Piracy in Somalia

Abstract

소말리아에서 계속되고 있는 해적문제는 국제사회의 많은 주목을 받고 있다. 이 문제를 해결하기 위한 많은 노력이 행해졌는데, 특히 유엔 안전보장이사회는 결의안, 1816, 1838, 1846, 1851를 시행하였다. 그러나, 현재까지 문제 해결을 위한 모든 노력은 실패한 것처럼 보인다. 소말리아 해적 이슈로 해서 제기된 문제점의 상황을 이해하기 위해 이 논문은 안전보장에 관련된 다양한 관점과 학술적 논점을 분석하고 있다. 이 논문에서 저자는 안보보장 부재가 해적문제에 어떠한 역할을 하였는지를 이해하기 위해서 최근의 역사를 알아야 한다고 주장한다. 따라서 해적 문제 기원에 대한 비판적 분석과, 안보부재로 인해 발생한 해적 문제 해결을 위한 국제사회의 노력을 토론하고 있다. 이 논문은 소말리아 해적 활동이 해상에서의 활동 보다 더 광범위하게 이뤄지고 있다는 점을 밝히면서, 해적문제는 지상과 해상의 문제임을 보여주고 있다. 이러한 심각한 문제를 해결하기 위해서는 국제사회가 안정적인 정부에 필요한 요소인 소말리아 정부의 정치적 권한 및 안전 보장권을 재확립함으로써 소말리아 내부에서 발생하는 문제점을 해결할 수 있도록 해야 한다. 국제사회가 해적을 완전히 제거할 수는 없겠지만 해적문제를 통제하고 제한할 수 있다는 점도 이 논문은 강조하고 있다.;The on-going piracy crisis in Somalia has attracted a lot of attention from the international community. There have many endeavors to resolve the crisis especially by the UN Security Council through its Resolutions 1816, 1838, 1846, 1851. However, all efforts thus far seem to have failed to resolve the problem. To appreciate the context within which the challenges posed by the Somali piracy issue can be located, this paper examines the diverse views and schools of thought relating to security. It argues that, to understand the piracy crisis in Somalia, its recent history must be discussed to understand what role the absence of human insecurity has played in the piracy problem. Consequently, a critical analysis of the genesis of the piracy problem is discussed and the efforts by the international community to respond to the challenges posed by this insecurity are examined. The major findings of this paper are that the piracy in Somalia is broader than the occurrences at sea. Rather, the paper demonstrates that this is both a land and sea problem. Furthermore, it argues that to resolve this crisis, the wider international community must address challenges located within the state through re-establishing the political and security prerogatives of the Somali state, namely a stable government with the requisite authority. Lastly the international community cannot eliminate piracy but rather try and contain and control it.
