에 중요한 장애물이다. 이 논문의 목적은 스리랑카 지방정부에서 여성의 비율이 낮은 원인을 분석하는 것이다. 이 연구에서 나타난 주요 결과는 스리랑카의 남성위주 문화와 선거기간 동안 발생하는 선거폭력이 여성의 정치참여를 막았으며 여성의석 할당제도의 부재로 인하여 지방정부 위원회의 여성참여 비율이 낮게 되었다는 점이다. 이 논문에서 저자는 전체 의석의33%를 여성에게 할당하고, 선거폭력 관련자들을 처벌할 것과, 선거 출마자와 의회의원들을 위한 윤리강령을 만들고, 전자 및 인쇄 미디어를 통해 여성참여의 중요성을 제고할 것을 제안한다.
