高麗 忠肅王代 政治勢力의 性格

Abstract

本稿는 高麗後期에 정치적으로 가장 혼란스러웠던 忠肅王代에 관한 연구가 부족한 것을 전제로, 忠肅王代 政治狀況과 그에 따른 政治勢力의 動態와 性格을 검토하여 이 시기에 대한 이해를 분명히 하고자 한 것이다. 먼저 忠肅王代 政治狀況의 前提로서 忠宣·忠肅王의 王位交替過程을 살펴보았다. 忠宣王이 忠肅王에게 傳位한 것은 자신이 가지고있는 三職에 대한 정치적인 공격에서 벗어남과 동시에 계속 元에 머물면서 고려 정치에도 관여할 수 있는 방안으로서의 조치에 불과한 것이었다. 이같은 忠肅王의 즉위상황은, 世子시절에 이미 중요한 정치활동을 했던 忠烈·忠宣王의 경우와는 크게 달랐으며 忠肅王은 國內外에 있어서 지지기반이 매우 미약하였다. 여기에 高麗王과 비등한 입장에 설수 있었던 潘王 暠의 존재가 國內 權力爭奪의 구실을 마련하고 있었다. 다음으로는 忠肅王代 政治狀況의 推移와 그에 따른 政治勢力의 改編을 살펴 보았다. 忠肅王初에는 忠宣王의 上王政治下에 忠宣王 추종세력들이 政局을 주도했다. 忠肅王은 이에 압도당하는 상황이었으나 자신의 측근세력을 확보·성장시켜 나갔으며, 忠宣王의 吐番流配를 前後하여 忠宣王 추종세력을 제거하고 세력개편을 단행하였다. 그러나 이로써 失勢하게 된 忠宣王 추종세력의 再執權 의도와 元의 후원을 받고 있던 藩王 暠의 국내정치 진출의도가 결합, 潘王派가 형성되었으며, 이들에 의한 藩王擁立運動과 立省策動 등의 혼란을 겪게 되었다. 이러한 政局을 겪고 王位를 회복한 忠肅王은 일련의 改革을 통해서 潘王派를 억압하고 폭넓은 지지기반을 구축하려 한 것도 볼 수 있었다. 그러나 이후의 政局은 정치적 혼란을 겪으면서 忠肅王 측근에서 功을 세우거나 侍從한 嬖幸을 중심으로 운영되어 갔다. 그리고 이들간의 분열로 忠肅·忠惠王의 重祚가 있었던 것이며, 이들의 권력장악에 따른 폐단은 忠穆王代까지 계속되었던 것이다. 마지막으로는 忠肅王代 政治狀況을 忠肅王 側近勢力·藩壬派 그리고 世族 및 新進官僚들의 勢力改編을 둘러싼 갈등구조로 이해하고 이들 諸勢力의 性格을 검토하였다. 忠肅王 측근세력은 정치적 지지기반이 미약했던 忠肅王이 자신의 王權확립을 수행해 나갈 세력이 필요했던 데서 대두했다. 그런데 이들은 그 출신과 측근세력이 된 동기가 각기 다름으로 해서 공동체적 세력을 형성하지 못하고 대립 분열하였다. 또 忠肅王과도 절대적인 관계로 연결되지 못하고 王權마저도 소외시키는 상황에서 忠肅王代 後期에 權力을 장악함으로 인해 많은 폐단을 낳았고, 이로써 忠肅王代에는 改革對象이 되기도 하였던 것이다. 그러므로 忠肅王 측근세력 특히 폐행세력의 권력장악은 忠烈王代 이후 恭愍王代까지 계속된 측근 정치의 맥을 이으면서 高麗王朝 해체를 촉진시켜 나간 한 요인이 되었다고 본다. 藩王派는 대부분 忠宣王 추종세력이면서 元관계도 긴밀한 인물들이었다. 이들이 하나의 세력을 형성하였던 것은 忠肅王의 세력재편에 따라 이들이 축출되었기 때문이며, 여기에 元으로부터 상당한 지지를 받을 수 있었기 때문에 潘王擁主運動 및 立省策動을 벌일 수 있었다. 그러므로 元 간섭기라는 특수상황하에서 국내의 정치적 갈등에 元勢力이 援用된 것으로 해석할 수 있다. 이 시기의 世族 및 新進官僚들은 忠宣王代에 소외된 인물과 新進勢力을 중심으로 해서 忠肅王에 동조·가담했다. 그리고 그들은 藩王派의 책동에 있어서는 독립된 체제로서의 고려 안에서 지배적 위치를 유지한다는 관점에서 반대하는 입장을 보이기도 하였다. 그러나 이들도 忠肅王 後期 側近政治에서 전반적으로 위축·소외되었으며, 그 폐단에 대한 인식의 결과가 忠穆王代 整治都監의 활동으로 연결된 것으로 생각해 보았다. 특히 新進官僚들은 이 시기 측근정치에 반대하는 입장과 개혁에의 참여를 통해서 高麗末 新興土大夫勢力으로 이어져 간다고 볼 수 있다.;This study is to inspect the movement and character of the political situations and powers in the King Chung Sook period, the most politically confused period in the late Goryeo dynasty, for a clear understanding on this period. Preliminarily, I have investigated the replacement process of throne from King Chung Seon to Chung Sook as the premise of political situations in the King Chung Sook period. Through this investigation, I have found the fact that the supporting base for King Chung Sook was very feeble throughout home and abroad in the early years of his accession to the throne and the existence of Go, the prince Sim, made things worse as providing excuses of internal struggles for power. Next, I have examined the current of political situation and the following reorganization of political power in the Chung Sook period. In here, it is revealed that the confused political situation in that period must be understood as a result of conflicts among the powers close to the King, parties for prince Sim and newly recruited officials followed by the reorganization of political power. Lastly, I have inspected those political powers. The powers close to King Chung Sook gained force when the government needed powers that carry out the requirements for establishing royal authority of King Chung Sook, since the supporting base was weak. But they could not form common power for members' differences in family lineage and motive. And under the circumstances that they could not establish a close relationship with King Chung Sook, they became the core of official corruption by monopolizing power in the late Chung Sook period. As for the parties for prince Sim, most of them had been loyal to King Chung Seon and had close relationship with Won dynasty of China. They were generally expelled from the government in accordance with the reorganization of power by king Chung Sook. But they carried out the movement for supporting prince Sim and maneuver for his triumphant entry into the court since Won government gave considerable aids. On the other hand, the powerful class and new officials who had been shunned in the Chung Seon period sided and took part with Chung Sook. As to the movement of the parties for prince Sim, they made it clear their objections to it, since they had to maintain the dominant position as an independent organization under Goryeo dynasty. But they also were shunned mostly from the government by close atteridants to King Chung Sook in the last years of his reign. It is my opinion that the late active participation of them in the Political Affairs Office in the Chung Mok period was the result of their regnition on the official corruption in the Chung Sook period.
