사업계획(Business planning)과 정보시스템계획(information systems planning)통합의 저해요인 및 성공요인에 관한 탐색적 연구

Abstract

최근, 경쟁우위를 창출하고, 보다 나은 재무적 성과를 확보하는데 있어서 정보시스템계획과 사업계획을 통합시키는 효익을 평가, 획득할 필요성이 증대되고 있다. 이러한 사업계획과 정보시스템계획의 통합, 유지가 정보시스템 관리자들에게 중대한 관심 분야로써 자주 언급되고 있지만, 조직의 사업계획과 정보시스템계획이 통합되지 못하고 있어 조직의 전략을 효과적으로 지원하지 못하고 있는 것이 일반적인 현실이다. 또한, BP-ISP의 연계에 관한 연구는 많이 행해졌지만, BP-ISP 통합의 필요성이 선행 연구에 의해 명확하게 제시되고 있음에도 불구하고, BP-ISP의 통합에 관한 연구, 특히 완전 통합을 이루기 위한 방안에 관한 연구가 이루어지지 않고 있는 설정이다. 이에 본 연구에서는 Teo와 King이 제시한 바와 같이 BP-ISP 통합 단계를 별개의 관리적 통합(type 1), 일방향 순차적 통합(type 2), 쌍방향 상호적 통합(type 3), 완전 통합(type 4)으로 구분하여 이를 토대로 설문조사를 통해 우리나라 보험산업이 현재 BP-ISP 통합 단계 중 위치한 단계를 살펴보고, 쌍방향 상호적 통합(type 3) 또는 완전 통합(type 4) 단계에 있는 기업을 대상으로 인터뷰를 통해 기존 연구들이 간과한 BP-ISP 통합의 저해요인 및 성공요인을 밝히는 연구를 수행하였다. 본 연구를 통해 나타난 BP-ISP 통합의 저해요인을 살펴보면 다음과 같다. 첫째, 비즈니스 부문의 정보시스템 부문에 대한 이해가 부족하다. 둘째, 최고경영자의 책임 및 위험 회피 성향이 강하다. 셋째, 전사적으로 문화가 확산, 공유되지 않는다. 넷째, CIO가 부족하며, 관리자의 통제능력 및 자질이 부족하다. 다섯째, 정보시스템 부문의 조직 내 위상이 낮다. 이상에서 도출된 BP-ISP 통합에 대한 여러 가지 저해요인을 토대로 완전 통합(type 4)을 성취하기 위한 성공요인을 살펴보면 다음과 같다. 첫째, 전사적인 목포 및 전략을 공유한다. 둘째, 최고 경영자가 사업계획 및 정보시스템계획의 수립에 적극적으로 참여하여 지원한다. 셋째, 전사적으로 공유할 수 있는 문화를 형성한다. 넷째, 비즈니스 부문과 정보시스템 부문을 총괄할 수 있는 CIO를 육성한다. 다섯째, 정보시스템 부문이 조직의 필수적인 부분이라는 인식을 확산시킨다. 본 연구의 결과는 BP-ISP 통합을 고려하고 있는 기업들에 통합을 성공적으로 이루기 위한 요인을 제시해 주고 있으며, 앞으로 우리나라 기업을 대상으로 BP-ISP 통합단계를 진단해 보고, 실제로 BP-ISP 통합이 조직의 성과에 기여하는가, 또한 본 연구에서 제시한 저해요인과 성공요인이 실제로 통합에 중요한 영향을 미치는가 등에 관찰 연구를 진행할 수 있을 것으로 기대된다.;It is necessary to assess and reap the benefits of integrating BP(Business Planning) and ISP(Information Systems Planning) in creating competitive advantage and ensuring superior financial performance. The securing and maintaining of integration between BP and ISP is frequently cited as a critical Concern of IS managers. In general, however, BP and ISP are not integrated, and organization's strategy isn't supported effectively. Although a number of studies on the linkage of BP-ISP have done and previous studies have provided the need for BP-ISP integration, the study on the BP-ISP integration and efforts to accomplish full integration are rare. This study adopts four stage model of BP-ISP integration which is provide by Teo and King. - Type 1 : Separate planning with administrative integration - Type 2 : One-way linked planning with sequential integration - Type 3 : Two-way linked planning with reciprocal integration - Type 4 : Integrated planning with full integration This study identifies the current stage of BP-ISP integration of Korean insurance industry based on the survey and reveals inhibiting factors and enabling factors for BP-ISP integration through the interview with IS managers of type 3 and type 4 companies. The inhibiting factors are as follows: - Business department is short of understanding of IS department. - Top management avoids responsibilities and risks. - Culture is not shared throughout the enterprise. - The number of CIO is small, and the ability and the qualification of managers are insufficient. - The Ievel of IS department within the enterprise is low. Based on inhibiting factors of BP-ISP integration, enabling factors for full integration are as follows: - Share enterprise-wide objective and strategy. - Top management participates in BP and ISP positively. - Formulate cultures that can be shared throughout the enterprise. - Cultivate CIO who can manage both business and information systems. - Spread perception that IS is essential to the organizations. The results of this study suggest factors to accomplish BP-ISP integration successfully for companies which are considering BP-ISP integration. Future research can diagnose the extent(stage) of integration of Korean companies and examine if BP-ISP integration actually contribute to the organization's performance as well as if inhibiting factors and enabling factors of this study have significant impact on BP-ISP integration.
