韓國 近代圖書館 發展過程에 관한 考察

Abstract

Rapid changes and developments in social environment have been made during last several years, especially after early seventies. Modernization makes it necessary to utilize a great amount of latest information from all over the world in every part of our society. Through information services, library can provide the infromations which are essential for national development. In this point, the social needs for libraries are great. The concept of library has been directed toward the con- cepts of a national key institution which play a importatn part of national development. This study attempts to deal with the development process and important aspect of modern library in Korea. And the pur- pose of this study is to apply the past tradition to the present time, and to pursue the progressive image of library for the future. In this thesis, followings are studied. First, it deals with the establishment of Daehan Doseokwan (Korean library) and Daedong Seokwan and others which were estsblished for the propose of enlightenment of people and independence of nation. Second, it examines the establishment of Chongdokbu Doseokwan(Colonial government library) and others which were established under the colonial government of Japan in order to accomplish the colonial policy. Third, in theis study all kinds of library and it's con- ditions from the period of Independence of Korea(1945) to late seventies are investigated, and today's problems of library administration are researched. In conclusion, following items are proposed. 1. Foundation of library development committee. 2. Unification of administrative organization of public library. 3. Amendment of library legislation. 4. Reinforcement of librarian qualification. 5. Maintenance of financial affairs which are requisite for the management of library.;오늘날 우리나라는 급격한 杜會發展과 變遷속에서 특히 70年代 初 以後 近代化의 促進으로 括目할만한 進展을 보이고 있다. 이 에따라 사회 각계각층에서는 全世界에서 不斷히 量産되는 情報資料 의 活用이 절실히 펄요하게 되어 圖書館은 奉仕機能의 擴大로 國 家發展에 필요한 情報를 제공하는 역할을 담당하는 機關으로써 國 家社會的 必要性이 漸次 증대되어 가고 있다. 現代的 의미의 圖書館은 社會發展의 原動力을 提供하여 주는 國 家基幹施設로서 그 개념이 漸進的으로 바뀌고 있는 바 本稿에서는 韓國 近代圖書館 發展過程에 관하여 圖書館의 주요양상을 과거부터 현재까지 단계적으로 考察함으로써 앞으로 우리나라 圖書館界의 進 路를 모색하여 미래의 發展된 圖書館像을 추구하는것을 目的으로 하고 있다. 本稿의 硏究內容은 첫째, 開化期以後의 圖書館運動에서 大韓圖書 館, 大同書觀등 당시 國民의 啓蒙을 促進시키고 自主獨立을 위한 선행요건으로 추진되었던 圖書館設立에 관하여 簡略하게 다루었다. 둘째, 日本 植民地時代의 圖書館에서 官立, 公立으로 구분하여 당시 의도적·植民政策遂行의 일관으로 設立되었던 總督府圖書館을 中 心으로 近代 諸 圖書館 設立에 관하여 考察하였으며 셋째, 解放後의 圖書館에서는 1970年代 후반의 圖書館實態 및 문제점을 各 館種別로 調査, 硏究함으로서 結論的으로 韓國 圖書館 政策 機能强化를 主內容으로 하는 發展方案을 模索하였다. 그 내 용을 요약하면 1. 圖書館發展委員會 設置 2. 公共圖書館 行政體系의 一元化 3. 圖書館法 改正 4. 司書資格基準의 合理化 5. 各種 圖書館 運營에 필요한 財政保策 强化 이러한 圖書館發展施策이 强力히 實現되는 경우 우리나라 圖書館 發展過程에서 문제점으로 지적된 종래의 당면과제가 相互補完的機能 을 發揮하여 成功的 圖書館發展이 成就될 것이다.
