靑少年의 政治社會化에 관한 小考

Abstract

모든 政治體制는 그 體制의 安定과 維持를 위하여 意圖的으로 자라나는 젊은 世代를 敎育시키는 경향이 있다. 이를테면 敎育을 통한 政治的 社會化를 시도하고 있다. 靑少年의 政治社會化 過程은 社會內의 모든 組織을 통해 이루어지고 있으나 보다 體系的인 政治社會化가 學校敎育을 통해 이루어지고 있다. 學校敎育을 통한 政治社會化 過程은 敎科를 통한 것과 敎科外 課程을 통한 것이 있다. 本 論文에서는 韓國에 있어 敎科를 통한 靑少年의 政治社會化 과정을 살펴보고자 한다. 그 구체적인 분석자료로는 初·中·高 社會·道德科를 사용하였으며, 現行敎科課程의 方針과 敎科別 「교사용 지도서」를 補完資料로 사용하였다. 分析內容으로는 政治社會化內容을 政治體制, 經濟體制, 反共이데올로기의 범주로 구분하여 분석한 뒤 이 세 범주를 종합하여 그 全體論理를 요약하여 비판하였다. 現行 교과서에서 반영되고 있는 정치사회화의 내용을 간단히 요약하면 다음과 같다. 社會的으로는 1960년대의 급격한 産業化에 따른 소득분포의 불균형과 자유를 방종으로 착각한 비판과 분열, 선거에서의 타락상은 民主主義에 대한 불신과 회의를 결과하였고 總和體制의 弱化를 결과하였다. 對外的으로는 北韓共産集團이 남침준비를 끝내고 남침기회를 엿보고 있는 위험한 시기였다. 따라서 國民의 總和단결과 능률을 통한 국력 배양이 어느때 보다도 필요하였다. 이러한 상황에서 10월 維新이 단행되어졌다. 이와함께 인정된 정부에 의해 계획된 경제성장은 평화적 통일을 위한 물질적 토대를 확보하기 위한 것이며 고도의 경제성장은 국민총화의 바탕이 되고 있다. 교과서에서 전하고 있는 정치사회화의 내용을 개관하면 이상과 같다. 이러한 정치사회화의 내용은 다음 두가지의 觀點에서 問題點이 제개된다. 첫째는 통일의 物質的 基盤造成을 위한 經濟成長의 成果와 反共 이데올로기가 동시에 교육됨으로써 통일기반조성의 논리와 分斷을 강화하는 논리의 不一致로 인해 학생들로 하여금 內的 갈등을 초래한다는 점과, 둘째는, 維新이후 안정된 정부에 의한 경제성장이 國民總和의 조성을 가져온다고 하나 社會現實은 소득분포의 불균형이 深化되고 있어 階層間의 분열이 현실적으로 나타나고 있다는 점이다. 이상에서 살펴본 바와 같이 現實을 畏曲하는 政治社會化과정은 淸宵넌들이 보다 批判的인 교육을 받거나, 現實에 접하게 될 때 그 虛構性이 쉽게 드러나게 된다. 여기서 이들 정치사회화의 內容이 態度로서 형성되지 못함으로써 體制의 安定과 統合이라는 그 본래의 목적을 달성하지 못하게 된다.;It is assumed that all the political system will lead actively political socialization of the participants with intent to stabilize and maintain themselves and that such an intention of the system will be reflected in the school curriculums as it is the immediate agency of the political socialization. Political soualization of youth is accomplished through all the system of society, but, it is move effectively, systematically accomplished through through the school education. It is accomplished through school curriculumn and extra curriculum. This thesis is focused on the political socialization through school curriculum. Textbooks of the primary, middle, high school particulary, two subjects including "Social life", "moral life", are mainly used as materials for analysis as the political socialization. As supplementary materials are used "Current Curriculum policy" and "Guide book for teachers". First this thesis analized the contents of political soualization as political system, economic system, anti-communism ideology, and criticised the total logic summarized. The contents of political socialization reflected in the current curriculumn are summarized as follows. Domestically, severe income unbalance followed by 1960's speedy industrialization, cynicism, laisser-faire tendency misunderstood as freedom, corrupt; on of election have, caused doubt and mistrust of democracy and weakening of so-called "Chong Wha" System. Moreover Outside, north Korea Communist Government has already finished aggression preparation, and is finding the opportunity of aggression. So, it is the high time that needs unity of people and effective reinforcement of national power. In these situation so-called "Octover Yoo Shine" has takes place. Here, economic development planned by stablized government offers the material foundation for peaceful reunion of south and north Korea, also economic growth offers the grounds of Unity of people. These are contents of political socialization reflected in the textbooks of primary, middle, high schools. About these contents of political socialization can be presented two problems. First, by emphasizing economic development as material foundation for reunion and anti-communism ideology at the same time logic of helping reunion and logic of helping division are not conincident. Sedond, Contrary to insistence that economic development by stabilized government of Octover "Yoo Shin" helps the unity of people, severe unbalance of income structure has been appeared as major factors of division between class. In short, Fabrication character of political socialization which distorted the soual reality can be exposed easily, when the youth have opportunity of critical higher education, or face the social reality. So, those contents of political socialization cannot be accepted as political attitude and original purpose of political socialization, stabilization and maintenance of political system can not be accomplished.
