부산시 문화거리 조성을 위한 디자인 전략 연구

Abstract

우리나라의 도시정책이 경제성장과 기능위주로 추진되어 시민들의 삶이나 문화적 측면에 눈을 돌릴 틈이 없었기 때문에 우리나라의 도시들은 독특한 개성이 결여되어 오랜 역사를 가졌음에도 불구하고 역사와 전통을 느낄 수 없었고 어디를 가나 획일화된 모습으로 뚜렷한 이미지를 갖지 못하고 있다. 그래서 최근 우리나라는 21세기 전후를 기점으로 문화를 통해 도시의 난개발을 극복하고, 모호한 도시 정체성을 찾고, 침체된 지방도시에 지역균형발전의 기회를 부여하고, 열악한 도시환경의 개선 등 여러 가지 문제를 극복하려 노력하고 있다. 이를 위해 ‘문화거리’ 구축사업이 핵심 목표로 설정되어, 도시디자인을 통한 조성 및 다양한 사업이 이루어지고 있으며 그동안 이러한 문제를 등한시하던 한국도 세계적인 추세에 맞춰 나가고 있다. 본 연구는 부산 문화의 거리 중 PIFF거리를 중심으로 분석하였다. 그 궁극적인 목적은 문화 환경의 중요성이 부각되면서 다양한 변화를 맞고 있는 도시 문화거리에 관한 가치를 파악하고 더 나은 문화의 거리가 될 수 있게 하는데 이의를 두고 있다. 또한, 디자인관점을 중심으로 다각적 각도에 의해 PIFF거리를 분석함으로써, 거리의 문제점을 도출하고 문제점 개선방안으로 디자인 적용안을 제시하였다. 본 연구는 다음과 같은 과정으로 진행되었다. 제 1장에서는 현재 세계적인 문화거리 조성사업과 부산시의 현황에 대한 문제인식을 바탕으로 한 전반적인 연구의 배경과 환경 디자인적 관점의 연구 목적을 제시하고 연구의 범위와 연구과정의 체계를 서술하였다. 제 2장에서는 상위개념인 도시문화환경에 대해 정의하고 문화의 거리에 대한 개념및 필요성을 정리하였다. 또한 부산 도시의 특성과 부산문화공간에 대해 분석하고, 부산만이 가지고 있는 이미지를 분석하였다. 제 3장에서는 관련 문헌조사와 실제 현황 분석을 통해 국내 대표 문화거리 사례를 조사·비교하고 분석의 종합적 틀을 도출하였다. 제 4장에서는 본 연구의 특정한 사례의 대상지인 PIFF거리를 분석하고, PIFF거리가 생겨나게 된 역사적 배경을 시작으로, 현재 PIFF거리의 현황이 어떠한지 알아보았다. 또한 PIFF거리의 문제점을 도출하고 거리의 문제점을 해결하기 위한 개선방안을 서술하였다. 제 5장에서는 PIFF거리의 문제점을 해결하기 위한 실제 적용 가능한 디자인 적용안을 도출하고 개선점에 대해 평가하였다. 제 6장에서는 앞선 논의들을 정리하고, PIFF거리 디자인 적용안의 기대효과와 연구의 의의를 밝혔다. 본 연구자는 문화거리의 역할과 특성에 대한 조사·분석 과정을 거쳐 도출한 PIFF 문화거리의 문제점 및 디자인 적용안 연구를 통해 다음과 같은 결론을 정리할 수 있었다. 문화 환경은 끊임없이 변화·발전 해왔다. 그 환경의 일부인 거리 역시 많은 변화를 겪어왔다. 정책의 일환으로, 역사의 일부로, 사용자의 편의 데로 변화 되어왔다. 그러나 거리는 목적과 의도를 가지고 접근하는 공간이 아니라, 문을 나서면 마주치는 일상적인 공간이다. 통과하는 공간이 아닌 머무는 공간, 관찰과 관조의 공간, 참여와 오락의 공간, 여가와 즐거움의 공간으로써 다양한 활동과 독자적인 성격이 부여될 때 거리는 문화 환경의 일부로 도시의 문화적 가치를 더할 수 있는 공간이 될 수 있었다. 따라서 본 연구는 문화거리의 다양한 가치를 인식하고 문화적 가치를 바라보는 새로운 관점을 제시함으로써 분석의 기준을 도출하고, 이를 통해 PIFF거리의 현황 및 문제점을 비교·분석하는데 타당성을 가지고 있었다는 것을 알 수 있었다. 또한 문제점을 해결하기 위해 총체적인 관점의 디자인적 접근이 필요하며, 앞으로 PIFF거리가 현재보다 더 나은 문화의 거리가 될 수 있는 디자인 적용안을 제시하였다는데 연구의 의의를 가질 수 있다. 본 연구를 통해 문화 거리 조성시 도시의 경쟁력을 확보하고 도시민들의 삶을 윤택하게 할 수 있는 이익을 담당하기를 기대하는 바이다.;Since Korea's urban policy was promoted centering around economic growth and function and didn't have any time to turn their eyes to citizens lives or cultural aspects, cities in Korea came to be lacking unique individuality so despite their long histories, no one could feel their histories and traditions and they don't have any marked images with standardized looks wherever we go. So recently starting from the beginning of the 21st century, Korea has tried to overcome various problems such as urban development thoughtless for the environment through culture, to find cities' identities which have been vague, to grant chances of balanced local developments for stagnated provincial cities and to improve poor urban environments, etc. For this purpose, construction projects of ‘culture streets’ were set up for the key objective, creation through urban design and various projects have been done, and Korea that had neglected these issues now is adjusting itself to the world trend. This study analyzed mainly the PIFF street among the culture streets in Busan. The ultimate goal of it was to grasp the value of urban culture streets which face various changes as the importance of cultural environment were brought into relief and it has significance in that this allow them to become better culture streets. In addition, by analyzing the PIFF street from various angles centering around design perspective, it drew out problems of the street and suggested a plan for application of design as a plan of improvement. This study was progressed in the following process: Chapter 1 suggested comprehensive background of the study and the objective of the research from environmental design perspective based on current projects of creation of culture streets in the world and the recognition of the problems of the present conditions of the city of Busan and described the range of the research and the system of research process. Chapter 2 defined a super ordinate concept, urban cultural environment and summed up the concept and necessityof culture streets. In addition, it analyzed the characteristics of the city of Busan and Busan cultural spaces, and analyzed the images only Busan had. Chapter 3 researched and compared the representative culture streets in Korea through related bibliographical surveys and analysis of the actual conditions and drew out a comprehensive frame. Chapter 4 analyzed the PIFF street, the target of the specific case of this study, and starting with the historical background on which the PIFF street was formed, examined the current conditions of the PIFF street. Also, it drew out problems of the PIFF street and described an improvement plan for solving the problems of the street. Chapter 5 drew out an actually applicable design plan to solve the problems of the PIFF street and estimated the points of the improvement. Chapter 6 summarized the previous discussions, and revealed the effects expected with the plan of design application to the PIFF street and the significance of the research. Through a research on the problems of the PIFF street and the plan of design application drawn out from the process of survey and analysis of the roles and characteristics of culture streets PIFF, the researcher was able to summarize the conclusion as follows: Cultural environment has constantly changed and developed. Streets, parts of the environment also have been through various changes. As a part of policy and a part of history and according to the convenience of the users, they have changed. However, streets are not spaces approachable with purpose and intent but everyday spaces faced upon leaving doors. When various activities and independent characteristics such as spaces where to stay not pass through, of observation and speculation, participation and entertainment, and leisure and pleasure, streets was able to become spaces as parts of cultural environment which can add to cultural value of cities. Therefore, it could be known that this study had validity in that it drew out standard for analysis by suggesting a new perspective recognizing the various values of culture streets and looking at cultural values through which it compared and analyzed the present conditions and problems of the PIFF street. In addition, to solve the problems, a design-oriented approach from a comprehensive perspective is necessary, and the study may have significance in that it suggested a plan for design application by which the PIFF street can become a better culture street compared to the present. I hope that this study can play a role in securing competitiveness of the city in the creation of the culture street and making the citizens' lives prosperous.
