Abstract
The aim of this paper is to form sound reading habits for children by reorganizing the for reading programs through the study of children sections' current situations in public libraries and by developing educational reading programs which will stimulate the interest of the children. the result can be carried out in reading guidance programs by public libraries and similar organizations as well a be referenced in the development or planning of new reading programs. To achieve the desired goals, researching was done through both questionnaires and documents. Frist, through documents, the need for reading guidance for children, their reading interests and possible guidelines were investigated. To get a full picture of current reading guidance situations for children in public libraries, 18 Seoul public libraries which have children's sections were selected, and interviews were conducted with the librarians in charge of these sections. the results are as follows. 1. Two librarians with general librarian certificates were in charge of the children's section. The book collections averaged about 10,470 books, but nine of the libraries (53%) did not have a specific standard for selecting and buying children's books which shows that the book collection systems are not very systemized. 2. Among the reading programs, the 'one day reading class' guides one elementary school class per day. But as there are a large number of children and very little time, the focus is set more on library usage than on reading guidance. The '10 day reading class' during summer and winter vacation restricts the participants to only 2 to 4 children with principal's recommendations, and there is no provisions for continuous reading guidance after the completion of the course. 114.tif 밑에서 2번째 단락 초록 미입력 , 64.7% of the librarians replied that the current programs are not enough, and 94.1% of the children librarians approved of the plan to stimulate reading guidance programs. The biggest problem pointed out was the lack of reading guidance programs, and the subject of librarians in charge exclusively of reading guidance and the need for them met with 100% approval. In this paper reading guidance program which can be used in the children club is formed on the basis of the situation noted above. The purpose of this program is to move away from the normal everyday reading programs, to spark the reading interest of the children and to provide proper reading environment. The program in titled " Prudent Life" with meetings twice a month. Frist, the yearly program schedule is given with its subject and activities. On the basis of this, monthly/weekly goals are set and more detailed activities are given. And for those activities which are unclear with title only, necessary materials and methods are given to help understand the flow. Content of the program itself is composite of reading related programs and cultural activities. To allow children to read a variety of books, different subject areas are selected every month. The purpose of these reading programs is to stimulate the interest of the children by giving them the topic and topic-related exercises beforehand, to induce voluntary reading discussions, and to prolong the interest through games and such activities based on the topic. Cultural activity programs are set on guiding children to experience things other than reading. For children's reading guidance to be more active, the following is suggested. Firstly, rearing of children librarian specializing in reading guidance is crucial. Librarian who has a deep affection for and understanding of children and who, at the same time, by recognizing the materials of need and interest to the children, can act as a bridge between the two is needed. Secondly, much research on reading guidance programs for children is necessary. Especially, libraries and schools in the same district must work together on program development to provide children with better reading environment. Also, for proper reading guidance to take place in homes, programs which allow parents to participate and to recognize the importance of the library and reading guidance must be developed. Thirdly, there is need for regular meetings between the librarians in charge of reading guidance. Through these meetings, the librarians can exchange information and evaluate the perspectives, the planning and the methodology of reading guidance. As a result, improvement for better guidance can be sought out. Fourthly, in order for the reading guidance to be effective, a list of good book selections is needed. In short, lists of must-read-books and recommended books should be made, and children must be allowed to select and read books suitable for their own development. Lastly, libraries need to acquire the necessary funds for children's reading guidance as abundance of funds is the most fundamental way toward effective material collection and service and in securing a good children librarian.
