유럽연합자료 이용 활성화 방안에 관한 연구

Abstract

At present, international society is in very rapidly changed situation with a new relation of cooperation and companion. As a huge community for economic profit, European Union(EU) is a significant international organization, which has an important influence on international economy and political order. EU information has been accepted as useful accademic and trade information reseources related to various areas, politics, economics, international relations, government of many countries. Also, these information has distributed to not only member nations but also non-member countries through a depository program of the EU Commission. The purpose of this study is to make an awareness of and uses of the information from the EU by making a model of utilization of the EU publications. For this research, interview method and questionnaires used for 5 depository centers and 40 non-depository institutes. The followings are the findings: 1. Most depository centers were at the university since 1990s. And they have a study of the EU or related research. 2. EU materials in depository centers were not informed well and had not a special librarian for systematic control of information. As a result, a few people have been used it. 3. The majority of non-depository institutes has purchased the EU materials since 1990s and 70% of them want to increase acquisition of the EU materials in the future. However, they have many difficulties to access and use EU materials for a lack of publication information. The following suggestions are given to solve current problems and establish a plan of the utilization of EU information. 1. For an effective usage of EU information, a written operation policy of depository centers from EU Commission should be preceded. Also, each centers perform the active promation, analysis of EU materials, support and train of EDC librarians. 2. Establishment of the association of EDC librarians is suggested. This association has an obligations to provide information service with a developing of EU information database, holding a seminar or meetings, publication activities related to EU information and staff training. Also, this program should be cooperated by non-depository institutes. 3. To provide national EU information services, a central information service center should be established on two position, the internal usage and the policies of EU. These centers were, as national organizations, selected to National Assembly Library and Delegation of the European Commission in Korea.;유럽의 정치, 경제, 사회, 문화적 배경을 바탕으로 설립된 EU는 세계 역사의 산물로 국제정치 및 국제경제구조에 큰 영향을 미치고 있다. 또한 정치, 경제 및 학계는 EU를 연구대상으로 하여 EU가 미치는 영향력을 분석하고 자국과의 이해관계를 가늠하고 있다. EU의 모든 활동과 정책은 출판물로 생산되어 다양하고 복잡한 정보시스템을 통해 회원국은 물론 세계 각국에 배포·이용된다. 1990년대 이후 국내에 기탁되기 시작한 EU자료는 우리나라와 EU와의 관계가 밀접해짐에 따라 유용한 정보자원으로서 가치가 증가되고 있다. 그러나 아직 국내에서는 EU의 정보활동 및 생산정보원에 대한 관심과 기탁자료에 대한 인식이 낮은 상황이다. 이에 본 연구에서는 EU라는 새로운 정보생산구조에 대한 관련 이용자들의 인식을 높이고 학술 및 통상정보로서의 가치를 지닌 EU자료 이용을 활성화시키기 위한 방안을 제시하였다. 본 논문은 문헌연구와 현황조사를 바탕으로 이루어졌다. 문헌조사로 EU자료의 생산·출판·배포를, 현황조사를 통하여 국내 기탁센터 및 관련기관의 EU자료 유통과 이용현황을 파악하였다. 기탁센터는 1997년 3월까지 국내 EDC 및 ERC로 지정된 6개 기관중 5개 기관을 선정·조사하였다. 구입되는 EU자료의 유통, 이용 및 관련기관의 EU 정보수요를 파악하기 위하여 EU자료와 국제기구자료를 구입하는 40개의 비기탁기관을 조사하였다. 국내 EU자료 유통과 이용현황은 다음과 같이 조사·분석되었다. 첫째, 국내 기탁센터는 대부분 1990년 이후 부터 EU와 관련된 연구가 수행되고 있는 대학교 및 연구소에 지정되어 있었다. 둘째, 기탁센터의 EU자료는 전담사서의 부족, 홍보 부족으로 인해 이용자들의 인식이 낮았으며 각 기탁센터의 자료정리는 통일성이 없고 미흡한 상황이었다. 또한 자료이용은 대체적으로 적은 편이었다. 이는 EU자료의 홍보 부족으로 인한 낮은 인식도가 주 원인으로 나타났다. 셋째, 비기탁기관에서 EU자료 구입도 1990년 이후부터 활발해졌으며 조사된 약 70%의 기관이 EU자료 입수를 고려하거나 늘릴 예정으로 전체적으로 EU정보에 대한 수요는 증가될 전망이었다. 그러나 EU에 대한 정보부족이 정보접근과 구입에 어려움을 주고 있었다. 이와 같이 국내 기탁센터의 EU정보는 홍보 부족 및 관리의 미흡과 같은 이유로 인식도가 낮았다. 관련된 비기탁기관은 EU 출판물에 대한 파악과 구입경로의 부족으로 필요로하는 많은 양의 자료를 구입하지 못하고 있었다. 이러한 이유로 이용 또한 활발하지 못한 것으로 파악되었다. 이에 국내 EU자료에 대한 인식을 높이고 이용을 활성화 시키기 위해 그 선행요건으로 기탁정책의 강화와 기탁센터의 체계적 운영 방안을 제안하였고 이와 함께 각 기탁센터의 학술적 환경을 분석함으로써 기탁센터내에 잠재적인 이용활성화 요소를 파악하였다. 또한 다음과 같은 활성화 방안을 제시하였다. 첫째, 각 기탁센터의 협력을 통해서 효과적인 정보서비스를 수행한다. 협동적인 정보서비스를 위해서 EU기탁센터실무자협의회를 결성한다. 실무자협의회는 다양한 정보요구를 수용할 수 있도록 EU자료 종합데이터베이스 구축, 자료분석, 세미나 및 워크샵 개최, 협의회 활동 및 EU정보와 관련된 출판, 관련기관과의 교류 등과 같은 프로그램을 운영한다. 둘째, 이러한 협의회의 활동을 비기탁기관과 협동적으로 계획하고 수행함으로써 기탁자원의 이용을 증가시킨다. 또한 비기탁기관은 기탁센터와 상호대차, 프로그램의 공동참여와 같은 협력 활동 뿐만 아니라 무상배포자료의 확보, 기탁지정을 위한 노력 등으로 EU정보 입수 경로를 다양화시킨다. 셋째, 국가도서관인 국회도서관이 국내 EU정보와 관련된 제반활동을 관리 및 지원한다. EU위원회 한국대표부는 EU와 가장 밀접한 관계를 맺고 있는 기관으로 기탁센터에 대한 감독과 이용자 정보서비스를 수행한다. 이들 기관은 국가적으로 EU 정보의 유통과 이용을 촉진시키고 최선의 EU정보를 입수하는 중심적인 서비스 기관으로서의 역할을 갖는다.
