전략적 정보시스템 수립을 위한 CSF 방법론의 개발 및 활용에 관한 연구

Abstract

기업자원으로서 정보활용의 필요성이 증가함에 따라 투자수익을 극대화하기 위하여 기업목표에 부합되는 효과적인 MIS 구축을 위한 계획수립이 중요하게 대두된다. MIS 계획은 경영자들에게 정보가 기업자원의 하나라는 것을 이해시키고, 효과적인 자원관리를 위한 기회를 제공함과 동시에 경영자의 정보 요구를 파악할 수 있도록 지원하는 과정이다. 이러한 과제들을 성공적으로 이행하기 위하여 MIS 계획 수립을 위한 방법론을 선정하는 일이 선행되어야 한다. 올바른 방법론의 선정 및 활용은 MIS 계획 작성의 핵심요소 중 하나이다. 본 연구는 최근에 대두되고 있는 MIS 계획수립 방법론들 중 대표적인 기법으로서 최고경영층을 대상으로 한 주요성공요인(Critical Success Factors:CSF)분석기법을 활용하여 효율적인 MIS 계획구축 방안을 검토하고자 하는 데에 연구목적을 둔다. 이를 위하여 CSF에 대한 문헌과 최고경영층을 대상으로 CSF 방법론을 활용한 사례기업들 간의 비교분석을 통해, 한국적 상황에 보다 적합한 CSF 개발 방법론의 기본모형을 제시한 후, 새로운 기업에 적용하였다. CSF 개발 방법론 모형은 3 단계로 구성된다. 1 단계는 기업전략을 파악하는 단계로서, 기업 전반에 대한 사전조사가 실시된다. 2단계는 정보시스템과 경영관리를 연결시키기 위한 절차가 제시된다. 여기에는 설명회(Introductory Workshop), 경영진 1차 면담조사, 2차 설문조사, 토론회(Focusing Workshop) 및 시스템 우선순위 개발이 포함된다. 3 단계는 1,2 단계로부터 수립된 전략적 정보시스템을 실제로 개발하는 단계이다. 본 연구에서는 올바른 CSF 도출을 위하여 면담법과 설문지법을 병행하였고, 면담자체를 산업별, 기업별 및 개인별 항목으로 분리하여 시행하였다. 또한 focusing workshop을 실시함으로써, 사전조사 및 1,2차 면담으로부터 도출된 CSF에 대한 의견을 합의하는 과정을 거쳤다. CSF에 따른 정보요구 및 전략적 정보시스템 개발계획은 목표경영의 개념에 따라 목표와 목표의 달성을 위하여 중요시되는 요인 및 그 요인의 달성도를 평가할 수 있는 평가기준들을 분석함으로써 체계적으로 수행된다. 연구의 결과, CSF도출과정을 활용함으로써 최고경영층에 대해 보다 용이하고 신속한 연결이 가능해지고, 개별 경영자들의 사업을 위한 주요 영역에 촛점을 맞출 수 있게 되므로, 정보시스템화 계획이 용이해진다는 것을 알 수 있다. 이로 인하여 실제적인 경영에의 참여가 증진되며, 경영활동은 더욱 효과적이 된다.;It is regarded that effective MIS planning becomes more important for the fulfillment of growing information needs. MIS planning is the process which makes management understand that information is one of the most important corporate resources, provides an opportunity of managing the resources effectively, and supports management's information needs. The most proper MIS planning methodology must be chosen to grasp the process successfully. The purpose of this study is to develop a CSF methodology which seizes top management's information requirements. We developed the methodology through literature review and empirical study. The resulted CSF methodology is more suitable for Korean business environment. It has incorporated both the Rockart's CSF basic concepts and the contents analyzed from three practical methods which are being used in Korea. It is, then, applied to another company to be evaluated. The new CSF methodology consists of three parts. The first part contains the steps to understand business strategy. It pre-examines the business conditions. The second part is a procedure which links business activities to information systems. This stage contains an introductory workshop, first interview of corporate executives, second questionnaire, focusing workshop, and decision of priorities for system development. The third part is a practical development stage for developing a strategic information system. The CSF items are about industry, corporate and individuals. The executives' information needs are catched by analyzing corporate objectives, the goals to reach them, and the key factors to carry out their activities. As a result of our study, we found that a CSF method can induce top management's participation in the activities of information systems development. It can also focus on the critical areas for the jobs of individual managers. The advanced achievement of information requirements will lead to more successful information systems plan.
