시각장애자 도서관 운영에 관한 연구

Abstract

The Modern nations set as their ultimate goal the build-up of welfare society. However, despite the advanced medical services the number of handicapped people congenital or a posterior is still increasing. Thus, a great many people are spending their lives in the shadow uncovered by the welfare ideology, being alienated from the main stream of society. Although the public libraries should be well positioned so as to ensure the right of learning or that of information and thereby serve the philosophy of social welfare, our reality is the weak functioning of public libraries. In this vein, this study was aimed at comprehensively reviewing the theoretical background of the services which the public libraries should extend to the blind people, and therewith investigating the situation problems regarding these services in Korea to present some reform measures which can help improve the management of public libraries. The reforms measures induced for the improved public library services can be suggested as follows ; 1. Since only a limited number of libraries are providing services for blind people, some institutional reforms should be pursued to enforce one or more public libraries per city or district services for blind people. 2. The service programs of public libraries for blind people should be diversified ; because these people's demands for the services can be varied, the current recording and Braille services should be expanded into such effective services as mobile libraries. 3. The activities of recording - and Braille printing companies should be further encouraged. 4. Some comprehensive literary index for blind people should be arranged. 5. The services of public libraries for blind people should be activity projected through regular librarians' meeting or some necessary seminars. 6. Some formal training Programs should be implemented to upgrade the quality of volunteers. 7. The service programs for blind people should be widely publicized through such media as TV, radio and news papers. 8. More emphasis should be put on the recorded literature. Because only 10% of the blind people can use the Braille, recorded literature can be more useful for them than Brailles. 9. Considering the fanancial difficulties of public libraries involved in blind - people services and their insufficient facility and manpower, a national - level assistance should be rendered.;현대국가는 복지사회의 건설을 지상목표로 하고있다. 그러나 오늘날 의학이 발달하였음에도 불구하고 선천적으로든, 후천적으로든 장애자의 출현율은 계속 증가하여 현재 우리나라 장애자수는 전체 인구의 약 2.2%인 95만명에 이르고 있으며 이중 시각장애자는 약15만명으로 추산되고 있다. 우리사회의 분명한 구성원이면서도 단지 장애자라는 이유만으로 사회로부터 소외된 채 그늘진 삶을 살아가고 있는 이들에게 삶의 행복을 찾아주고자 노력하는 것은 우리사회 모두의 책임이라고 생각한다. 더구나 그들에게 '공부할 권리'와 '알 권리'를 보장하여 정상인과 다름없는 삶을 살아가도록 하는데 필요한 기관중의 하나라 생각되는 도서관의 봉사활동측면에서는 거의 무관심한 상태에 놓여있으며 장애자를 위한 도서관봉사에 관한 연구도 드문 실정이다. 따라서, 본 연구에서는 장애자 중 시각장애자를 대상으로한 도서관봉사의 활성화 방안을 제시하고자 문헌연구를 통하여 시각장애자 도서관에 대하여 이론적으로 고찰하고, 설문방법을 통하여 우리나라 시각장애자 도서관 운영 헌장 및 이용자들의 이용현장을 조사 분석하여 이들을 위한 도서관봉사의 개선방안을 모색하고자 한다. 본 연구에서 조사된 결과를 분석하여 시각장애자 도서관봉사의 활성화 방안을 제시하면 다음과 같다. 1. 현재 우리나라에서 시각장애자를 위한 봉사를 하고 있는 도서관은 수적으로 매우 부족한 실정이다. 국립중앙도서관을 비롯하여 각 시-군 단위로 적어도 1개관 이상의 공공 도서관이 시각장애자에 대한 봉사에 참여하도록 제도적인 뒷받침이 따라야 하겠다. 2. 시각장애자를 위한 도서관 봉사프로그램을 다양하게 전개한다. 즉, 도서관에 대한 시각장애자의 요구는 정상인과 마찬가지로 매우 다양하므로 그들의 요구를 만족시키기 위해서는 녹음도서와 점자도서를 통한 봉사로부터 이동도서관 운영 등으로 봉사프로그램을 확대시켜 나가야 한다. 3. 시각장애자용 자료를 제작하는 전문출판사나 전담기관이 설치되어야 한다. 시각장애자용 자료의 제작에는 많은 인력, 시가, 경비가 소요되는 작업이기 때문에 도서관으로 하여금 재정적인 문제를 더욱 가증시키고, 자료의 빈곤을 초래케 하며, 또한 봉사업무에 전념할 수 없도록 한다. 따라서 전문 출판사나 전담기관을 설치해서 전국에 있는 각 시각장애자 도서관에 다양한 자료를 보급하여 도서관으로 하여금 봉사업무에만 전념할 수 있는 여건을 조성 해줌과 아울러 자료 빈곤문제를 해결해 주어야 한다. 4. 시각장애자들의 이용 편의를 위해서는 그들에게 중요한 검색수단이 되는 종합목록이 만들어져야 한다. 왜냐하면 녹음도서나 점자도서의 제작에는 많은 비용과 시간을 투자해야 함에도 불구하고 출판정보의 부족으로 중복 제작하는 경우가 많기 때문이다. 따라서 녹음도서와 점자도서에 관한 종합목록을 편찬함으로써 이러한 중복 노력을 피할 수 있으며, 상호대차도 가능해지고, 그 결과 시각장애자가 희망하는 자료를 보다 신속하게 제공할 수 있을 것이다. 5. 자원봉사자의 자질을 높이기 위해 정규적인 훈련을 동하여 교육시켜야 한다. 6. 시각장애자에 대한 도서관 봉사는 주로 우편에 의한 관외대출의 형태로 이루어지고 있는데, 그 봉사 대상을 회원에 가입한 자로 제한하고 있다. 그런데 문제는 그 회원 수가 너무 적어서 전체 시각장애자 중에서 실제로 도서관 봉사의 혜택을 받고 있는 시각장애자는 극소수에 불과하다. 따라서, 이 문제의 해결을 위해서는 좀 더 많은 시각장애자가 회원에 가입할 수 있도록 라디오, 텔레비젼, 신문 등의 대중매제를 통한 적극적인 홍보 활동이 이루어져야 하겠다. 7. 보다 나은 도서관 발전을 위하여 도서관 관계 직원들을 정기적인 회합을 갖고 세미나 등을 통하여 시작장애자를 위한 도서관 봉사 활동의 개선에 앞장서도록 한다. 1986년에 발족한 "한국맹인도서관협의회"를 활성화시키는 것이 바람직하며, 시각장애자를 위한 그 외의 봉사기관 및 관계기관과 긴밀한 협조를 가져야 한다. 8. 보다 나은 봉사와 도서관 시설 및 설비를 위하여 국가적 차원의 재정적 뒷받침이 있어야 한다.
