Quality is a critical competitive factor in today's environment, with many firms striving to improve the quality of their products. Because of the impact of quality on market share and costs, quality management has become an important factor in achieving productivity gains and increasing profits. Thus, more and more companies are adopting quality improvement as a primary corporate objective. Effectively evaluating this objective requires accurate and reliable measurement of the cost underlying quality-related activities. Quality costs are costs that are incurred because poor quality may exist or does exist. Quality costs provide economic common denominator through which plant and company management and quality control practitioners can communicate clearly and effectively in business terms. Quality cost information can alert management to the impact of poor quality on financial performance, thereby motivating that group and other personnel to take action to improve quality. Quality cost system also assists in determining the types of activities that are most beneficial in reducing quality costs, and quality cost information helps management prioritize quality improvement activities. In essence, quality cost system helps identify institutionalized quality costs and promotes the idea that quality is everyone's responsibility. This study investigates a number of issues surrounding quality cost measurement in Korean manufacturers. In addition, this study provides empirical evidence about quality strategies in Korean companies and the relationship between these quality strategies and the management control system implemented to support quality improvements. Mai1 questionnaires were chosen as the mechanism for collecting data. Data was analyzed to identify statistically significant factors that may differentiate measuring from non-measuring company and to identify difference between a "Zero Defect" quality management strategy and "Economic Conformance Level " quality management strategy with respect to the type and frequency of quality internal failure goals and feedback information. The findings of this study can be summarized as follows : First of all, to assess the level of corporate commitment to quality, respondents were asked if four quality-related activities had been undertaken by their organizations. The four activities are : 1) a formal policy statement relating to quality, 2) a formal education program regarding quality cost concepts, 3) a formal company-wide program for quality improvement, 4) a formal program of recognition for quality improvement. The data revealed that when company specifically measures quality costs, a formal education program, quality improvement program, and a quality recognition program all occur with far greater frequency . Second, to discover their perceptions regarding quality and profitabi1ity, respondents were asked to rank four factors that might lead to higher profit. The four factors are : 1) increasing employee productivity, 2) improving product quality, 3) meeting delivery schedules, and 4) meeting cost budgets. Both the measurer and nonmeasurer subgroups ranked productivity and quality as the two more important factors. Thus, two subgroups appear to be well aware of the direct relationship of these two factors to profitability. Third, quality strategy was measured by a set of seven attitude questions addressing whether the managers adhered to a traditional economic conformance level strategy or a zero defect strategy. The relationship of quality strategy to the type and frequence of quality goal and feedback information was then measured. The results indicate that the management control systems supporting zero defect quality strategy are more likely to include regular rework unit goal-setting.;오늘날 품질은 주요 경쟁요소로 인식되고 있다.
