공공도서관 어린이 이용자교육 개선방안에 관한 연구

Abstract

어린이의 독서 및 외국어 교육에 대한 관심이 증대하면서, 공공도서관의 어린이서비스에 대한 관심도 증가하고 있다. 공공도서관 어린이서비스의 일환으로, 어린이 이용자교육은 어린이에게 도서관의 기능과 역할, 서비스에 대한 정보를 제공하고 어린이가 활용하게 함으로써 어린이의 도서관 이용을 지원하는 기능을 한다. 그러나 현행 어린이 이용자교육은 어린이이용자의 발달단계별 특성이나 어린이와 동반하여 도서관을 방문하는 성인이용자의 특성을 반영하지 못하고 있으며, 견학이나 체험활동 등 단기적이고 일시적인 프로그램 중심으로 제공되고 있어 개선이 필요하다. 따라서 본 연구에서는 공공도서관의 어린이 및 동반하는 성인이용자의 이용 편의를 높이고, 이용자교육 담당사서의 이용자교육 프로그램 개발 및 제공에 도움이 되며, 공공도서관의 질 높은 어린이 이용자교육의 발전에 도움이 되고자 하는 목적으로 공공도서관 어린이 이용자교육의 개선방안에 대하여 연구하였다. 이를 위해 본 연구는 다음과 같은 방법으로 진행하였다. 우선 문헌연구를 통해 공공도서관 어린이 이용자교육의 대상을 살펴본 후 일반적인 이용자교육의 정의 및 내용과 공공도서관 어린이 이용자교육의 유형을 살펴보았다. 다음으로 공공도서관 어린이 이용자교육의 필요성을 제시하였다. 외국사례 분석을 위해서『공공도서관 자료 서비스 통계 보고서 2006 : 어린이서비스 설문 특별판(Public Library Data Service Statistical Report 2006 : Special Section - Children Library Service)』에 제시된 북미지역 873개 공공도서관 중 어린이 프로그램 참여자 수 상위 20개 도서관을 선정한 후, 홈페이지 상에서 어린이 이용자교육에 대한 정보를 제공하고 있으며, 어린이서비스 담당사서 대상의 이메일 조사를 통해 실제로 어린이 이용자교육을 제공하는 것으로 확인된 로스엔젤레스 카운티 공공도서관, 토론토 공공도서관, 멀티노마 카운티 도서관, 마이애미-대드 공공도서관, 홀 카운티 도서관, 킹 카운티 도서관 6개 도서관을 최종 선정하였다. 각 도서관의 어린이 이용자교육 프로그램을 서비스현장교육, 도서관 오리엔테이션, 도서관교육, 서지교육, 기타 이용자교육의 5가지 유형으로 구분하였고, 개별 프로그램의 방법, 내용, 대상, 실시빈도를 살펴본 후 종합적으로 비교·분석하였다. 국내현황 조사를 위해서 문화체육관광부 국가도서관 통계시스템에서 제공되는 『2008 전국 도서관통계조사』에 제시된 공공도서관 644개관 중 어린이도서관 43개관과 공공도서관 일반 중 어린이실이 있으며, 『한국도서관기준』의 공공도서관 성인용 자료 대 아동용 자료의 권장 구성 비율인 70~75% 대 25~30% 기준을 근거로 30% 이상의 어린이 자료 비율을 충족하는 221개관, 총 264개관을 선정하였다. 선정된 도서관에 대한 홈페이지 및 전화조사를 통해 14개관은 제외하고, 250개관의 어린이 이용자교육 혹은 어린이실 담당사서들 중 설문에 응답하기로 한 222명의 사서들을 대상으로 설문지를 배포하여 그 중 124부(55.9%)를 회수하였다. 이용자 대상 설문조사는 앞서 선정된 250개 도서관에 대한 홈페이지 및 전화조사를 통해 정기적인 어린이 이용자교육이 실제로 실시되고 있음을 확인한 2개 도서관의 성인 및 어린이이용자를 대상으로 실시되었으며, 설문에 응답하기로 한 성인 45명과 어린이 61명에게 설문지를 배포하여 회수한 후, 최종 분석에 각 40부(89.9%)와 58부(95.1%)를 사용하였다. 현황 조사 결과, 국내의 공공도서관 어린이 이용자교육은 견학, 체험활동, 일일독서교실과 같은 도서관 오리엔테이션 중심으로 실시되고 있었으며, 실제로 이용자들도 이러한 방식을 선호하고 있었다. 외국의 공공도서관 어린이 이용자교육이 도서관 오리엔테이션 뿐 아니라 다양한 내용을 포함하는 도서관교육과 서지교육을 통해 제공되고 있는 것에 비해 국내 공공도서관의 사서 및 이용자는 도서관 이용의 기본사항인 도서관예절을 교육하는 것이 더 시급하다고 인식하고 있으며, 비교적 낮은 난이도의 도서관 오리엔테이션을 중요하다고 생각하고 있음을 알 수 있었다. 또한 이제까지 공공도서관 어린이 이용자교육을 통해 제공할 수 있는 다양한 교육방법이나 내용에 대해 사서와 이용자들이 인식할 기회가 없어 이용자교육에 대한 관심이나 정보가 부족한 것으로 보였으며, 이에 대한 연구 및 홍보가 요구됨을 알 수 있었다. 이상의 결과를 바탕으로 공공도서관 어린이 이용자교육의 개선방안을 운영요소, 내용요소로 나누어 기술하였다. 첫째, 운영요소는 기초 자료와 도구의 구축, 프로그램 다각화, 홍보 및 대상 이용자 확대, 인적자원 활용의 네 범주로 나누어 살펴보았다. 기초 자료와 도구의 구축은 이용자교육 프로그램을 위한 매뉴얼 개발, 다양한 이용자교육 도구의 개발의 두 방안으로 나누어 살펴보았다. 프로그램 다각화는 도서관 오리엔테이션 프로그램의 세분화, 숙제지원서비스의 제공, 도서관예절 중심의 기초교육 확대, 어린이 전용 온라인교육 프로그램 제공의 네 방안으로 나누어 살펴보았다. 홍보 및 대상 이용자 확대는 적극적인 이용자교육 홍보 실시, 기존 프로그램과 연계한 이용자교육 확대, 자원봉사자 대상의 이용자교육 확대의 세 방안으로 나누어 살펴보았다. 인적자원 활용은 이용자교육 담당 및 어린이 전문사서의 배치, 이용자교육 담당사서를 위한 계속교육 프로그램 개발, 이용자교육 담당사서 간 협력을 위한 협의회 내 분과 개설의 세 방안으로 나누어 살펴보았다. 둘째, 내용요소로는 어린이의 발달단계별 특성에 따른 이용자교육 구성, 성인이용자의 역할에 따른 이용자교육 구성을 제안하였다. 어린이의 발달단계별 특성에 따른 이용자교육 구성을 위해 어린이이용자를 영유아, 취학전 어린이, 초등학교 1~2학년, 초등학교 3~4학년, 초등학교 5~6학년으로 나누어 교육유형, 방법, 내용을 살펴보았으며, 성인의 역할에 따른 이용자교육 구성을 위해 성인이용자를 부모 및 보호자, 유치원 및 초등학교 교사로 나누어 교육유형, 방법, 내용을 살펴보았다. 본 연구에서는 현재 제공되고 있는 공공도서관 어린이 이용자교육의 현황을 살펴보고, 어린이 이용자교육에 관한 요구 및 개선사항을 모색하여 이를 토대로 공공도서관 어린이 이용자교육의 개선방안을 제안하고자 하였다. 본 연구에서 제안한 개선방안을 바탕으로 공공도서관 어린이 이용자교육이 개선된다면, 공공도서관은 어린이 및 성인이용자의 이용 목적과 특성을 반영한 다양한 어린이 이용자교육을 제공함으로써 어린이 및 성인이용자의 이용 편의와 만족도 증진에 기여할 수 있을 것이다.;The purpose of this study is to suggest a plan for improvement of children's user education in public libraries. For this purpose, this study consists of the literature research, case studies and survey questionnaires. In the literature research, target group of children's user education, children's user education in public libraries and necessities of the children user's education were studied. For the case studies, children user education programs of 6 public libraries in United States and Canada were analyzed into five types, which were point-of-use instruction, library orientation, library instruction, bibliographic instruction and the other user education by email and homepage survey. And the methods, contents, target groups, and frequencies of library user education programs were studied. For the analysis of the present status, librarians in charge of children's user education, and users in children's libraries were selected from the list of statistical data of 2008 in National Library Statistics System by Ministry of Culture, Sports and Tourism and were surveyed by homepage and telephone. The questionnaire survey for librarians was conducted during the period between Oct.,23, 2009 and Nov.,23, 2009 by email, mail, fax and visit. And 124 answered were used for analysis. And the questionnaire survey for adult and child users was conducted during the period Oct.,23, 2009 and Nov.,8, 2009 at 2 children's libraries. Forty adults and fifty eight children participated for the survey and those answers were analysed. The summary of results from the suvey is as follows: First, most of the librarians thought children's user education should be improved. Training librarians in charge of children's user education and increasing number of children's librarians in the libraries, developing more detailed programs according to the children's development stages and offering various programs for child and adult were suggested. Second, library orientation was the most important education for children. And the library instruction was the most important education for adult users. Among the educational methods, library tours and visual materials were better types for children, and lectures and library tours were better for adult users. Also, the most important content for all user group was library manner. Third, adult users preferred a library orientation as library tours and lectures as education methods, and library manner, usage of library material, classification and arrangement of material were chosen as educational contents. Fourth, children preferred visual materials and library tours as library orientation programs and the regulation of the libraries, usage of library materials, classification and arrangement of material were needed as educational contents. Based upon the results of case studies and survey questionaires, the plan for improvement of children's user education are suggested as follows: First, establishing basic contents of children's user education programs, diversification of children's user education programs, increasing publicity of children's user education, and making full use of human resources are needed as operational elements. Second, organization of library user education by children's development stage and adult's role are inevitable as contents elements. In conclusion, this study was aimed to propose practical plans to improve children's user education in public libraries. With better children's user education programs, public libraries will be able to increase their children and adults user's convenience and satisfaction for using public libraries.
