Assessment of the Korean Rural Development Model in Korea’s Official Development Assistance

Abstract

As one of the successful cases of late development, Korea has endeavored to share its experience with other developing countries in the form of official development assistance. With a focus on Korea’s rural development, this paper pursues to: first, delineate factors essential to and contributing to Korea’s rural economic development; second, review past efforts to export this knowledge to other developing countries including bilateral and multilateral projects; and third, suggest points for improvement. The juxtaposition of the Saemaul Movement characteristics with PD/AAA, OECD/DAC evaluation criteria, and the MDGs proves that Korea’s rural development experience is indeed compatible with today’s norms in development cooperation. Furthermore, the review of Saemaul projects implemented by the Saemaul Undong Council and KOICA and a comparative study on KOICA projects and the Millennium Villages Project generated more concrete observations as to the direction future Korean rural development projects in developing countries should take.;한국은 후발국중 개발에 성공한 몇 되지 않는 나라로, 우리의 이러한 개발경험을 개도국들과 공유하기 위해 공적개발원조 등을 통해 노력해 왔다. 본 논문은 우리나라의 농촌개발에 중점을 두고 첫째, 우리의 농촌개발의 중요요소들을 분석하고, 둘째, 새마을 운동과 이를 바탕으로 하는 개발협력 사업들이 참여적 개발, 원조 효과성, 그리고 종합개발의 국제사회 규범에 부합하는지 여부를 알아본다. 그리고 셋째, 앞으로 우리의 경험을 더욱 효과적으로 공유하기 위해서 기존의 방식을 어떻게 변화해야 하는지를 논의한다. 이를 위해 파리선언과 아크라 행동계획, OECD/DAC 평가 기준 그리고 새천년개발목표를 기본 분석틀로 삼고 새마을운동, 새마을운동위원회 사업, 한국국제협력단 새마을형 농촌개발 사업의 국제규범 부합 여부를 분석한다. 분석 결과와 한국국제협력단이 현재 지원하고 있는 밀레니엄 빌리지 프로젝트와의 비교를 통해 우리나라 새마을형 농촌개발 사업이 나아가야 할 방향을 제시하려 한다.
