사무자동화가 노동과정에 미치는 영향

Abstract

반도체, 컴퓨터 그리고 이를 이용한 각종 정보 통신 기술의 발달로 국제경제의 구조가 재편되고, 80년대 들어오면서 한국의 경제정책도 정보기술을 촉진하여 산업의 정보화를 본격적으로 시도하였다. 정보화는 산업구조의 변화와 함께 자동화를 가져와 공장자동화뿐 아니라 사무자동화에도 기여하였다. 80년대 후반부터 본격적으로 도입되기 시작한 사무자동화는 사무노동의 생산성 향상과 조직의 효율적 관리를 목표로 한다. 사무자동화는 사무직 노동자의 내부구성과 노동과정에 영향을 미치며, 이외에도 고용, 통제 및 노동 만족도를 변화시킨다. 본 논문은 전 산업에 걸쳐 사무자동화가 본격적으로 도입되고 있는 현 시점에서, 사무자동화의 도입이 상대적으로 보다 진전된 정보산업의 세 기업을 대상으로 기업내 사무자동화의 내용과 그것이 노동과정에 미치는 영향을 분석하고자 관리자 및 사원에 대한 심층면접을 실시하였다. 특히 이 글에서는 사무자동화가 사무직노동의 직무구조와 노동상태에 미치는 영향에 초점을 두었다. 사례연구를 통해 나온 결과들을 정리하면 다음과 같다. 첫째, 조사기업의 사무자동화는 자동화의 추진단계중 제 5단계에 해당하는 것으로, 전사(全社)적 규모에서 사무자동화가 도입되어 있고, 공통적으로 퍼스널 컴퓨터-팩시밀리-복사기 순으로 기기를 사용하고 있다. 한편 주기적으로 주전산기종의 교체와 새로운 프로그램 개발, 전산인원의 확충이 이루어지고 있다. 둘째, 사무자동화의 영향은 부서나 직급에 따라 다르게 나타난다. 대규모 데이타 베이스에 따른 의사결정체계 지원으로 중간관리자층의 수적 감소나 증가억제 방침이 나타나며, 대졸의 일반 사무직 근로자는 이전의 사무노동에 사무자동화와 관련된 새로운 업무부담이 추가되었다. 한편 하위사무직은 대부분의 업무가 기계로 대체되면서 보다 보조적인 업무로 바뀌었으며, 파트-타임 고용형태가 증가하고 있다. 셋째, 사무자동화가 근로시간의 단축을 초래하지 않았으며, 근로시간은 오히려 기업의 성격, 개인의 업무성격과 업무량, 초과근무수당의 제도화 여부와 관련되는 것으로 보인다. 넷째, 중앙컴퓨터에 대한 의존도가 커질수록 관리자에 의한 직무지시보다는 대규모의 데이타 베이스에 의존한 업무수행이 많아지며,이 경우 회의를 제외하면 상당히 개별화된 노동을 수행하게 된다. 다섯째, 사무자동화기기의 효율적 이용은 1인당 노동생산성을 증대시키며, 중앙시스템에 의한 업무지원을 받기 때문에 결과적으로 노동강도의 강화를 가져온다. 그러나 이를 곧 중앙컴퓨터에 의한 기술적 통제의 강화라고 보기는 어렵다.;According to the development of information and communication technology by semi-conductor and computer, the world economic structure has been reorganized. Since 1980's, Korean economic policy has attempted industrial informationization by promoting the information-technology. Informationization as well as industrial structure change caused automation such as factory automation and office automation. The office automation which has been attempted in earnest since late 1980's aims to the productivity improvement of office work and the efficient organization management. It affected the internal composition and labour process of the office worker in addition to employment, mode of control and job-satisfaction. This thesis standing on this point analyzed the content of enterprises' office automation and its impacts on labour process, taking the case of three enterprises which made better progress of office automation. It focused especially on what impacts the office automation has upon the office worker's job-structure and labour-state. The results of this case study are as follows. First, their office automation has reached the 5th stage : they equipped their all departments with office automation and used the equipment by order of personal computer-facsimile- zerox in common. At the same time, they have changed the main frame periodically, have developed new programs and have expanded the agencies of office automation. Second, the impacts of office automation are different in all departments and positions. As the large scale data-base supports the opinion decision system, middle-level managers have been decreasing in number or have become the object to suppress its growth in number. The bachelor clerical workers have born burdened the new work in connection with office automation upon the usual work. But as the lower-level clerical workers' positions have been substituted for machines, their employment condition has been changed such as the part-time job. Third, office automation didn't bring about the reduction of working, which was rather connected with the character of the enterprise, personal work's character or quantity and the overtime payment system. Fourth, the more they depend on the main frame, the more they have to work through the large scale data-base. In this case, they would work fairly being seperated. Fifth, the efficient use of office automation equipment caused the labour productivity per head and to strengthen labour intensity. But it is difficult to say that it means the centralization of technical control.
