도시빈민 주택정책에 관한 연구

Abstract

Urban redevelopment following the rapid urbanization in the 1960's addressed the housing problems of the urban poor by increasing the supply of houses. Nevertheless, the housing conditions of the urban poor have continued to be aggravated. This study is an effort to point out the sound future direction for the urban poor through describing and analyzing the characteristics of and problems in the state's urban redevelopment policy. Emphasis will be put on the large -scale joint redevelopment projects which have been carried out since the early 1980's. Some serious problems with the projects during their execution were charged by the protest movement of the urban poor to redirect the housing policy toward the housing environmental reform project. This study will be focused on the analysis of the dynamics between the state and the urban poor on the issue of redevelopment. For the study, the methods of record- references and in- depth interviews with people connected to policy making were used. While this study has its strength in systematically analyzing the relations between the state and the urban poor with regards to the redevelopment policy, it was not possible to follow through the recent develoment of the housing enviornmental reform project due to the fact that it is still in its early stage. The conclusions of the study are as follows : 1. The housing policies went through changes, but in general the state tended to exclude the urban poor from directly participating in the policy process and from receiving the benefits of the policies. 2. As the result of urban redevelopment policy, the urban poor continued to fall into the vicious circle of being forced out of their living quarter to another squatter settlement. 3. In the recent policy change some impact of the reaction on the part of the urban poor seems to have been made. This suggests that the urban poor need continuously to fight and demand in order to bring solutions to their housing problem.;1960년대 이후의 급속한 도시화와 함께 진행된 도시 재개발은 도시 빈민의 주거 안정과 주택공급 확대라는 명목하에 시행되어 왔으나 재개발지역의 주민인 도시빈민들의 주거상황은 계속 악화되어 왔다. 본 논문은 도시재개발 정책을 분석함으로써 재개발 과정에서 나타난 국가의 도시빈민 주택정책의 성격을 밝히고 그에 따른 문제점을 통해 앞으로의 도시빈민을 위한 정책형성의 기반을 제공하고자 한다. 특히 1980년대 들어 대규모로 추진된 합동재개발의 성격과 그것이 도시빈민운동에 의해 주거환경개선사업으로 변화하는 과정을 중심으로 고찰하면서 재개발정책을 둘러싼 국가와 도시빈민간의 역학관계를 분석하고자 한다. 이를 위한 연구방법으로는 문헌연구와 정책 관련자들과의 심층면접법을 사용하였다. 본 논문은 주거환경개선사업이 아직 시행 초기단계여서 이 정책의 시행과정과 효과에 대해 충분히 논의하지 못한 것이 한계이나 합동재개발로부터 주거환경개선사업으로 전환되는 과정에 촛점을 맞추어 재개발정책 전반의 맥락에서 국가와 도시빈민간의 관계를 체계적으로 분석하였다는 데에 의의가 있다. 본 논문의 분석 결과는 다음과 같다. 첫째, 국가와 도시빈민간의 역학관계에 의해 정책이 시기적으로 변화를 거치나 국가의 도시재개발 정책의 수립과정에서 도시빈민에 대한 직접적인 고려는 미미하거나 거의 없는 상태, 즉 도시빈민을 배제하는 성격을 갖는다. 둘째, 재개발정책의 결과 도시빈민들은 개발에 따른 이익분배에서 배제되어 생활의 장인 거주지에서 축출되어 주거상황의 악화를 경험하며 또다른 무허가정착지 형성의 악순환을 겪게 된다. 세째, 정책의 형성과 변화는 국가에 대한 도시빈민들의 대응형태에 의해 미약하나마 영향을 받기때문에 도시빈민들 스스로가 주택문제의 해결을 위한 지속적인 운동과 요구를 하는 것이 필요하다.
