統理交涉通商事務衙門(外衙門)에 關한 硏究

Abstract

統理交涉通商事務衙門은 조선정부가 국제정세의 변동에 대처해 나가기위해 설치한 外交擔當機構이다. 統理機務衙門의 開化自强政策중 외교관계사무를 계승하여 分設된 통리교섭통상사무아문은 內政을 담당하는 統理軍國事務衙門과 더불어 1880年代 조선정부의 國政전반을 총괄하였다. 木稿는 외교담당기구로서 開化期 外交를 담당했던 통리교섭통상사무아문의 실체를 규명하는데 목적을 두었다. 지금까지 열강의 세력침투와 한반도의 정세변화에 대한 연구는 있었으나, 정작 개화기 외교에 나타난 조선측 입장에 대한 연구는 미흡한 실정이었다. 따라서 필자는 개화기 외교담당기구였던 통리교섭통상사무아문의 실체를 규명함으로써, 개화기 외교에 있어서 조선측의 대응자세를 살피기위한 기초연구로 삼고자 한다. 통리교섭통상사무아문의 조직과 기능의 고찰을 통해 결론적으로 다음과 같은 통리교섭통상사무아문에 관한 성격을 파악할 수 있었다. 첫째, 統理交涉通商事務衙門은 전단계인 통리기무아문의 과도기적 형태를 거쳐, 외교담당기구로서 分設되었으며, 내정을 담당하는 통리군국사무아문과 더불어 1880년대 조선정부의 국정을 총괄하였다. 둘째, 統理交涉通商事務衙門은 전문적인 기능이 요구되어지는 상황속에서 두차례의 조직개편을 통해 비로소 근대적인 외교통상사무만을 전담하는 전문관서로서 성립하였다. 셋째, 統理交涉通商事務衙門은 외국견문이 풍부하거나 신학문을 공부한 사람을 기용하는 등 당시로서는 근대적인 인사등용의 일면을 보여 주었다. 그러나 절대적으로 전문관료가 부족한 실정에서 고용 외국인들에게 의존할 수 밖에 없는 한계성이 노정되기도 하였다. 넷째, 統理交涉通商事務衙門은 萬國公法體制에 입각해서 均勢라는 외교노선을 견지하고, 부국강병한 근대국가의 건설을 도모해 보려했지만 국력이 뒷받침되지않은 상황에서 오히려 역효과만 초래하였다. 그러나 통리교섭통상사무아문의 일련의 활동들은 1890年代 이후 근대적인 제도개혁이나 근대화 추진에 기반이 되었다.;Tong Li Kyo Sub Tong Sang Sa Mu A Mun (統理交涉通商事務衙門) was the organization which dealt with a diplomatic question. The Government of Chosun established it to deal with the change of international situation. It was seperated from Tong Li Ki Mu AMun (統理機務衙門) and succeeded to business on a diplomacy among the policies of Tong Li Ki Mu A Mun's enlightenment(開花) and self-strengthening. And with Tong Li Kun Kuk Sa Mu A Mun(統理軍國事務衙門)which dealt with the domestic policies, Tong Li Kyo Sub Tong Sang Sa Mu A Mun taked charge of all the state administration in 1880's. This paper tried to examine the substance of Tong Li Kyo Sub Tong Sang Samu A Mun which dealt with a diplomacy in the period of enlightenment. Up to date, there are many studies about the penetrations of the Great Power into Chosun and about the political change of Man-Peninsular. But there are few studies which can examine Chosun's position on a diplomacy in the period of enlightenment. Therefore, through examining the substance of Tong Li Kyo Sub Tong Sang Sa Mu A Mun, the organization which dealt with a diplomatic question, I purpose to make this paper as a basic study which can examine Chosun's position on a diplomacy in the period of enlightenment. Through examining the organization and function of Tong Li Kyo Sub Tong Sang Sa Mu A Mun, I had the following conclusions about the character of Tong Li Kyo Sub Tong Sang Sa Mu A Mun. First, Tong Li Kyo Sub Tong Sang Sa Mu A Mun was separated from Tong Li Ki Mu A Mun, the predecessor of Tong Li Kyo Sub Tong Sang Sa Mu A Mun, and it was established as a organization which dealt with a diplomatic question. And with Tong Li Kun Kuk Sa Mu which dealt with the domestic policies, Tong Li Kyo Sub Tong Sang Sa Mu A Mun taked charge of all the state administration in 1880's. Second, Tong Li Kyo Sub Tong Sang Sa Mu A Mun executed reorganization two times and through that process, it could develop into the professional diplomatic organization which dealt with only modern diplomatic and commercial business. Third, Tong Li Kyo Sub Tong Sang Sa Mu A Mun engaged men of ability who were well-informed on foreign country and learned modern science. In this respect, we can see the modern character of Tong Li Kyo Sub Tong Sang Sa Mu A Mun in engaging a person. But owing to lack of professional bureaucrats, it depended on foreigners in employ. That is a limit of Tong Li Kyo Sub Tong Sang Sa Mu A Mun. Fourth, Basing on the public law system of all nations(萬國公法體制), Tong Li Kyo Sub Tong Sang Sa Mu A Mun adhered the diplomatic line of the balance of power and tried to make Chosun as a strong, rich and modern state. But it had a reverse effect because Chosun's national power was not strong. But modern reform in institutions and the pursuit of modernization which came into force after 1890's, are based on a series of activities of Tong Li Kyo Sub Tong Sang Sa Mu A Mun.
