A Study on UNICEF’s Aid and Its Influence on Gender Equality in Vietnam

Abstract

The bilateral co-operation between Vietnam and the UNICEF has been considered as a model in effective use of the UN’s aid to a developing country. This study seeks to understand the real situation of UNICEF’s aid in Vietnam and tries to evaluate its effectiveness by assessing their key contributions to Vietnam’s gender equality improvement via UNICEF’s women and children care and protection and poverty reduction programs in Vietnam. It argues that aid is still effective if it is used to directly benefit the needy people like the case of UNICEF’s aid in improving the lives of women and children, which thereby contributes to the improvement of gender equality in Vietnam. Several reasons are attributed to the success of UNICEF’s aid in Vietnam. This study will look at UNICEF’s contributions in meeting urgent demands of the Government of Vietnam as well as Vietnamese people, especially Vietnamese women and children; the close and active cooperation of the Government of Vietnam; the effective collaboration between UNICEF and ministries, agencies, sectors, provinces and cities as well as beneficiaries in Vietnam and the strong support and contribution of inhabitants from local areas where UNICEF’s programmes have been implemented. All of these are considered as driving forces behind the success of UNICEF’s aid in Vietnam.;베트남과 UNICEF간 상호협력은 개발도상국에게 유엔 지원의 효과적인 사용 안의 모델로 고려되었다. 본 연구는 베트남에 UNICEF의 지원실태를 조사하고자 하며, 베트남에 UNICEF의 빈곤퇴치와 여성·아동보호 등과 같은 프로그램을 통하여 베트남의 성 평등 개선에 기여도를 기준으로 지원프로그램의 효과를 평가하도록 한다. 지원프로그램은 직접적으로 여성과 아동의 삶을 증가시킴에 있어 유니세프의 보조 경우와 같이 매우 가난한 사람들에 이로운 곳에 사용되면 여전히 효과적이라고 주장한다. 그것은 따라서 베트남에서 성 평등 개선에 기여한다. 베트남에 있는 UNICEF 지원의 성공에 기인하는 이유는 여러 가지가 있다. 본 연구는 베트남 정부와 국민, 특히 베트남 여성과 아동의 긴급 수요에 부응하는 데에 UNICEF의 기여, 베트남 정부와 간의 적극적이고 긴밀한 협력, UNICEF와 베트남정부 내각, 기관, 업종, 도시 및 지방, 게다가 수익자들간의 효과적인 협력, 또한 UNICEF의 프로젝트가 진행하는 중인 지역 주민의 적극적으로 지지하는 것 등을 고찰한다. 이들은 베트남에 UNICEF의 지원의 성공의 받침대가 된다고 할 수 있다.
