The Role of Government in Developing Small Scale Women Entrepreneurs in Tanzania

Abstract

This study assesses the role of government in developing small scale women entrepreneurs in Tanzania. Specifically this study tries to figure out the roles the government has been taking to develop small scale women entrepreneurs in Tanzania. The study uses qualitative and quantitative methodologies for the analysis and a case study on Dar es Salaam Region in Tanzania was performed. The study explains that the Tanzanian government had to play certain roles to assist small scale women entrepreneurs. The roles include training, fund provision and setting up viable policies that create good business environment. This study argues that the roles actually played by the Tanzanian government, however, has been limited to the minimum. Limited accessibility of government funds and poor government system are the main contributor. A key recommendation based on this study is to build capacity for small scale women entrepreneurs as well as for the government officers.;이 논문은 소규모 여성기업을 육성시키기 위해 탄자니아 정부가 어떤 역할을 어느 정도 하였는지에 대해 토론한다. 이를 위해 정성적, 정량적 방법을 통해 자료를 분석하였으며 탄자니아 Dar es Salaam 지역의 사례가 사용되었다. 연구 결과 탄자니아 정부는 소규모 여성사업가 지원을 위한 노력을 기울였다는 점이 밝혀졌다. 예를 들어, 교육훈련, 자금대출, 기업하기 좋은 환경을 위한 정책 등이 있다. 그럼에도 불구하고 이를 위한 정부의 역할은 최소한의 수준으로 이뤄졌다는 점도 이 논문은 밝히고 있다. 그 주요 이유는 정부 제도의 문제점으로 인해 여성들이 정부 자금을 제대로 받을 수 가 없었기 때문이었다. 이 논문은 소자본 여성기업가의 역량뿐 아니라 정부관료의 역량 강화도 필요하다는 점을 지적한다.
