解放直後 全評의 産業建設運動 硏究

Abstract

8.15해방의 시점에서 朝鮮은 日帝의 植民地遺制의 淸算과 통일된 民主政席의 樹立이라는 과제를 안고 있었다. 이러한 상황에서 노동자대중의 전국적이며 통일적인 지도기관으로 탄생한 朝鮮勞動組合全國評議會(이하 「진평」으로 줄임)는 노동자들의 일상적인 이익을 옹호하는 투쟁뿐만 아니라 전반적인 사회경제구조의 개혁과 새로운 국가건설을 위한 변혁운동에 참여하였다. 본고는 당시 전평이 '達國의 경제적 기초를 形成하기 위한 것 '으로 파악했던 産業建設運勳을 해방정국의 총체적인 구조와 그것을 결정적으로 규정해 간 美軍政과의 關係 속에서 살펴보았다. 여기서 산업건설운동을 해방정국의 총체적인 구조와 미군정과의 관계 속에서 고찰하는 이유는 당시의 상황이 國家連設을 둘러싼 政治權力의 문제가 가장 중요한 문제로 부각되고 있었고 한반도를 분할점령한 美·蘇가 이러한 과정에 커다란 영향을 미쳤던 만큼, 산업건설운동 역시 勞動運動의 內的인 틀로써만 설명될 수는 없으며 이같은 상황과 결합해 이해해야만이 그 역동적인 의의를 획득할 수 있다고 생각되었기 때문이다. 그리하여 산업건설운동이 비록 진행과정에서 改良化되어가는 모습을 노정시켰다고 할지라도, 피폐된 경제를 신속히 회복시키는 한편 국가건설과정에 적극적으로 참여하고자 하는 勞動者大衆의 意志를 반영한 것이라는 점음 확인하였다. 그러나 이 運勳은 소련의 國際協助路線을 追隱해 國際政勢를 지나치게 낙관함으로써 科擧的인 戰略戰術을 수립 할 수 없었던 左翼勢力의 잘못된 정세인식으로 말미암아 실패하고 말았다. 동시에 미군정의 강경한 彈壓과 소련의 국제협조노선 자체도 실패의 한 원인이 되었다. 소련의 국제협조노선은 終戰후 강화되는 帝國主義 獨占資本의 공세에 대응해 -國수준의 社書主義體制라도 유지하려는데서 비롯된 것이었다. 그러나 이 노선은 국제적 수준의 평화공존이라는 명분아래 植民地 民衆의 解放에 대해서는 아무런 원칙을 갖고 있지 못함으로써 '프롤레타리아 국제주의'와 '민족자결의 원칙 '으로부터 스스로 이탈하는 오류를 범하였고 식민지·半식민지 민족해방운동에 혼돈을 가져왔다. 이러한 사정으로 인하여 전평의 산업건설운동은 처음부터 變質될 수 있는 限界를 지닌 채 출발하였던 것이다. 따라서 이 운동의 올바른 진전은 전평을 비롯한 좌익세력의 客觀的인 정세인식과 그에 따르는 主體的이고 組織的인 實踐에 의해서만이 가능한 것이었다.;At the time of August 15, Liberation, the Korea faced the task of clearing up colonial remainders and establishment of an united democratic government. Under this situation, Ch'oˇn-pyong (全評 , National Council of the trade Unions of Korea) established for the national and united leadership organization of mass workers, worked not only for the benefits of the workers but for the participation into the reformation movement to reform the socioeconomic structure and the national development. In this thesis, I tried to study upon the Industrial Rebuild ing Movement in relation to the total structure in the times of liberation and the relation with the US military which had decisive power in it. Ch'oˇn-pyong saw the Industrial Rebuilding Movement as "the movement to form certain economic base for the foundation of the country" . In this study it was found, even though the Industrial Rebuilding Movement had been reformed in the process, the movement reflected the will of the mass workers which was to actively participated in the process of national foundation and to restore the destroyed economy. However, the movement too much depended upon the International association line of the USSR and was optimistic about the international political situation. Hence, the left wings, which had no scientific strategy and methods, misinterpreted the situation which resulted the lack of concrete vision for the 'Peoples' political Power. The movement ended up with a failure. At the same time, the strong oppression of the US military and the International Association Line of the USSR itself were one of the reasons for the failure of the Industrial Rebuilding movement. The International Association Line of the USSR was provided in order to maintain the socialism system within a country in confrontation with the strengthened imperial monopolized capitals, However, it tended to restrict the general principle of the national Liberation movement in a colonized country. In this regards, the Industrial Rebuilding movement started with a great possibility of deterioration. rho proper development of this movement could be possible when the Ch'oˇn-pyong and other left forces made objective political perception and its structural practice.
