국제회의 의전 교육 프로그램에 관한 기초 연구

Abstract

국가간의 정치·경제적 상호교류의 확대에 따라 성장한 국제회의산업은 최근 부가가치가 높은 신종산업으로 부상하게 되었다. 국제회의 산업의 질적 향상의 근본이 되는 것이 의전 담당자의 자질이며, 의전 담당자의 자질은 국제회의 산업에 직접적인 영향을 미치게 된다. 무엇보다 의전 담당자의 질적 수준향상을 위해서는 의전이라는 특수한 임무를 수행하기 위한 전문적이고 체계적인 의전 교육 프로그램이 요구된다. 이에 본 연구의 목적은 첫째, 현재 이루어지고 있는 국제회의 의전 교육의 현황을 파악하고, 이에 도출된 문제점을 토대로 둘째, 국제회의 의전 교육 프로그램에서 가장 필요한 교육내용과 교육방법들을 분석하여 셋째, 국제회의 산업에서 의전 담당자들의 지위향상과 역할수행을 지원할 수 있는 체계적이고 종합적인 의전 교육 프로그램 개발에 기초 자료로 제공하고자 한다. 본 연구를 위해 기본적으로는 국제회의 의전 교육 프로그램 개발에 필요한 기초 자료의 확보를 위해 해당분야의 문헌과 학술지 및 연구논문을 분석한 후 국제회의 의전교육의 현황 및 문제점을 분석하고 국제회의 의전 교육 프로그램 개발을 위해 정부기관 및 공공기관, PCO업체(국제회의 전문업체)의 의전 담당자와 국제회의 전문가들을 대상으로 면접조사를 실시하였다. 설문지는 사전 조사를 통하여 최종문항이 결정되었으며 총 210부의 설문지를 배포하여 186부를 회수 하였으며, 수집된 자료는 SPSS 13.0을 사용하여 분석하였다. 신뢰도 검증을 위해 Cronvach-α를 사용하였고, 국제회의 의전 교육 프로그램의 현황과 문제점을 알아보기 위해 빈도분석을 사용하였다. 국제회의 의전 교육에 필요한 내용을 알아보기 위해 빈도분석과 t-test, ANOVA분석을 사용하였고, 의전 교육방법을 알아보기 위해 빈도분석을 사용하였다. 본 연구에서는 국제회의 의전 교육 프로그램의 현황과 문제점을 도출하고 국제회의 의전에 필요한 이론 교육 내용과 의전 실무 교육 내용을 분류하여 모델을 제언하였다.;The purpose of this research is to provide source materials for developing the systematical and synthetic curriculum and appropriate protocol training program to assist the position improvement and performance of the roles of the people responsible for protocol at the international conference protocol industry by analyzing problems and presenting situation of international conference protocol training as well as by analyzing the most necessary contents of training for the international protocol training program. We analyzed problems and current situations of international protocol training after performing analysis of references and research papers related to this field to obtain source materials that is necessary to develop international protocol training program. In addition, we performed the preliminary survey with people in charge of the government agencies, public institutions, and PCO enterprise (a special company for international conference) and experts of international conferences. The final queries for the questionnaire were determined through the preliminary survey. We obtained 186 questionnaires from 210 in total and analyzed the collected data by using SPSS 13.0. The reliability of this research was confirmed by Cronvach-α. Frequency analysis was used to figure out the current situation and problems of international conference protocol training program. Frequency, t-test, and ANOVA analysis were performed to obtain factors that are necessary for the international conference protocol training, and frequency cross-tabulation analysis was used to figure out the way of protocol training. The results of our research show that the current situation of protocol training is not sufficient for international conference protocol because most of the protocol training are focused only on theories and are weak in practice. In addition, our results indicate that Korean government, public institutions, PCO enterprise and professional training institutions lack systematic protocol training programs and the level of their training programs are below standard. Another problem is that there are a lot of dissatisfactions after protocol training. The reason for the dissatisfaction is that the contents of training program are not sufficient for the practical field and also outdated. Training contents of theory in international conference protocol are composed of attitude toward globalization, protocol precedence, ability of protocol management, understanding of foreign culture, banquet, international protocol ceremony, reception procedure, regulation of protocol, and introduction of international conference protocol. The practical training contents of international conference protocol are composed of foreign language, on-the-job-training, practical affair of international conference protocol, protocol etiquette, banquet, national protocol and social etiquette, and customer services. International conference protocol training program has to be synthetically and systematically developed at professional training institution according to the characteristics of trainee group to design the curriculum of protocol training for each group. In addition, it is necessary to regularly and longitudinally develop the protocol training program to accomplish successful training.
