An Analysis of Outward FDI from the Korean Automobile Industry

Abstract

This thesis uses the cases of Hyundai-Kia to analyze the motives and characteristics of the Korean automobile industry’s Foreign Direct Investment (FDI) and the effects of their FDI on the industry. Recently, the Korean automobile industry has rapidly expanded overseas production facilities with different motives. As of 2010, Hyundai-Kia has eight overseas plants in operation in the U.S., East Asia, and Central and Eastern Europe. They are planning to establish more plants abroad. As the automobile industry plays an important role in the manufacturing sector and the Korean economy, increased FDI of the industry raises concerns on negative impacts such as a decline in exports and employment in the industry. Hyundai-Kia’s motives are to reduce trade imbalance, to grab local markets, or to use host countries as export bases with less production costs. Through overseas production, the Korean auto companies could improve trade imbalance with the U.S. thereby avoiding possible trade conflict; strengthen their price competitiveness; avoid discriminatory tariff from economic integration such as the EU, ASEAN and FTA; reduce foreign-exchange risks; and increase production capacity. This thesis found that the concerns about hollowing out of the auto industry have not yet occurred. Exports and employment in the industry are steadily growing. Exports of auto parts are rapidly increasing thanks to the rise of overseas production and exports of completed vehicles. To balance exports and overseas production, the Korean government needs to create more favorable export environments and the Korean auto firms should expand overseas production for sustainable growth in the global auto market.;본 논문은 한국자동차산업의 해외직접투자의 동기와 그로 인한 한국자동차산업의 영향을 분석하기 위하여 현대∙기아의 사례를 연구하였다. 최근 한국자동차산업의 해외직접투자는 다른 산업에 비해 빠르게 증가하고 있다. 그러나 자동차산업은 제조업 내 가장 많은 고용을 차지하고 국내수출에 큰 기여를 하는 산업으로써, 빠르게 증가하고 있는 자동차산업의 FDI는 수출감소와 고용감소 등의 국내자동차산업의 부정적인 결과를 초래할 것이라는 우려가 있다. 현대∙기아의 해외직접투자의 주된 동기로는 무역 불균형 완화, 현지 시장 선점과 현지공장을 수출기지로 이용하는데 있다. 현지생산으로 인해 현대∙기아는 미국과의 심각한 무역불균형을 완화하고 불균형으로 인한 통상마찰을 피할 수 있다. 또한 저렴한 생산비용, 현지의 높은 관세와 경제통합으로 인한 차별적 관세를 피하고, 환율변동에 대비함으로써 가격경쟁력을 강화할 수 있다. 아울러, 우려와는 달리 자동차산업의 고용 및 수출은 감소되지 않았고 해외생산과 완성차 수출 증가로 인해 국내자동차 부품의 수출도 빠르게 증가하고 있다. 수출과 해외생산의 균형을 이루기 위해서 정부는 우호적인 수출환경을 조성하고, 한국자동차산업은 해외직접투자를 꾸준히 늘려야 한다.
