어린이 도서관봉사의 확대를 위한 프로그램 연구

Abstract

도서관이 훌륭한 독서환경을 제공하고 국민들의 도서관이용과 독서 습관이 생활화 되면 공공도서관은 궁극적으로 지역사회 내의 계속교육기관으로 부각될 것이다. 따라서 도서관이용과 독서습관이 생활화 되기 위하여 어린 시절부터 도서관교육을 받아야 하고 또한 어린이를 도서관으로 끌어들이기 위하여 효과적인 프로그램의 개발이 필요하게 된다. 이와 같은 목적으로 본 연구에서는 어린이 도서관봉사의 역사적 배경과 효과적인 어린이봉사를 위한 프로그램을 고찰한 후 우리나라 도서관에서의 어린이봉사 실태를 조사하였다. 실태조사에서 나타난 결과를 보면 참고 및 정보봉사, 어린이봉사의 기본적인 프로그램인 이야기회와 책 이야기는 실시되지 않고 있으며, 독서교실, 단체대출, 도서관방문은 비교적 성공적이지만 어린이를 위한 도서관 봉사가 대도시에 집중되어 있는 현상을 나타내고 있다. 조사결과는 또 효과적인 어린이봉사 프로그램과 어린이사서의 부족, 소속 행정기관의 불일치, 어린이 도서관자료의 부족, 예산의 절대적인 부족 등의 문제점을 나타내고 있다. 이러한 문제점들을 해결하려면 국가적인 차원에 도서관정책이 계획되고 수립되어져야 할 것이며 효과적인 프로그램의 개발과 함께 농촌이나 산골 등의 외딴 지역 어린이에게도 도서관의 혜택이 미칠 수 있도록 도서관조직을 개발해야 할 것이다.;Good Library facilities are very important for the people to come to library and to form reading habits, The more they use the library the better the chance of the public library to become a useful institution for continuing education. For the people to become accustomed to the daily use of library and reading, it is desirable to make them known how to use library from childhood. And in order to lead the children to use the library, children's service programs are needed to be developed. For such purpose, this study first considers the historical backgrund of children's library services and programs for effective children's services, and then surveys actual conditions of children's services, being held in korean libraries. The result, of the survey shows that reference and information services, for young children and their parents, story telling and book talk as basic programs are not available, but programs such as reading, group circulation and visits of libraries are comparatively successful. However, it is found that library services are mostly concentrated in big cities. Some of the problems shown from the survey can be summarized as non-availability of diverse and effective programs for children's services, specialized children's librarians, children's materials in collection and very weak administrative control of the libraries. To solve such problems, library policy should be planned and established on a government level and library system should be developed especially for the children in villages and farms, and other isolated areas to be equally benefitted. This should be accomplished together with development of effective programs.
