한국과 미국의 사회과 교육에서의 민주시민성 교육에 대한 연구

Abstract

한국사회는 지난 80년대 이후 엄청난 정치적·사회적 도전의 시기를 지나오면서 진정한 자유와 평등이 이루어지는 민주사회의 건설을 위한 국민의 열망이 분출되고 있다. 이러한 시점에서 민주시민으로서의 자질을 갖춘 국민의 총체적 역량이 요구되는 것은 당연한 것이라 할 수 있으며, 학교교육 중에서도 사회과는 민주시민의 자질을 육성함에 있어 가장 큰 교육적 사명을 가진다고 하겠다. 본 연구는 민주시민성교육을 궁극적인 목표로 하는 사회과가 시민적 자질의 육성을 통하여 민주사회의 건설과 발전에 어떠한 기여를 할 수 있는가를 알아보기 위하여 먼저 시민성교육의 오늘을 진단해 보고, 앞으로 한국사회에 정착되어야 할 민주시민성교육을 전망하는 데 그 목적을 두었다. 이를 위하여 미국과 한국의 대표적인 사회과교육 학회지에 실린 민주시민성 교육 관련 논문들을 목표·내용·방법으로 분류하여 분석함으로써 우리의 민주시민성교육의 문제점을 파악하여 바람직한 방향을 제시하려는데 초점을 두었다. 분석결과 민주시민성교육이 해결해 나가야 할 과제를 시민성교육의 목표·내용·방법으로 분류하여 제시하였다. 먼저 민주시민성교육의 목표에서는 첫째, 민주시민성교육에 있어 지식의 습득은 무엇을 알아야 하는가에서 벗어나 왜, 그리고 어떻게 알아야 하는가로 그 방향이 바뀌어야만 한다. 뿐만 아니라 다양한 사회문제를 해결하기 위해서는 다양한 사회과학의 학문적 배경을 가져야만 한다. 둘째, 민주시민성교육에 있어 구체적인 가치의 계발은 주입에 의한 교육에 머물 것이 아니라 탐구의 과정이 되어야 한다. 가치교육의 중요성은 기능의 계발과 함께 고려되어야 하는데, 합리적인 의사결정자로서의 시민은 지식탐구와 가치탐구를 통하여 과학적 사고력을 배양하는 합리적인 의사결정과정을 경험하여야 하기 때문이다. 셋째, 실제적인 문제의 해결을 위해서는 지식과 가치의 탐구를 통한 의사결정의·과학적 사고기능을 계발하여야 하며 그것은 다시 합리적인 사회행위로 실천되어 민주시민성교육의 성과가 이루어질 수 있도록 해야 한다. 넷째, 참여는 이상의 세가지 요소가 모두 복합적으로 포함되는 것으로서 이에 대한 연구가 시급하다 할 것이다. 따라서 효율적인 시민의 참여를 유도할 우리만의 독특한 프로그램의 계발에 주력하여야 할 것이다. 다음으로 민주시민성교육의 내용에서는 첫째, 민주시민성교육은 정치교육 뿐 아니라 다양한 사회과학의 제영역을 지식기반으로 포함하여야 한다. 둘째, 민주시민성교육에서는 민주주의의 하위체계인 정치·법·경제·사회 체계의 상호 밀접한 관계에 대한 폭넓은 이해를 강화해야만 한다. 셋째, 민주시민성교육이 성공하기 위해서는 학생들의 활발한 참여를 유도할 수 있는 내용이 구성되어야 한다. 요컨대, 사회과학의 지식은 이론으로만 그칠 것이 아니라 실제로 옮겨질 수 있도록 교육되어져야 한다는 것이다. 한편 민주시민성교육의 방법에서는 첫째, 민주적 경험을 통해 효율적이며 민주적인 자질을 기를 수 있다는 전제아래, 학교와 지역사회 활동에의 참여, 다양한 사회적 이슈를 통한 참여, 그리고 과학적 사고를 통한 의사결정 과정의 방법 등이 시민성교육의 방법으로 추진되어야 한다. 둘째, 민주시민성교육을 담당하는 사회과는 학교밖의 지역사회, 행정기관과의 연계를 통해 효율적인 민주시민성교육의 운영을 하려는 시도를 하여야 한다.;There are pours of the nation's aspiration to construct democratic Korean society of truthful freedom and equality, as they went through the political, social challenge since 1980's. At this moment, it is natural that the nation be required to have the competence as democratic citizens. Therefore, the Social Studies, among school education, has the most important mission to foster the qualifications of democratic citizens. The purpose of this study is to propose the citizenship education, the ultimate goal of the social studies, that ought to be settled down in future Korean society, after analyzing the current situation of citizenship education. In order to do this, the articles related with citizenship education in the major journal of social studies from Korea and United States were analyzed according to its goal, content, and method. In doing so, the major foci were to grasp the problems of our citizenship education and to suggest the desirable directions of it. As the results of the analysis, the goal, content, and method of citizenship education to be directed were proposed by each category. In the category of goal, first, the direction of acquiring knowledge should be redirected from what to know, to how and why to know. Second, the development of concrete value system is done not by infusing, but by inquiring. Third, the scientific thinking skill should be developed by decision making through inquiry of' knowledge and value system. Fourth, the development of our own program for stimulating citizen's participation should be emphasized, as the 'participation', that includes the above mentioned three elements, is the urgent subject to be studied. In the category of content, first, not only the political science, but also the entire domains of the social sciences should be included as a knowledge base in the citizenship education, to cope with various social situations. Second, the more profound comprehension of four substructure of democracy, political, legal, economic, and social system, should be strengthened. Third, the content of citizenship education have to be structured from mere theory to actual practice.
