新羅末 魚袋制의 成立과 運用

Abstract

魚袋는 물고기 모양으로 官等에 따라 玉·金·銅으로 만든 魚符를 넣어차던 주머니를 말하였는데, 唐에 이르러 公服에 부수되는 장식물이 되었다. 본 논문에서는 魚袋의 종류를 관직 뒤에 幷記하는 점에 착안하여 이것이 官階와 官職의 品階와 밀접한 상관관계를 가지고 있음을 논증하고 이를 魚袋制라고 새로운 개념으로 정립한 뒤, 다음과 같은 점들을 새롭게 밝혀보았다. 첫째, 어대제가 제도로서 갖는 기본원리를 밝히고, 이것히 唐과 고려에서만이 아니라 신라말의 官人社會에서도 적용되었다는 사실을 究明하였다. 즉 어대제는 일정한 품계 이상의 관직에 오른 관인이 公服과 魚袋를 수여받고 관직뒤에 公服과 魚袋의 합성어인 紫金魚袋·緋銀魚袋라는 용어를 幷記하고, 아울러 일정한 품계 이상의 官階에 도달한 관인들의 경우에는 더 이상 관직명 뒤에 이 합성어를 병기하지 않는 기본원리를 갖고 있었다. 그리하여 어대제는 관인사회를 계층화 시키는 역할을 수행하였으며, 이에 따라 어대를 관직명 뒤에 明記하는 관인 계층이 정책결정자가 아닌 侍郎一郎中一員外郎으로 대표되는 실무중견 관료군이라는 점도 밝혔다. 둘째, 新羅의 경우 어대제가 도입된 시기는 늦어도 景文王 13년(873)이후 憲康王 10년(884) 이전이었으며, 이 시기는 국왕이 側近政治를 통해 전제왕권을 강화하고자 하였다는 점에서 시간·공간적인 차이에도 불구하고 어대제가 定立되었던 唐의 玄宗代(713-755)와 유사하였다는 사실을 구명하였다. 세째, 적어도 신라 憲康王 10년 이후부터는 어대제가 본격적으로 運用되었으며 이러한 사실은 바로 官階와 官職이 질서정연한 체계로 운영되었음을 의미한다고 파악하여, 당시 이미 관계와 관직이 9품체계에 의해 운영되었으며 法興王 7년(520)이래 운영되어 왔던公服制 역시 변화되었음을 밝혔다. 이와 같이 어대제와 관련된 새로운 사실들을 구명한 본 논문은 신라말 9품체계의 정립 및 공복제 변화의 추이를 조명한 데 그 의의가 있다고 하겠다. 또한 어대제의 연구는 권력배분의 지표인 官階 및 官職 체계간의 연관관계에 있어 진일보한 이해를 하는데 기여하게 될 것이다.;The Yu¨-tai(魚袋) is a purse shaped like a fish for Yu¨-fu(魚符) inside, which is either made from jade, gold, or copper, and whose material varies according to one's mandarin rank. This study discovered the followings, focusing the title name of the mardarin position followed the kinds of Yu¨-tai(魚袋). First, The Yu¨-tai(魚袋) functioned as a symbol ornament for the mandarin from T'ang(唐) period. It's institutionalization as an mardarin symbol means that a mandarin reaching a certain official grade(官階) is supposed to be given the mandarin uniform(公服) and Yu¨-tai(魚袋), and that an official titles is always followed by the name Purple-Gold Yu¨-tai(紫金魚袋) ＆ Red-Silver Yu-tai(緋銀魚袋), which is combined from the terms of official uniform and Yu¨-tai. Moreover the name no more followes the official title(官職名) after since the mandarine(官僚) reaches a certain rank. Therefore it can be said the Yu¨-tai(魚袋) represents the stratification in the Mandarin Society(官人社會). That is, people in the stratum with the name of Yu¨-tai are the middle-class mandarins(中堅官僚) who are not the decision makers. Second, the Yu¨-tai System(魚袋制) has been completed during the Emporor Hsuan-tsung(玄宗:713-755) in T'ang(唐) period. Meanwhile the Shilla(新羅) dynasty seems toadapt the system between the 13th year of King Kyung-Moon(景文王:861-874), and the 10th year of King Heon-Kang(憲康王:875-885). Even though there are temporal and spatial differences between the two above - mentioned dynasties, the period shares the commones in that the Kings during those period tried to strengthen the dictatorship by the politics through the close persons(側近政治). Third, the establishment and the Operation of the Yu-tai system(魚袋制) means that the official position had been developed in systematic accordance with the official rank. That is, nine-rank mandarin system(九品官制) was already established and therefore the rules on color of the official uniforms(公服色)were changed, which were originally made at the 7th year of King Pup-Heung(法興王:514-539) period. Therefore, this study try to reconstruct the nine - rank mandarin system(九品官制) and the new mandarin uniform system(公服制), through researching the establishment and the operation of the Yu ¨-tai system.
