A Study of the Socio-Economic Influence on the Family due to Female Members Migrating to the Middle East

Abstract

스리랑카에서 이주 노동은 일반적인 현상이다. 대부분의 경우 이들은 중동지역에서 임시직 임금노동자로 일하면서 자신과 가족들의 더 낳은 삶을 위해 돈을 벌고 있다. 스리랑카 또한 이들 이주 노동자들이 해외에서 자국으로 보내는 송금으로 인해 혜택을 받고 있다. 따라서 정부는 해외이주 노동을 장려하고 있으며 이주 노동자들이 고용주로부터 불이익을 당할 경우에 대비한 교육 및 보호 프로그램, 보험 정책을 제공하고 있다. 이주 노동에 있어 핵심 사항은 어머니들이 가정부로서 일하기 위해 해외로 이주를 함에 따라 자녀들이 혼자 남게 된다는 점이다. 이 논문은 어머니들의 해외 이주가 자녀들의 교육에 부정적인 영향을 미치기는 하지만, 자녀의 교육에 있어 다른 가족 구성원들의 역할도 중요하다는 점을 밝히고 있다. 이주노동자 가족들이 반드시 경제적으로 더 나은 삶을 사는 것은 아니다. 하지만 설문조사를 통해 밝혀진 바로는 대부분의 이주 노동자 가족들은 해외 송금으로 집을 수리하거나, 새집을 짓거나 가구들을 새로 구입하거나, 혹은 저축 등을 통해 가족의 삶의 질을 높일 수 있었으며 자녀들의 교육수준을 높일 수 있었다. 가족의 이주 노동으로 인해 자녀의 교육에 부정적인 결과가 있을 수 있다는 연구가 있었지만 이 논문은 그러한 주장을 뒷받침할 결과를 찾지 못하였다. 따라서 이 논문은 정부기관, NGO, 각 지역의 종교 단체, 은행 등과 같은 관련 기관들이 이주 노동자들의 가족들이 지속 가능한 미래를 가질 수 있도록 이들에 대한 지원을 제공해야 한다고 주장한다.;This study aims to evaluate the overall effects of Sri Lankan mothers migrating to the Middle East on the family, comparing the positive and negative impacts on the family. Specifically, various aspects of mothers’ migration are studied based on a survey based on perceptions of the family members. This study finds, through a survey, that the overall impact on the households due to a family member migrating abroad is a positive one. Most of the families with such members are found to improve their quality of life by building houses, improving the conditions of the house, enjoying new facilities and planning to build sustainable futures based on increased savings for household improvements and education of the children. Further, it is notewhorthy that the negative impact of a member migrating on the education of the children, frequently found in prior studies are not established in this study. However, it should be emphasized that all the parties involved in these household members continue to assist them in their effort to build a sustainable future for them. These parties include the governmental organizations, the non-governmental agencies who are involved in this filed, the temples and churches at each of the community levels and other institutions such as banks etc. These families are going through difficult periods trying to build their future and earn foreign currency for the country and they should be able to receive all the assistance that they can get.
