글로벌 IT 소싱 에서의 효과적인 지식이전을 위한 통제 구조 연구

Abstract

기업이 전략적인 목적으로 IT를 활용한 이래 다양한 방법의 IT 도입 방식이 발달하였으며, 그러한 흐름 중 하나로 IT 아웃소싱이 각광을 받아왔다. 최근에는 IT 아웃소싱의 한 흐름으로 대상 프로세스나 서비스 제공 기업이 해외에 위치하여 기존 IT 아웃소싱의 단점을 극복하고 새로운 이점을 누릴 수 있는 Offshore IT 아웃소싱이 발달했다. 미국과 일본을 중심으로 발달해오던 Offshore IT 아웃소싱은 최근 그 대상 프로세스가 지식 집약적이고 핵심적인 부분으로 확대되면서 해외에 위치한 제 3의 업체에 아웃소싱을 맡기기 보다는 해외에 직접 투자 형식의 Joint Venture 등 Captive Center를 설립하여 프로세스를 이전하는 인소싱의 개념이 도입되기 시작하였다. 이러한 최근 Offshore IT 아웃소싱 트랜드를 반영하여 본 논문에서는 글로벌 IT 소싱의 개념을 도입하고 이러한 글로벌 IT 소싱의 대상 프로세스의 지식 집약적인 성격에 집중하여, 글로벌 IT 소싱의 성과를 조절하는 요소로서 지식이전(Knowledge Transfer)의 역할을 강조하였다. 글로벌 IT 소싱 프로젝트에서 지식이전을 조절, 통제하는 메커니즘으로는 (1) 고객과 서비스 공급자의 파트너쉽에 기인한 비공식 통제구조(informal mechanism), (2) 프로젝트 수행 자체와 단계를 통제하는 Project Management에 기인한 공식 통제구조(formal mechanism), 마지막으로 (3) 이러한 비공식, 공식 통제 구조 내에서 일어나는 다양한 지식이전을 전달하는 전달 매체(delivery media)로서의 IT-based Communication Infra의 세 가지를 제시하였다. 또한 최근 인소싱 개념의 도입에서 착안하여 Client-Vendor 관계에 기초한 독립적인 계약형태의 글로벌 IT 소싱과 Captive Center로 대표되는 위계적 글로벌 IT 소싱 두 가지 형태에 따라 지식이전의 효과가 달라질 것이라는 가설을 수립하였고, 설문은 최근 글로벌 IT 소싱의 거점으로 발전하고 있는 Mauritius의 해당 기업 30개를 대상으로 이루어졌다. 연구 분석의 결과 연구 모형에서 제시한 대로 파트너쉽, Project Management, IT-based Communication Infra의 세 가지 통제 구조가 모두 효과적인 지식 이전에 영향을 미치는 요인임을 알 수 있었으며, 당초 조절 변수로 작용할 것을 예상하였던 계약 형태는 실제 기업들의 비즈니스 모델이 대부분 여러 계약 형태가 혼합된 성향을 보임에 따라 유의미한 조절 역할을 찾을 수 없었다. 본 연구는 IT 아웃소싱의 최신 트랜드인 글로벌 IT 소싱의 성과 조절에 대한 탐색적인 통찰을 제시하고 있다는 것에 그 의의를 두고 있으며, 특히 대상 프로세스의 지식 집약적이고 핵심적인 성향을 반영하여 프로젝트 성과 통제 요소로 지식이전의 역할을 규명하였다는 것에 의미가 있다. 본 연구의 의의와 한계점을 시작으로 향후 글로벌 IT 소싱에 대한 다양한 관심과 연구를 기대해 볼 수 있을 것이다.;As the knowledge-intensity of Global IT Sourcing(GITS) projects has been growing, the control mechanism for effective knowledge transfer is critical to achieve the project success. To examine control mechanisms for achieving effective knowledge transfer in Global IT Sourcing context, three mechanisms are derived. These are (1) the informal relation based of the partnership between clients and suppliers, (2) the project management as a formal mechanism to control project itself and its stages, and (3) the IT-based communication infra as a media which is transferring the knowledge within the informal and the formal mechanisms. For the control variable, the contract type of GITS is presented. The research method used in this study is survey, and it was conducted in Mauritius where is an up-to-date business point for GITS. As the results of the survey, all of hypotheses in this model are accepted but the effect of contract types as the control variables is not positive because most of GITS contracts are typed as a mixed in practical. Finally, the result of this research can show the effectiveness of the control mechanism for the knowledge transfer, and the positive relationship between the knowledge transfer and performance of GITS. As this research is an exploratory study for GITS, both researcher and service providers can be benefit from this study for the further research and successful GITS projects.
