지역개발과정에서 대자본의 토지투기에 관한 사례 연구

Abstract

이 연구는 대자본의 토지투기 현상을 분석하기 위해 지역개발 과정에 있는 대산 임해공업단지를 선정하여 조사연구를 하였다. 경험적 연구를 토대로 대자본이 개발과정을 통하여 개발이익을 획득하는 과정과 그것이 자본축적의 과정에 미치는 영향을 살펴보고자 하였다. 연구의 결과는 다음과 같다. 대자본은 대산지역에서 석유화학 공업단지를 건설함으로써 상품생산을 통한 산업이윤 실현 조건을 형성한다. 그러나 동시에 대자본은 대규모 토지를 소유함으로써 투기적 초과이윤을 획득하게 된다. 즉 개발에 앞서서 대자본을 제 3자를 통해 주변 토지를 매입해놓고 개발을 기다리거나, 가능한한 토지소유 규모를 확대시키기 위해 여러가지 변칙적인 방법을 동원한다. 대자본이 중요토지를 소유하고 난뒤, 지역사회에서는 외지인들에 의한 투기적 수요가 광범위하게 확산되고 대자본 소유 토지를 중심으로 지가가 급등하게 된다. 그 결과 자본은 막대한 규모의 자본 증식효과를 거두게 되었으며 소유한 토지를 담보로 추가 자금을 동원하여 투자를 가속화 시킬수 있는 구조를 갖추게 되었다. 한편 이과정에서 국가는 토지이용계획의 변경과 지역주민의 통제를 통하여 자본측의 개발이익의 극대화를 지원한다. 반면 지역주민은 지역개발과 토지부기의 확산으로 인하여 내부분화가 심화되고 생활구조상의 많은 변동을 겪게 된다. 이러한 연구결과를 통하여 자본주의적인 지역개발은 자본의 가치실현을 위한 공간 재편성 과정임과 동시에 대자본의 토지투기와 연결된다는 점을 알 수 있으며 이과정에서 창출된 자본증식과 자본집중의 효과를 통하여 토지소유 및 토지투기가 자본의 축적과정과 긴밀한 관련을 맺고 있음을 알 수 있다.; The purpose of this paper is to examine the mechanism through which Korea big corporates obtain the development profit created through regional development programs. Specificially, it examines the process of the development of the Daesan Coastal Industrial Complex and analyses the phenomenon of the land speculation involved in it. The data analysed here include the land ownership registers of the data and interview data from the residents collected during the three field visits to Sosan and Daesan in February, 1990. The results of the study can be summarized as follows. There is no doubt that the big corporlations invent in the local area to attain industrial profit through the production of commodity by constructing the petrochenical industry complex. However, the speculative surplus profit from the land possessed is no less an objective. Prior to the government planning the big corporations purchase a huse amount of land pieces usually by the name of other persons than the owners of the corporations. They obtain make use of various anomalous menas so as to enlarge its stocked land as much as possible. As soon as the movement is made by big corporations, the price of land in the community rises rapidly, and the speculative demand of land incoreases. In consequence, the price of the that big corporations own soars higher and higher. In consequence, monopoly capital obtains the speculative development profit to a great extent in addition to its invested capital moreover it enables them to obtains a large-scale loan form banks on the security of its owned land. The whole process cannot happen without the involvement of the central and local government. The government supports the inventions to maximize profits, firstly by changing the land-use plan to develop industrial parks and secondly by subtly pushing out the residents from the area. Many of the residents mostly small holders of farm land departed their homes, and others remain there to be came employed as day labours. The significance of the study lies in a concrete examination of the reality of land speculation in the study site, through which an attempt to approach the structural relation between land speculation and capital accumulation, is made. Since it was a case study, the results are hard to be generalized.
