Women's Participation and Empowerment in Local Government

Abstract

Union Parishad (UP) is the key administrative unit of the Bangladeshi local government. It is the lowest democratic institution in the grassroots level. The main function of Union Parishad is community development. Most of the areas in Bangladesh are rural. All development works in the rural areas is implemented by the UPs. However, women’s participation and empowerment is very low in UPs compared to their male counterparts. Each UP consists of 9 wards headed by an elected Councilor, male or female. Meanwhile, there are 3 reserved seats for female councilors only and each seat represents 3 wards. For this reserved seats, only female candidates can run for the position. Both male and female candidates can race in the election for the general seats. Although the active participation in the general seats is very important, women’s involvement in the decision making process is very limited. The female councilors, who are elected for the reserved seats, can very seldom exercise as equal rights and power as men in UP. The objective of this study is to analyze the factors that hinder women to participate and empower them in UP. This study finds that poverty, low education of voters, traditional socio-cultural norms and values and discrimination against the reserved seats are the main barriers to women’s participation and empowerment in the UPs. This thesis suggests that public awareness and active initiatives by the government can remove the barriers and enhance women’s participation in the local government.;Union Parishad (UP)는 지역 주민을 위한 가장 낮은 레벨의 조직으로서, 방글라데시 지방정부의 핵심 행정단위이다. UP의 주요 기능은 지역개발이다. 방글라데시의 대부분은 농촌지역으로, 이 지역에서의 개발사업은 UP에 의해 실행된다. 따라서 UP는 지방정부의 가장 중요한 역할을 담당한다. 방글라데시 농촌지역의 빈곤층 대부분이 여성이며, 개발의 수혜가 가장 필요한 계층이 여성인 점에도 불구하고 농촌 지역개발의 핵심 단위인 UP에의 여성의 참여는 매우 저조하다. 각 UP는 선거를 통해 선출된 남녀위원이 담당하는 9개의 지역(ward)로 구성된다. 한편 UP에는 여성에게만 할당된 3개의 위원석(Reserved seats)이 있는데 이 경우 여성 후보자들 만이 선거에 참여할 수 있으며 일반의석(General seats)의 경우에는 남녀 후보 모두가 참여할 수 있다. 일반의석의 정책결정과정에 여성의 참여가 매우 중요함에도 불구하고, 각 UP의 전체 9석 가운데 여성의 참여는 매우 저조하다. 한편, 할당의석에 당선된 여성 의원들은 UP내에서 동등한 권리와 권한을 거의 행사하지 못한다. 따라서 이 논문은 UP에서 여성의 일반의석의 참여가 증가되어야 한다고 주장한다. 이 논문의 목적은 여성의 UP참여 특히 일반의석에의 참여를 가로막는 요인을 분석하는 것이다. 연구 결과, 빈곤, 낮은 교육, 전통적인 사회규범과 가치, 여성할당의석에 대한 차별이 UP에서의 여성의 참여와 권한 강화를 가로 막는 주요 요인임이 밝혀졌다. 이를 해결하기 위한 방안으로 여성의 지방 정치참여와 권한 강화 그리고 이를 실천하기 위한 정부의 이니셔티브가 필요하다.
