韓末 安경壽의 政治 經濟活動 硏究

Abstract

韓末 정계에서 활약했던 人物들 중에는 그들의 중요한 행적에도 불구하고 아직 구체적인 연구가 진행되지 않은 인물들이 많다. 本稿에서 살펴본 안경수 역시 한말 격변기에 다양한 활동을 전개한 인물이지만 그에 대한 개별적인 연구는 全無하다. 따라서 본 연구에서는 韓末에 많은 역사적 사건과 밀접하게 관련되어 있는 안경수의 生涯와 活動에 대해 고찰해 보고, 그의 활동이 당시의 당면과제에 어떻게 기능하였는가를 살펴본 것이다. 안경수는 한미한 가문에서 성장하였지만 1880년대 정부의 近代化 機構의 실무관리로 성장하였다. 그리고 1890년대에 이르면 갑오개혁의 추진, 독립협회 활동, 최초의 은행 및 각종 근대회사 설립과 고종폐위운동 등에 주도적으로 참여하였다. 이러한 諸活動을 통해 볼때 안경수는 근대화 개혁의 필요성을 인식하고 있었고, 그의 개혁의 중점은 軍制와 財政부문에 있었던 것으로 보인다. 그리고 그는 정치적으로는 입헌군주제, 경제적으로는 자본주의 경제체제를 지향하였고 방법상으로는 지배관료 중심의 '위로부터의 변혁'을 추진하고자 하였던 것으로 생각된다. 한편 그의 대외인식은 각 시기별 조선을 압박하는 외세에 대한 대응으로 나타났다. 그러나 그의 대외인식의 基底에는 기본적으로 일본의 文明化에 대한 동경이 있었다. 그리하여 갑오개혁의 2기를 제외하고는 특히 아관파천 이후 그는 日·韓提携論의 주장, 이어 日·淸·韓 三國同盟論을 주장하여 일본에 의존하여 독립을 유지하고 근대화를 시도하려는 태도를 지니고 있었다. 일반적으로 韓末에 우리민족이 이루어야 할 민족적 과제는 反封建(= 近代化) 反帝(=자주독립)이라고 한다. 이러한 과제를 놓고 안경수의 활동을 평가할때 먼저 경제적 근대화에 대한 인식과 그것을 위한 그의 활동은 일정하게 긍정적인 평가를 할 수 있다. 그러나 대외인식 특히 일본에 의존한 近代化試圖와 獨立維持는 이 자체가 외세의 침탈을 유도하는 길이 되는 것이며, 이는 결국 식민지화를 방조하는 것으로 귀착될 수 밖에 없었고 그러한 점에서 치명적인 한계를 가진 것이었다.;This stuudy is to study about the life and activity of An Kyung soo who was related to many historical events closely at the end of Chosun SDynasty and to examine how his activity functioned then urgent issue. Though An Kyung Soo was born in the poor and lower family, he became as a adminstrator of the modernization organization in 1880s. And, in 1890s, he initiatively participated in the activity of Independence Club, the foundation of the 1st bank and every kind of modern company, and the dethronement movement of Kojong etc. In the light of all these activities, An Kyung Soo had the will of mddernization reform, and lay the importance of his reform in the military and financial system. Politically he aimed at the costitutional monarchy, economically the capitalistic economy system, and in the method he tried to promote the reform from above centering around ruling bureaucrats. Besides, his foreign recognition appeared as the opposition to the foreign power to press Chosun by each period. But, in the basis of his foreign recognition, there was the yearning about the civilization of Japan. Thus, except the 2nd period of the Kobo Reforrm, especially after A-Kwan Pacheon(아관파천) he kept the attitude to matain the indepehdence and to try the modernization by depending on Japan. And for independence he insisted on the cooperation theory between Japan and Korea and on the alliance theory of three nations, that is, Japan, Ch'ing and Korea. They say that the national problem that Chosun must accomplish are anti-feudalism(=modernization), anti-imperialism(=independence). In evaluating the activity of An Kyung Soo by these problems, first of all, the aim of the economic modernization and his activity for it may be evaluated affirmatively. But, his foreign recognition, especially the modernization trial and independence maintenance depended on Japan, itself leads to the spoliation of foreign power. Therefore in such point his foreign recognition had fatal limit.
