임계매출손실분석을 이용한 유무선 시장 획정

Abstract

시장을 획정하는 문제는 현실에서 큰 중요성을 가지고 있다. 적절한 경쟁정책의 적용 등에 필수적이기 때문이다. 음성통신시장은 빠른 기술진보로 크나큰 변화를 겪고 있다. 첫 번째 주목할 만한 변화는 이동통신의 급부상이다. 이는 유선전화서비스수요에 대한 이동전화의 영향력이 커지고 있다는 것을 의미하며, 이동전화의 대중화, 유선전화와의 요금 격차 감소, 통화품질 개선 등에 의해 가속화되고 있다. 두 번째로 기술발전으로 인해 음성서비스 위주에서 음성과 데이터서비스, 방송과 통신의 융합서비스 중심으로 패러다임의 변화가 일어나고 있다. 하지만 현재의 시장획정과 경쟁정책은 이러한 시장 변화를 반영하지 못하고 있다. 상당한 요금격차, 기능의 차별성, 진입장벽 등을 근거로 이동전화서비스시장과 유선전화서비스시장이 별개의 시장이라는 인식이 세계적 추세이나, 앞서 말한 변화들은 이런 근거들을 제거해 줄 것이므로 시장획정에 대한 재검토가 필요한 시점이라 할 수 있다. 본 논문에서는 설문조사를 통해 유무선시장의 상품시장획정범위를 검토했다. 이 때 사용된 분석 방법은 토빗모형을 이용한 교차탄력성 추정과 임계매출손실분석이다. 임계매출손실분석결과, 유선전화시장에서는 무선전화시장으로 상품시장범위를 확장할 필요가 없는 것으로, 무선전화시장의 경우에는 상품시장획정범위를 확대해야 하는 것으로 나타났다. 본 논문의 분석 결과가 일방향의 상품시장획정 범위 확장에 그쳤지만, 유무선음성통화시장이 하나의 시장일 가능성을 시사 하는 결과라는 점에서 의의를 가진다.;Market definition is a crucial issue for competition policy. On the other hand, the definition can be altered by changes of surrounding circumstances. More advanced technology drives telecommunications industry to be faced with changes, which enhanced and accelerated the demands for better definitions of relevant product market. Until relatively recently, there has been a general tendency the fixed telephone market and the mobile telephone market are differentiated. The purpose of the study is to examine this convention based on an economic analysis of survey data for the telecommunications industry in Korea. First, fixed-to-mobile call substitution elasticity was estimated by using the censored tobit model. Second, critical loss analysis was applied to review of the product market definition of telephone industry. This analysis has lead to the possibility that fixed telephony and the mobile telephony are included in the same market
