미군정 하의 우익 청년단체에 관한 연구

Abstract

본 논문은 분단국가 초기 형성과정에 있어서 우익세력이 보여준 구체적이고 역사적인 행위를 우익청년단체의 생성과정을 통해 조명해 보고 우익청년단체의 성격과 역할을 밝혀보는데에 주요 목적이 있다. 해방3년의 과정은 일정하게 개방된 정치적 공간에서 서로 다른 내용을 갖는 정치, 사회세력들이 자주적인 통일민주국가의 형성을 둘러싸고 복잡한 권력투쟁을 전개하는 국가형성시기였다고 할 수 있다. 이 과정에서 식민지치하에서의 소극적인 저항이라는 족적때문에 해방직후 지배계급으로서의 정당성을 크게 잃고 있었던 보수우익세력이 국가형성의 주체세력으로 부상하였다. 그러므로 보수우익세력 이 국가형성주체세력으로 부상하게되는 과정을 추적해보는 것은 오늘날 논의되고 있는 '민주적인 통일민족국가'수립에 관한 과제에 비추어 볼 때 매우 중요한 의미를 지닌다고 하겠다. 우익청년단체를 연구대상으로 설정한 이유는 이들이 우익세력의 배후행동대로 형성되어 해방3년간 우익의 정치노선을 ,가장 뚜렷하게 반영해 주고 있기 때문이다. 본 연구의 연구방법은, 역사적 흐름에 따라 우익청년단체의 생성과 성장과정을 기술(discription)한 뒤 이를 비판적으로 분석하는 역사적 접근방법(historical approach)을 채용하였으며 연구자료로서는 주로 일차자료분석과 인터뷰자료를 사용하였다. 본 연구를 통하여 발견된 사실을 정리해 보면 다음과 같다. 첫째, 우익청년단체의 생성은 좌익세력에 의해 선점된 해방정국에서 미군정의 시행과 더불어 한편으로는, 좌익세력을 폭력으로 저지하기 위하여 다른 한편으로는, 정치선전과 권력유지를 위하여 우익정치세력의 배후행동대로 조직되었다. 둘째, 그러므로 우익청년단체의 성장과정은 우익세력의 세력확장과 밀접한 연관속에서 이루어지고 있는데 (1)반탁운동을 계기로 우익세력이 정국의 주도권을 확보하게 되면서부터 우익청년단체의 조직체계가 되었고 (2)좌익의 비합법적 병행노선에 대응하여 9월 총파업과 10월봉기를 진압하는 과정에서 급격한 성장이 이루어질 수 있었다. 특히 이 진압과정에서는 군정경찰과 협동작전을 전개하는 등 이들의 관계가 매우 공식적이며 직접적인 관계로 바뀌게 되었다. 이를 바탕으로 하여 해방3년기간 동안에 우익청년단체의 역활과 성격을 규명해 본다면, 해방3년사에서 우익청년단체의 역할은 처음에는 좌익세력을 다음에는 반 이승만세력을 국가형성과정으로부터 거세하고 결국 이승만-한민당의 단정세력이 정치권력을 장악하도록 하였으며 그 과정에서 실질적인 경찰보조기구 즉 국가기구로서의 역할도 수행하였다. 그러므로 해방3년사에서 우익청년단체의 성격은 극우 반공단체로서의 성격과 아울러 반민족적 성격을 동시에 갖는다고 할 수 있다. 이 연구에서 우익청년단체의 역할과 성격에 관해 누구나 만족할 만한 해명이 이루어졌다고 생각하지 않는다. 다만 이를 정리.기술하여 문제를 제기함으로써 앞으로 '우익'에 관한 연구가 활발히 이루어질 수 있게 하려는 것이 본래 연구자의 목적중에 하나였음을 밝혀둔다.;The purpose of this study is (1) to examine the concrete and historical activity of the Right Wing Power through the rise and growth process of the Right Wing Youth Groups(RYG), and (2) to explain its roles and characters during the formative years of divided Korea. During the three year period after liberation, there were plenty of fight for(or against) the independent, unted-democratic nation between power groups. In this process, the conservative Right Wing Power had rised as a main power of the formation of nation. In here, RYG clearly reflected the political line of Right Wing Power by functioning as a accomplice. For this purpose, historical approach is used to critically analyze the rise and growth of the RYG in people's sight. The results of the study are as follows: First, with the advert of American Military Government, the RYG had risen for the purpose of suppressing the leftist and people's forces and maintaining power by the political propaganda. Second, in the process of attacking a general strike (Sep. 1948) and a riot (Oct 1948), the relation between the RYG and the AMG transformed very official and direct one by attacking from both sides. Thus, during three year period after liberation, the role of RYG eventually changed to defend the extreme Separate Government Power (SGP) centered on Seong Man Rhee ＆ Hankuk Democratic Party cutting off the anti-SGP from being part in the formative years of nation. Therefore, the RYG was characteristic of an anti-people and an extremely anti-communist group.
