韓國 海外投資 産業의 立地에 대한 地理學的 硏究

Abstract

블록경제화의 조류, 환율의 조정, 보호무역주의의 재등장 등 국제경제환경의 변화와 더불어 최근 세계의 해외직접투자는 더욱 활발해지고 있다. 이와 같은 국제경제질서의 변화는 수출주도경제개발정책을 기조로 성장을 해온 우리나라 산업의 재구성을 촉진시키고 무역장벽을 타개하기 위한 새로운 방법으로써의 해외투자를 급속히 증가시키고 있다. 본 연구는 해외투자의 공간적 의미를 입지론을 통하여 고찰하고 우리나라 해외투자의 동향과 현황을 제조업을 중심으로 연구하고자 하였다. 그리고, 해외 투자의 공간분포패턴의 과정을 밝히기 위하여 우리나라 제조업분야의 기업이 해외투자를 결정할 때 기업의 특성에 따라 중요하게 고려하는 입지요인이 어떻게 상이하게 나타나는가를 ANOVA로 분석하였다. 연구결과를 요약하면 다음과 같다. 첫째, 우리나라 제조업체의 해외투자는 1986년 경상수지의 혹자전환에 뒤이은 원화절상, 국내임금수준의 상승과 선진국의 보호무역주의 강화 등 국내 생산 및 수출여건악화에 대응한 기업의 해외진출 노력이 본격화되면서 급속히 증가하고 있다. 투자구성면에서는 건수상은 섬유 의복이 가장 높은 비율을 나타내고 있으나 투자금액상으로는 전자·전기기기를 포함한 조립금속이 가장 높은 비중을 차지하고 있다. 투자대상지역은 미국, EC 등 선진국에 대한 투자비중이 높아지고 다변화되는 둥 질적인 변화를 보이고 있다. 그러나, 아직은 동남아와 북미지역으로의 지역편중현상이 뚜렷한 상태이고 투자규모도 전반적으로 영세한 편이다 해외투자형태는 합작투자가 증가하고 있는 추세이다. 둘째, 우리나라 제조업체가 해외에 진출할때 중요하게 고려하는 입지인자는 기업의 특성·투자제품의 특성 투자지역의 특성·생산품수출경로에 따라 상이하게 나타났다. 즉, 기업의 규모가 클수록 수요의 크기에 중요한 비중을 두고 있으며 현지국 진출 경험이 있고 소유지분이 낮은 합작투자일수록 현지국의 시장요인을 중요한 인자로 고려하고 있었다. 선진국에 투자가 빈번한 산업일수록 규모의 경제와 관련한 현지시장의 크기에, 주로 개도국으로 진출하는 노동집약적 산업일수록 생산비 절감과 관련된 노동요인과 낮은 설비투자비 인자에 중요한 비중을 나타냈다. 또한, 생산품을 현지시장에 수출하는 것을 투자목표로 하는 기업일수록 현지국의 경제환경과 관련된 인자들을 중요하게 고려하는 것으로 나타났다.;Recently a foreign direct investment of Korea increases rapidly, but the study on a spatial meaning of foreign invest is not yet sufficient. This study attempts to examine the characteristic of Korean overseas investment and the locationa decision factors. Data are collected on official publications and qestionaries. Analysis of data is made by ANOVA. The findings of the study are as follow. The foreign investment of Korean manufacturing sector has increased rapidly after a switchover toward the current amount surplus in 1986, and amounts to 48.8% of a sum of FDIs from Korea in 1992. A textil industry in item and a assembly metal in amount are the highest percent of korean manufacturing investment. The FDI are mainly concentrated to South-East Asia and North America. A labour-intensive industry of textile extends its territory mainly to Southeast Asia and Central America. On the other hand a capital-intensive industry of primary metal and assembly metal mainly to North America. The decision making factors are found in variety according to the characteristic of industry, investment goods, investment region and export route of products. First, the size of market and the experience of export on the host country are considered important in large scale investments. A factor of actual market is considered significantly in case of a low possive share of investment. Second, firm in the capital-intensive industry considers it important an acquirement of advanced technology and a promotion of managemental capability. Third, the firms that advance to a developing country consider it important a factor of curtailing the cost of production, especilly at Central South America. Also the factors of location appeared in variety according to a characteristic of each continental environment. Fourth, the firms that supply its products for the host country consider it important an ability of technology and information.
