한국 기독교계의 대북지원에 관한 연구

Abstract

본 논문은 ‘한국 기독교계의 대북지원에 관한 연구’이다. 기독교계의 대북지원은 종교계를 포함한 민간영역의 대북지원 중에서 가장 먼저 시작하였고, 1990년대 중반 ‘북한동포돕기운동’을 에 불을 지폈으며, 종교계와 시민사회를 연결하는 역할을 했다. 뿐만 아니라 NGO 활동이 활성화된 최근까지 대북지원의 선두에서 가장 활발한 활동을 벌이고 있다. 그러나 이러한 기독교계의 대북지원 활동은 민간의 지원영역으로만 비쳐지고 있으며, 대북지원 사업에서 기독교계가 차지하는 역할이나 성격 등에 관해서는 논의되지 못하고 있는 실정에 주목하고, 민간분야 대북지원에서 상당한 비중을 차지하고 있는 기독교계의 대북지원을 대상으로 한 연구논의가 필요하다고 판단하여 본 연구를 진행하게 되었다. 따라서 본 연구는 한국 기독교계 대북지원의 배경, 목적, 전개과정, 현황분석을 통해, 기독교계의 대북지원이 변화?발전되는 과정에서 어떻게 자리매김하고 있는지, 남북관계에서 어떠한 역할을 하고 했는지에 대하여 평가하고, 향후 과제를 제시하고자 하였다. 본 연구의 범위는 1990년～2007년까지의 기독교계 대북지원을 그 범위로 설정하여, 태동기(1990～1995), 모색기(1996～1997), 성장기(1998～2003), 성숙기(2004～2007)로 나누어 살펴보고 있으며, 연구의 대상은 ‘한국 기독교계 단체’로 한국 기독교 주요교단 및 기관, 그리고 기독교적 배경을 가진 대북지원 NGO가 본 연구의 대상이 된다. 연구의 방법으로는 문헌연구방법과 면담방법을 사용하였으며, 이러한 방법들을 통하여 기독교계의 대북지원의 배경과 전개과정에 대한 기존문헌연구를 통해 기독교계의 대북지원 역사를 짚어보고, 대북지원 교단 및 NGO관계자의 인터뷰를 통해 기독교 대북지원현황을 분석하고, 기독교계 대북지원의 문제점과 향후 과제를 제시하였다. 결론적으로 기독교계는 대북지원을 통하여 다음과 같은 역할을 하고 있다. 첫째, 대북지원초기부터 현재까지 대북지원의 선두에서 활동해 오고 있는 기독교계는 민간분야 대북지원의 길을 열었으며, 또한 대북지원 초기 종교계 및 시민사회단체와의 연대를 통하여 통일운동과 북한동포돕기 운동을 전개하여 범국민적 참여를 이끌어 냄으로써 남한사회 통일운동의 대중화에 기폭제 역할을 했다. 또한, 나눔’과 ‘섬김’을 바탕으로 한 기독교 NGO의 활동이 증대됨으로써 사회적으로 봉사와 희생의 가치를 확산시키고 화해와 평화의 매개자로서 사회적 위상을 높이고 있다. 둘째, 기독교계는 오래된 조직, 기구, 세계각지의 교회 및 조직들과의 연대를 통하여 안정적인 재정규모와 조직을 통해 지속적인 대북지원을 통하여 전체 민간지원의 60%이상을 담당하고 있으며, 특히 북한 유아 및 어린이, 임신여성 및 수유여성 등의 취약계층에 대한 집중적 지원을 통해 북한 주민들에게 실질적 도움을 주고 있다. 셋째, 기독교계의 대북지원은 모니터링을 방북과정에서 종교교류를 확대시켰으며, 또한 북한 교회(조선그리스도교연맹)를 변화시키고 있으며, 넷째, ‘그리스도의 사랑의 구현과 이웃사랑의 정신을 실천’을 목적으로 하고 있는 기독교계는 열악한 대북지원 환경에도 희생과 봉사정신을 기본토대로 삼고 있기 때문에 대북지원에 대해 그만큼 열정을 가지고 추진하고 있다. 향후 기독교계는 교계 내 통일교육을 통하여 북한 및 대북지원에 대한 바른 시각을 갖도록 해야 할 것이며, 기독교 연대를 통한 ‘대북지원에 대한 협력 네트워크’를 구축함으로써 대북지원에 대한 정보를 공유하고 전략을 공동 논의할 수 있는 체계 마련, 정경분리에 입각한 지원체계구축, 정체성 모색과 대북지원 및 북한선교에 대한 중장기적 설계와 목표를 설정하고, 북한에 기독교적 특수성을 가지고 있는 조선 그리스도교 연맹을 통한 지원과 협력 등의 노력이 필요하다. 본 연구가 향후 기독교계가 대북지원과 북한선교를 위한 정책방향을 결정함에 있어 기초자료로 활용되게 되고, 나아가 이러한 논의가 더욱 활성화 되기를 기대한다.;This paper is about the 'Study on Korean protestant churches' aid to North Korea.' Protestant churches have started aid to North Korea for the first time in private sector including religious circles, fueled 'Helping North Korean campaign' in the mid-1990's, and played a role to connect religious circles and civil society. Moreover, they are actively engaging in activities to aid North Korea as a leader until now when NGO activities are generalized. However, protestant churches' aid activities to North Korea is only recognized as private aid, and the role and character of protestant churches in the aid to North Korea projects are not being discussed. Thus, this study is to be started to discuss and study aid to North Korea provided by protestant churches which take significantly important weight in private aid to North Korea. This study intends to evaluate how protestant churches' aid to North Korea takes position in the course of changing and development, and which role they take in the relationship between South and North Korea, and present future relationship. The scope of this study is set for aids to North Korea in 1990 - 2007, and divided by initial stage (1990-1995), developing stage (1996-1997), growing stage (1998-2003) and mature stage (2004-2007). Subjects of the study are major denominations and institutions of Korean protestant churches, and NGO aiding to North Korea with Christian background as 'Korean protestant organization.' As a study methods, literature analysis method and interview method are used. The history of Korean protestant churches' aid to North Korea was reviewed by literature study for background of aid to North Korea and development process, and the status of aid to North Korea was analyzed by interviewing with officials of denominations and NGO aiding to North Korea. Problems and tasks for the aiding to North Korea are presented. In conclusion, protestant churches have played as follows through aid to North Korea. First, protestant churches have built a road to aid to North Korea in private area as they have acted as a leader in that area. Also, they have promoted helping North Korean campaign to draw participation of whole nation through affiliation with religious circles and civil society groups. As protestant NGO's activities are increasing with 'sharing' and 'serving' as basis, they are not only spreading service and sacrifice socially, but also raising their social status as a mediator of reconciliation and peace. Second, protestant churches account for 60% of total private aid through stable finance size and organization by affiliating with worldwide churches and organizations. Especially they are giving practical aid to North Korean residents through intensive aid to the underprivileged such as infants, children, pregnant women and breast-feeding women. Third, the protestant churches' aid to North Korea has expanded religious exchange, and changed North Korean churches (Federation of Christians in North Korea). Fourth, since the 'Realization of Christ' love and practicing loving neighbor spirit' is the purpose of protestant churches, they consider sacrifice and service as basis in the poor environment of aiding to North Korea. And they conduct the activities with such enthusiasm. Korean protestant churches should have right view on the aid to North Korea with unification education, and establish a system to share information about aid to North Korea and discuss strategy by building 'Collaborative network for aiding North Korea' in the affiliation with churches. Supporting system based on the policy separating politics from economics, finding identity and setting up mid- and long-term system and goal for mission work are necessary. Supporting and collaboration through the Federation of Christians in North Korea are also needed. This study will be used as basis materials in establishing policy and tasks for aiding to North Korea and missionary work in North Korea of Korean protestant churches.
